Food Security and Agro-Livelihoods Manager (Turkish Nationals only) At Orange


General Description of the Organization:

Orange is a non-governmental civil society organization devoted to alleviating the suffering and improving the sustainability mechanisms of the conflict-affected population.

Since its establishment in 2016, Orange partners directly with affected Syrian populations delivering programmes spanning sectors, including humanitarian and development programmes, in the Early Recovery, Food Security, Agriculture, Livelihoods, Education, and Protection, in addition to long term impact interventions focusing on the economic empowerment and the local value chains improvements to enable targeted communities to improve their living practices and their sustainable mechanisms.

Orange collaborates with variety of national and international non-governmental organizations, as well as local initiatives to adopt community-based approach that leads to improve the response’s impact to the humanitarian crisis and provides sustainable and alternative solutions.

Job Purpose:

Orange food security program comprehensive food security program that relies on three main pillars:

  • Provision of the essential food assistance through multiple modalities including cash.
  • Participating to the food security sustainability through supporting the agriculture and food relevant livelihoods.
  • Enhance the innovation of the local agriculture practices through application of innovative agricultural technologies.

The Food Security and Livelihoods Manager at Orange will have the primary responsibility of developing and executing a comprehensive program that aligns with Orange’s program framework and standards. This includes designing the program budget, developing necessary tools, and overseeing all program activities to ensure effective implementation while adhering to donors’ requirements. Additionally, the Manager will play a vital role in establishing partnerships with humanitarian actors in the Food Security and Livelihoods sectors and creating training and mentorship plans.

Reporting directly to Orange’s Director of Programmes, the Manager will collaborate closely with the Grants and Partnership Director and other team members to identify and explore new opportunities for expanding Food Security and Livelihoods programming. The ideal candidate for this position should possess experience in three key areas:

  • CVA programming
  • Agro-business activities
  • Innovation agriculture and SMEs.

Duties, objectives and competencies:

Project Development:

  • Contribute to the development/ revision of best practice guides, manuals and other technical resources to improve the quality of Orange’s FSL program.
  • Work with other staff to support the development of guidance and resource materials that aim to improve program delivery.
  • Support the development of the program strategy for Agriculture & Livelihoods Emergency programming and contribute to conducting a stakeholder analysis and identifying potential partnership opportunities, pre-positioning with donors, and developing technically sound proposals.
  • Participating in implementing the required needs assessment and identifying research and evaluation priorities.
  • Supporting the design of proposals and the development of proper monitoring plans, directly engaging in the design and development of large RFAs, RFPs, and other proposals, and drafting, reviewing, and editing other proposals on an ongoing basis.
  • Be the primary provider of technical support and guidance for Agriculture & Livelihood programming, emphasizing design, implementation, monitoring, and resource mobilizations.

Project implementation:

  • Lead the implementation of the Agriculture & Livelihoods program, ensuring timeliness and delivery according to the activity plan and results in the framework.
  • Provide the technical inputs regarding the enhance the project’s activities quality.
  • Identify new and innovative agricultural technologies, practices, and methodologies to improve productivity, sustainability, and efficiency in agricultural operations.
  • Develop and execute comprehensive business plans for the agricultural enterprise, considering factors such as market trends, competitive analysis, and financial projections.
  • Identify potential risks and develop strategies to mitigate them, including market fluctuations, weather-related challenges, and other uncertainties.
  • Technology Adoption: Evaluate and assess the feasibility of adopting new technologies and innovations in agriculture and oversee their implementation and integration into existing farming practices.
  • Ensure the program adheres to both donor and Orange’s protection approach, to best practices, and all internal policies and procedures.
  • Ensure participation of the community in the implementation of the program through appropriate mechanisms ensuring the program address the needs of the most vulnerable.
  • Liaise with other implementing partners to ensure appropriate coordination of interventions and avoid activities overlapping.
  • Manage and revise operational program plans based on a plan submitted to donors and in accordance with Programme Management Tools.
  • Work with project team and link with Senior Management Team on progress and encountered challenges.
  • Respond to requests for information about Agriculture & Livelihoods from Orange staff from various departments and field programs, donors, and relevant stakeholders.

Staff Management

  • Line manages the project staff/team to ensure effective and efficient programme implementation, partnership relationships, and operational systems;
  • Ensure that there is a clearly defined structure, up-to-date job description, and reporting mechanisms for each team member in line with Orange’s HR policies and procedures.
  • Hold regular coordination meetings with key team members and regular meetings with SMT to discuss issues, ensure strong communication and learning from each other.
  • Contribute to team capacity building and set up training plans to enhance team members technical capacity.
  • In cooperation with Orange human resources, participating in program staff performance appraisal, and identifying required skills and capacity development.

Procurement

  • In contribution to the logs/procurement team, ensure that all relevant purchase orders are well prepared and submitted with providing all required BoQs and technical specifications to maintain the best level of provided services/supplies;
  • Prepare project procurement plan and oversee procurement implementation to ensure all services/supplies are provided within the program timeline/work plan;
  • Contribute to setup procurement criteria according to required items with support to the procurement team to ensure best value for money practices are met.

Financial management:

  • Manage the project budget, including regular monitoring of expenditure against budget, in accordance with Orange’s financial procedures and guidelines;
  • Develop a clear work and expenditure plan and ensure that the programme is implemented within the agreed/approved budget and timeframe.

Reporting:

  • Report all project’s activities with donor’s deadline with adherence to donors’ requirements and reporting formats.
  • Report all program security challenges immediately and ensure proper incident reports are submitted.
  • Participate in related cluster reports, data collection, and reporting program activities via 4Ws submission.

Networking:

  • Represent Orange’s at different local and international coordination forums and other working groups related to Agriculture & Livelihoods programming.
  • Maintain communication and experience sharing with the partner organisations and other stakeholders to ensure the efficiency and effectiveness of activities and promote best practices.
  • Regularly provide briefings on Agriculture & Livelihoods, emerging issues, and developments in Orange’s areas of operation to a range of audiences, including Orange’s staff, donors, the media, UN agencies, inter-agency networks, etc.

Monitoring & Evaluation

  • Manage programme in line with the logical framework, the programme M&E plan and ensure regular analysis and reporting on programme data;
  • Ensure related staff are aware of and understand the M&E methodologies and requirements, including monthly data collection, analysis, and reporting to all key stakeholders in a timely manner.
  • Provide technical contribution to the design of M&E tools and support MEAL team in data analysis.

Other

  • Adhere fully to the commitments and rules of Orange’s Code of Conduct
  • Undertake any other relevant duties as may be assigned by the SMT.

Requirements:

  • Bachelor’s degree in Agronomy or relevant field of study. MA is preferred.
  • At least 5 years of INGO work experience or leading LNGO with increasing responsibility.
  • Excellent proven technical knowledge of the field of Agriculture and livelihoods; extended proven knowledge in the field of livestock will be an asset.
  • Proven experience in relevant projects in Northwest Syria will be desired.
  • Strong communication skills, including the ability to coordinate with multiple parties and external stakeholders.
  • Very good reporting skills.
  • Sound judgment and ability to make impartial recommendations.
  • Experience in programme development, management, and monitoring and evaluation.
  • Proven knowledge in stakeholders’ analysis and engagement mechanisms.
  • Excellent English language skills (spoken, written, and reading). Availability of Turkish language skills will be an asset.
  • Experience delivering capacity building training and materials development is preferred.
  • Hard-working, proactive, and able to prioritize and delegate a demanding workload.
