ALIMA promotes and defends the principles of fundamental human rights. ALIMA has a zero-tolerance approach towards people guilty of’ acts of sexual and gender-based violence as well as’inaction to alleged or proven acts of violence. The protection of those who benefit and are impacted by our intervention is our top priority in everything we do. Anyone collaborating with ALIMA s’engages to :

  • respect the charter, the code of conduct, institutional policies including the policy of protection against abuse of power and gender and sexual violence, corruption and fraud prevention policy ;

CURE – INNOVATE – ENSEMBLE :

Since its creation in 2009, ALIMA has treated more than 10 million patients, and today deploys its operations in 12 countries of’Africa. In 2020, we developed 67 humanitarian medical response projects to meet the needs of populations affected by conflict, epidemics and extreme poverty. All these projects are in support of national health authorities through 357 health facilities (including 45 hospitals and 312 health centres). We work in partnership, including with local NGOs, as soon as possible to ensure that our patients benefit from’ expertise where it is located, whether at the level of their country or the rest of the world. To improve the humanitarian response,we are carrying out operational and clinical research projects, particularly in the area of combating malnutrition and hemorrhagic viral fevers. ALIMA also conducts operations in response to the covid-19 pandemic throughout our missions.

OUR THEMATICS PROJECT : Malnutrition, Sexual and Reproductive Health Including Gender-Based Violence, Primary and Secondary Health, Surgery, Pediatric Care, Killer Diseases such as Malaria, IRA, Diarrhea, Epidemics ( Hemorrhagic fevers, meningitis, Cholera, Rougeole, Dengue, Covid-19 ).

OUR INTERVENTION COUNTRIES : Mali, Burkina Faso, Central African Republic, Nigeria, Niger, Chad, Democratic Republic of Congo, Cameroon, Guinea, South Sudan, Mauritania, Ukraine, Ethiopia and Sudan.

ALIMA in Haiti

In November, ALIMA conducted an exploratory mission in Haiti, in order to better understand the current needs, more specifically in Port-au-Prince, we have focused on humanitarian health needs, through identifying the most vulnerable populations and barriers to access to health services. What emerged from our evaluations is a crying need for healthy’actors and therefore a strong will to intervene as soon as possible in 2024. A team s’ went to Haiti in February for the start of the activities.

PROTECTION OF BENEFICIARIES AND COMMUNITY MEMBERS

Level 3: The incumbent is responsible for the application of the recruitment process and may have to make field visits. He · She may therefore be in contact with vulnerable children or / and adults. FUNCTIONAL AND HIERARCHIC LINKS

He · She reports to the Head of Mission ( hierarchical manager ), and to the Financial Officer of the Emergency and Opening Service.

IlElle supervises administrators, administrators, supervisor·· and assistant·· administrators of coordination and field, accountants, archivists.

It works in close collaboration with the coordinators (medical, logistics, HR and projects).

MAIN MISSION AND ACTIVITIES

The COFIN or COFIN supports capital and project coordination on all subjects relating to the financial and administrative management of the’ set of projects that constitute the country mission. It guarantees the good management of the funds and their transparency by ensuring the accounting and financial management of the mission in compliance with the ALIMA management framework and local legislation.

1-Fiscal management

  • Contribute to the definition of the mission’s strategy by drawing up the mission’s budgets and budget amendments
  • Consolidate and carry out budgets, in collaboration with the Coordinators (general and specific monthly)
  • Develop monthly budget follow-ups for headquarters and members of the country and project coordination, in order to draw their attention to possible under-consumption and over-consumption of budgets.
  • Perform financial analysis to assess the financial performance of the organization, identify trends and make recommendations for improvement.
  • Produce financial reports for donors so that’ils is validated by headquarters within the deadlines set out in the financing agreements.
  • Be the focal point of audits of our funders at mission level in connection with the internal’audit department of’Alima. Prepare documentation, control its content and alert when needed.

2- Accounting

  • Guarantee the existence and compliance with the rules of management of financial and accounting resources in the country
  • Supervise and supervise the accounting system ensuring transparency, completeness of financial information, compliance with procedures and legibility of expenditure.
  • Make the necessary corrections to the quality of the accounting of the Haiti mission in connection with the accountant and then in connection with the accounting team of the headquarters

3- Cash management

  • Continuously ensure a necessary and sufficient level of cash flow for the smooth running of operations with maximum control of security and operational risks
  • Ensure compliance with species management procedures on its mission
  • Ensure the’archiving of the accounting documents of the mission

4- General management of resources

  • Put in place the necessary elements to monitor the’ use of material resources
  • Participate in the’ elaboration of the’supply framework of the mission (’supply plan)

5-Institutional financing

  • S’ ensure compliance with the commitments made to institutional donors (regular meetings, monthly financial monitoring, reports, recommendations, etc.)

6- Supervision and animation of’team

  • Set up a finance department to coordinate in a spirit and operation guaranteeing synergies between services. Promotes exchanges of good practices within and between departments.
  • Define the job profiles and the’performance objectives plans of the members of his team with a goal of skills development. Participates in the balance sheets of his team in a career path approach and participates in the balance sheets of project administrative managers (RAP)
  • To make training and job changes possible by strengthening their skills and developing their autonomy
  • Propose and anticipate detachments to’ other ALIMA missions
  • Identify the skills that the members of his team must acquire to master their positions and organize training to strengthen them OR S’assure of the adequacy of the needs of the’organization with the know-how and the motivations of its employees
  • Incarnates and transmits values, ensures compliance with the code of conduct and institutional policies, the’ state of mind and expected individual and collective behaviors
  • Organize and animate’team meetings

7- Implementation of preventive measures against abuse of power, gender and sexual violence, fraud and money laundering

  • Participate in training and awareness sessions
  • Continuously provide training to all staff on anti-fraud policy
  • Implement standards for the prevention of abuse
  • Ensure that members of his team attend training and awareness sessions and apply abuse prevention rules
  • Contribute to creating and maintaining a fulfilling and protective environment

EXPERIENCES AND COMPETENCES

Experiences

  • Bac + 5 in Management, Finance, Accounting, Business school or equivalent
  • Proven experience in management, finance, accounting (minimum 5 years including at least 2 years in the field as an administrator on a project or in Coordination)
  • Knowledge of humanitarian donors including their requirement in terms of reporting and management of the doors.
  • Mastery of’informatics including imperatively an advanced level of’Excel and the ability to use software such as SAGA, ODOO .. would be a major asset.,

CONDITIONS

  • Duration and type of contract : CDD under French law of 6 months with possibility of extension

  • Salary : Salary ALIMA salary grid + promotion of experiences + Perdiem
  • ALIMA supports :
    • travel costs between the country of origin of the expatriate and the place of mission
    • 2.08 days of leave per month
    • per diem daily
    • medical coverage from the first day of the contract to one month after the departure date of the country of mission for the’employee and its assigns
    • break policy every 3 months (for 6 months of mission)
    • l’ evacuation for the’employee
