Organisational Setting and Reporting1. Supervisor: The incumbent of this post reports to Deputy Head Field Finance Office. 2. Supervisees: Directly supervises Assistant Finance Officer – General Accounts, A14 who in turn supervises the remaining staff in General Accounts, composed of professional and support staff.

Responsibilities

The incumbent: 1. Oversees and monitors all activities related to the general ledger and its subsidiary ledgers related to his/her respective Field and ensures they are in compliance with IPSAS; ensures work plans are aligned as needed. 2. Plans, leads, monitors and evaluates the work of the staff assigned; provides technical guidance and ensures that the staff are sufficiently trained to perform their functions; supervises or conducts training sessions as required. 3. As part of the Field Finance management team, contributes to the development of the annual work plan, guidelines, monitoring and evaluation tools as well as revision and improvement of relevant processes and systems, Field specific manuals, instructions, and operational procedures in line with the general ones issued by Headquarters. 4. Ensures all activities in the month-end and year-end closure schedule are finalized within the Field Finance Office plans and in line with the closure instructions provided by Headquarters Finance Department; reviews the list of liabilities and commitments related to his/her respective Field and ensures the accrual actions are completed in Reach (UNRWA’s ERP system) during the month-end closure. 5. Validates the accuracy of all the reconciliations prepared by his/her staff during the month-end and ensures that the clearing actions are adequately completed in the relevant Reach transactions. 6. Ensures proper maintenance of the Assets accounting and ensures that all related accounting transactions are completed in coordination with all offices in the respective Field; liaises with the Field property management office for checking the correct allocation and accounting of all fixed assets in the Field. 7. Oversees and confirms that all accounting transactions and records are properly and efficiently maintained for all various claims including: Canteen rent revenue and related expenses, VAT claims, claims for donor grants and other; ensures all claims are completed in coordination with relevant offices in the respective Field and maintains all related reports. 8. Provides support to Deputy Head, Field Finance Office during UNBoA audit and EU verification missions; performs necessary analysis and reconciliations to prepare adhoc reports as required by Headquarters Finance related his/her Field or as requested by Field Management. 9. Advises Deputy Head, Field Finance Office on General Accounts operations, including: Vouchers, General and Subsidiary Ledgers, accounting actions, Assets accounting, various claims and any other related actions performed by his/her unit; acts as Deputy Head Field Finance Office in their short term absence as requested by Head Field Finance Office. 10. Performs other duties as may be assigned by the supervisor.

EducationA university degree from an accredited educational institution in accounting, finance, or related field, including course work in advanced accountancy and financial management systems.

Work ExperienceIt is required to have at least six years’ experience in finance or accounting office of a large governmental, international or commercial organization in a computerized environment with a financial management information system, of which three years should be at supervisory level. It is required to have experience and professional knowledge in the usage of computer applications such as Excel and Access. Special NoticeType of Contract: Fixed Term Appointment Duration of Contract: 3 years including 1 year probation period, with the possibility of further extension, subject to the availability of funds, satisfactory performance and continuing need. Conditions of service:

  •  Basic Salary: Monthly basic salary from $1,705.00; senior professional officer allowance 25% of the basic salary; and monthly dependency allowance up to $123.25.
  •  Leave: 36 days of annual leave for staff attending UNRWA duty stations with six-day working week. 30 days of annual leave for staff attending UNRWA duty stations with five-day working week.
  •  Pension: Provident Fund contribution (15.4% of basic salary paid by the Agency)
