The humanitarian crisis in Venezuela continues to intensify. Venezuelans face hyperinflation, which puts them out of the reach of basic goods and services, including medical care and food. The shortage of medical supplies makes it difficult to diagnose and treat communicable diseases and sexual and reproductive health needs, among other services. Lack of food has caused hunger and malnutrition. Between 2015 and 2018, more than three million Venezuelans went to look for goods and services, mainly in neighboring countries.

Our Organization has responded to the crisis by supporting Venezuelans who cross the arc of the migration pattern, including Venezuela, Colombia, Ecuador and Peru. In Colombia, we work in the areas of multipurpose health, protection, education and monetary assistance in Cúcuta, Medellín, Cundinamarca, Norte de Santander, Nariño ( specifically Ipiales ) and Valle del Cauca ( especially in Cali ). In Venezuela, it has been developing programs through local organizations. Since January 2021, we have expanded our response to Ecuador and Peru in 2022, establishing strategic projects and alliances with local partners, with an emphasis on attention to border corridors from/towards Colombia and Peru. We are currently working to strengthen the capacity of local partners to provide access to quality sexual and reproductive health services,nutrition, meet basic needs, and decent livelihoods for the migrant population.

General job description:

The Financial Coordinator will be responsible for managing all financial processes related to the operation, as well as financial monitoring for Partners. The holder of this position will have under his responsibility the assurance of internal control, compliance with Venezuelan legislation on tax and fiscal material and compliance with the organization’s financial policies and in line with the requirements of the different donors.

Main responsibilities:

Accounting:

  • Management of the accounting process and cycle, being responsible for the consolidation of accounting information and national reports, complying with the national local standard and internal processes and procedures, either through supervision of personnel in charge or through local outsourcing.
  • Ensure the organization’s cash flow according to the needs of the support areas as well as programs.
  • Monthly preparation of cash projections required for the operation.
  • Review and or preparation of payment requests.
  • Permanently monitor currency fluctuations and their impact in relation to funds provided by donors and partners.
  • Ensure that accounting records are carried out in accordance with the operation of the organization, in accordance with the different subsidies and own expenses including support for partners.
  • Ensure that accounting records are made in the respective corporate and local accounting systems, presenting the different corresponding periodic reports.
  • Carry out the financial review of payment requests to suppliers, consultants and partners.
  • Prepare accounting records that are required for the integration of Venezuela’s financial information into the global system.

Financial planning

  • Lead the processes of preparing proposals to new donors in relation to the financial area and in coordination with the different areas.
  • Monitor budget execution through different information systems, comparing execution relative to budget, in order to carry out the corresponding early alerts and inform the different areas such as programs, operations, human resources, among others, in the different budget follow-up meetings.
  • Prepare and / or coordinate the different financial reports to offices of the organization, such as counterparts and others.
  • Follow up on the execution of the funds delivered to the partners, by coordinating follow-up actions and reviewing the respective financial reports.
  • Generate methodology to support financial monitoring of existing financing sources.
  • Carry out support to partners in the financial management of the organization’s resources to generate capacities in them.
  • Ensuring compliance with local and donor regulations in different financial processes.
  • Prepare financial reports together with the partners and ensure that they know the minimum procedures required in the organization’s accountability process.
  • Carry out or coordinate periodic visits to the partners’ facilities and ensure compliance with accounting filing and registration regulations.

Coordination and Supervision

  • Accompany financial training processes to technical teams.
  • Coordinate the different activities with the personnel in charge, carrying out its supervision and guiding in all related aspects of the area.

Job requirements:

Education:

  • Public or related accountant.
  • Master’s or specialization in desirable related field (social, economic, business administration) desirable.
  • Microsoft Office management and accounting systems
  • Certified professional experience of a minimum of 3 years in financial processes, preferably in Non-Governmental Organizations or International Cooperation Entities.
  • Experience in budget monitoring of projects.
  • Experiences related to the functions of the position.

Skills and skills demonstrated:

  • Strong skills in project management, budget management, reporting, and monitoring and evaluation.
  • Skills to communicate effectively and assertively orally and in writing.
  • Ability to multiple tasks, meet deadlines, maintain composure, and prioritize deliverables under pressure.
  • Solid leadership that allows remote management to teams on the ground.
  • Experience collaborating and empowering local partner organizations.
  • In addition to Spanish, the competition of spoken and written English is an advantage.
