Finance Assistant – Apure (Nationals Only) At Norwegian Refugee Council


NRC is an independent humanitarian organization that helps people in need. We have a team of 15,000 humanitarian workers deployed in 40 countries. We have been in Venezuela since 2005. We start by helping Colombian refugees. In 2019 we expanded our work to also respond to the needs of Venezuelans with needs. We work in five areas of action: education; water, sanitation and hygiene ( ASH ); food security and livelihoods ( LFS ); protection against violence and information, guidance and legal assistance ( ICLA ). We support communities in the states of Bolívar, Zulia and Táchira and we begin to expand our operations also to Apure. In the framework of this expansion, NRC recruits a Finance Assistant to support its operations.

The objective of the position is to execute the accounting and financial registry of resources in the assigned area, in accordance with the country’s regulations and regulations, NRC and donor requirements.

Specific responsibilities:
Accounting
one. Update bank transactions in the respective postbacks daily.
2. Verify that each transaction has all the corresponding expense supports, validations and other rules set forth by NRC and the funders.
3. Archive all vouchers both physically and electronically.
4. Prepare postbacks for the distribution of contribution and supply expenses monthly.
5. Support in the work of consolidating the monthly closure of Accounting information in accordance with NRC policies.
6. Reconstruct the accounts.
7. Review of travel advances and legalizations of the area staff.
8. Request to recharge basket cards and follow up on refunds.
Treasury
9. Prepare payments via bank transfer in bolivars and foreign currency, monitor the approval and signing of payments by those responsible in a way that ensures the effectiveness of the payment.
10. Prepare the required documentation of the payments that are made in foreign currency and send the supports of the proof of payment to the interested parties.
eleven. Perform weekly and monthly bank reconciliations for proper control of bank accounts.
Finance
12. Keep the area file in order and updated (bank folder, donors, others.).
13. Actively support the pre-audit and audit processes.
Others
14. Promote the participation of individuals, households and communities in the framework of emergency assistance and support for durable solutions from the Finance function and all phases of projects, as part of Safe and Inclusive Programming (PSI).

Qualifications

Generic professional skills:
• University graduate, preferably in Economics, Finance, Business Administration or related fields.
• Desirable verbal and written fluidity in the English language.

Context Competences / Specific skills, knowledge and experiences:
• Demonstrable experience of / in:
o Minimum 1 year in similar positions in the context of humanitarian aid.
o Experience in similar positions with an international organization, with United Nations Agencies and / or humanitarian context will be positively valued.
• Solid knowledge in Venezuelan accounting and tax regulations
• Budget management
• Technical reporting parts.
• Mastery in handling office tools relevant to management.
• Availability to travel to the states where NRC has a presence and stay overnight on the ground.
