Finalization of Human Resources tools At Centre for documentation, research and’information of indigenous peoples


1. Mandate context

The Docip Foundation is an organization with a small dozen employees, mainly based in Geneva.

As the’increase of its means, docip has gone from’a very small organization primarily involving volunteer work to an organization that can afford to recruit· professionals.

The Foundation is gradually being structured. Thus, a consultation helped clarify the structure of its governance in 2019. In order to continue this clarification and its professionalization, Docip is looking today for the support of’un· professional human resources who will produce reference documents in this field.

If documents exist today’ and if documents on certain HR aspects have begun to be drafted, external support will allow this work to be finalised.

2. Mandate objectives and expected results

Clarification of the functioning of human resources within the Foundation.

Inclusion of existing procedures, documents and tools in a single reference document of type « manual RH » (name may be changed). This manual should include :

  • The rules on the’engagement of employees or collaborators
  • Rules on the’organisation of work
  • The rules on leave and overtime recovery
  • A description of the positions existing within the’organisation and their classification
  • A scheme of specifications
  • A salary scale and the rules of its revaluation
  • The end of contract procedures
  • The annual maintenance’ process
  • Rules on harassment at work
  • Management of volunteers, agents and trainees.

As well as any other element deemed important by the person executing the warrant.

Preparation of adaptable standard documents, and in particular (any other document deemed useful should be added) :

  • Permanent employment contract and fixed-term employment contract
  • Letter of dismissal
  • Letter of reply to resignation
  • Time sheet
  • Weft and grid’ evaluation of’annual maintenance
  • Raster of’application evaluation
  • Integration of the signature regulation into HR documents
  • HR summary to be sent to the Foundation Board on a regular basis

At the end of the mandate, the Foundation will have clear’tools in human resources and the Directorate will be able to provide basic documents to its· employees.

3. Tasks & planning

  1. Meeting with the Director : identification of HR issues and existing (and missing) documentation.
  2. Meeting with the Office: identification of HR needs
  3. Collection and evaluation of existing HR documentation
  4. If necessary: parties survey (team, Office, CF, volunteers, interns) to clarify the issues raised by the literature search.
  5. Document and HR manual preparation
  6. Presentation of results, final reports and recommendations.

4. Term of office

About 3 full days.

5. Quality guarantees and recommendations

In the event of problems or suggestions relating to the process, activities and results of the consultation, a spirit of OPENness and flexibility will be expected in the implementation of the mandate.

If Docip is satisfied with the mandate, it undertakes to recommend the consultant or consultant.

6. Skills & qualifications

The consultancy will be conducted by a reference person with the following skills and experience :

  • Higher Education in Human Resources
  • Successful first similar experiments
  • Knowledge of the human rights NGO community in Geneva
  • Good mastery of French at’oral and’
  • Good mastery of computer tools
  • Ability to work in a team and deliver results on time.

If the applicant sends his offer within the framework of’a mandate of’independent, he will be asked to provide proof of his registration in Switzerland. Failing presentation of proof of’registration, compulsory levies may be’applied.
