Field MEAL Officer At Orange

General Description of the Organization:

Orange is a non-governmental civil society organization devoted to alleviating the suffering and improving the sustainability mechanisms of the conflict-affected population. Since its establishment, Orange has partnered directly with affected Syrian populations, delivering programs spanning sectors, including humanitarian and development programs, in the Early Recovery, Food Security, Agriculture, Livelihoods, Education, and Protection, in addition to long-term impact interventions focusing on the economic empowerment and the local value chains improvements to enable targeted communities to improve their living practices and their sustainable mechanisms. Orange collaborates with various national and international non-governmental organizations, as well as local initiatives to adopt the community-based approach that improves the response’s impact on the humanitarian crisis and provides sustainable and alternative solutions.

Job Purpose:

Under the direct supervision of the MEAL Coordinator, the Field MEAL Officer is responsible for the delivery and maintenance of a high-quality Monitoring, Evaluation, Accountability, and Learning (MEAL) system for Orange in Türkiye

Duties, objectives, and competencies:

• Conduct field visits for data validation and to monitor the quality and completeness of data sets; coordinate data collection at project sites to monitor program development, ensure timely compilation and reporting of data, and capture and document lessons learned.
• Maintain existing indicator tracking tools and develop additional databases and tracking tools as needed.
• Submit reports to document MEAL activities such as (verification, baseline, end line, etc.).
• Assist in planning and implementation of baseline surveys, monitoring and evaluation exercises, and impact assessments when needed.
• Maintain MEAL log frame for projects and follow up with indicators to determine the progress.
• Supervise the MEAL Assistants inside Syria to brief them on upcoming activities, methodologies, and research tools for MEAL activities.
• Coordinate with other departments, especially the programs team, to address all potential data collection needs.
• Analyse data for accuracy, flag validation or quality issues, and contribute to fixes.
• Create and integrate graphics in reports and information products to help visualize data meaningfully.
• Coordinate responses to the FCRM as instructed by the Field MEAL Coordinator.
• Contribute to developing and reporting project reviews, assessments, surveys, and other analytic or evaluation processes and products.
• Support recruiting, interviewing, and training new M&E staff and Enumerators.
• Ensure adherence to specific monitoring and reporting requirements.
• Support other tasks as required by the Field MEAL Coordinator.

Requirements:

• University degree in Computer Science, Information Technology, Statistics, or a related technical field. Other specializations may be accepted based on previous experience and records.
• Minimum of 1-2 years of work experience in the MEAL field.
• Fluent in Arabic and Advanced English.
• Experience in data analysis and producing field reports.
• Thorough knowledge of quantitative and qualitative data collection methods and analysis is essential, especially using MS Excel.
• Proven experience in conducting field research.
• Thorough knowledge in writing technical M&E reports.
• Thorough knowledge of Sphere, Core humanitarian standards, child rights, IASC, and evaluation criteria is essential.
• Maturity and professional ability to handle sensitive information and respect confidentiality.
• Excellent time management skills and resourcefulness with strong attention to detail.
• Ability to work effectively in a fast-paced, stressful environment.
• Excellent written and oral presentation skills.
