About Protection International

Protection International (PI) is an international NGO that contributes to improving the protection of human rights defenders (HRDs) around the world. PI provides tools to develop the capacities of HRDs to manage their own security in their fight against impunity and to work for human rights and democracy in their respective countries or regions. PI seeks to contribute to a situation where HRDs are recognized as legitimate actors of social change and to an environment where they can exercise their right to defend universally recognized human rights.

Protection International has its global office in Brussels, but works mainly where the protection of HRDs is needed. PI has a long-term presence in several countries in Africa, Asia and Latin America.

Justification

Three (3) months consultancy contract, renewable.

The consultant acts as interim finance and administration officer. Under the hierarchical responsibility of the ad interim country manager and in close collaboration with the GT Africa F&A Officer based in Brussels, the financial consultant assumes the following responsibilities:

  • Guarantee compliance of the finances and administration of the Goma office and its project portfolio with Protection International policies, those of donors, national legislation;
  • Ensure overall and daily financial management as well as the quality and regularity of accounting by guaranteeing the reporting of accounting and financial data in a reliable and regular manner;
  • Guarantee the administrative and financial reporting requirements of donors, and provide the necessary support for audits requested by the office in Brussels and donors;
  • Ensure daily monitoring as well as the implementation of the organization’s overall policies in terms of financial and administrative management;
  • Implementation of the use of the SAGE accounting system;
  • Ensure follow-up on audit recommendations.

Approach

The mission will take place in 3 main stages:

  1. Briefing: this briefing will be carried out by the GT Africa F&A officer based in Brussels and will include an overview of financial and administrative management and tools and systems and procedures within PI

2.Tasks to be undertaken: They will be carried out by the consultant throughout the duration of the mission.

  • Collect and prepare the necessary documentation for monthly reports,
  • Financial and accounting monitoring throughout the duration of the contract,
  • Verification of proof of expenditure according to donor rules and Congolese legislation on accounting,
  • In close collaboration with GT Africa F&A Officer, design and implement policies and procedures in compliance with donor regulations, ensuring consistency between partners, effective internal controls and minimizing risks,
  • Monitoring the office’s financial obligations, payment of invoices, contracts and insurance,
  • Verification of proof of expenditure according to donor rules and Congolese legislation on accounting,
  • In close collaboration with GT Africa F&A Officer, monitoring of the institutional audit in coordination with the GT finance team,
  • In close collaboration with GT Africa F&A Officer, carry out budgetary monitoring of projects for PI DRC,
  • Implement the procedures and methodologies used within the F&A unit and give recommendations,
  • Support the entire F&A team in improving its services,
  • Implementation of the use of SAGE accounting software.

3. Debriefing and handover: The consultant will handover the newly recruited finance and administration officer, in close collaboration with the DRC country representative ad interim and the GT Africa Finance & Administration Officer

Deliverables

  1. At the end of each month, financial and accounting report (bank and cash register)
  2. Every 6 weeks, request a funds transfer to GT, Brussels
  3. Financial report according to donor deadlines
  4. Mid July 2024 – report identifying M&A procedures and methodologies and recommendations for its improvement

Job Requirements

Formation

  • University degree in finance and accounting
  • Preferred accountant registered in the DRC

Experience

  • At least 5 years of experience in the M&A department with responsible roles.
  • Experience in preparing and developing financial audits for international donors
  • Accounting and financial experience and mastery
  • Experience in the NGO sector in Africa

Skills & knowledge

  • Highly organized/time management
  • Advanced skills in computer productivity applications (Word, Excel, PowerPoint).
  • Enthusiastic, autonomous, able to work independently, under pressure, within decentralized teams, and to think outside the box.
  • Demonstrated ability to communicate clearly and effectively orally to a wide range of audiences, expert or non-expert.
  • Demonstrate well-developed interpersonal skills, excellent communication skills, both oral and written.
  • Ability to identify potential legal risks and issues before they arise.
  • Proactive in preparation and shows initiative in response

LANGUAGES

  • French spoken and written fluently
  • Fluent English is an asset.
