Required competencies of evaluation team:

  • Evaluation experience at least 8 years in conducting external evaluations, with mixed-methods evaluation skills and having flexibility in using non-traditional and innovative evaluation methods
  • Expertise in gender and human-rights based approaches to evaluation and issues of violence against women and girls.
  • Experience with program design and theory of change, gender-responsive evaluation, participatory approaches and stakeholder engagement.
  • Specific evaluation experiences in the areas of ending violence against women and girls.
  • Experience in collecting and analysing quantitative and qualitative data as well as data visualization.
  • In-depth knowledge of gender equality and women’s empowerment
  • A strong commitment to delivering timely and high-quality results, i.e. credible evaluation and its report that can be used.
  • A strong team leadership and management track record, as well as interpersonal and communication skills to help ensure that the evaluation is understood and used.
  • Good communication skills and ability to communicate with various stakeholders and to express concisely and clearly ideas and concepts
  • Regional/Country experience and knowledge: in-depth knowledge of country Albania is required.
  • Language proficiency: fluency in English and Albanian is mandatory;

The application should contain:

  • Brief (1-2 pages) description of the proposed methodology for carrying out the external impact evaluation;
  • Cover letter explaining why you are the most suitable candidate for the advertised position and a brief methodology on how you will approach and conduct the work (if applicable).
  • CV (2- 3 pages)
  • Confirmation of availability 31st of March to 31st of July for completion and timely report submission.
  • Proof/evidence of similar work conducted before.
  • Financial Proposal – specifying a total lump sum amount (working days, travel, per diems, and any other possible costs) for the tasks specified in this announcement. Expected offer is between 10’000 – 17’000 USD. Please note that the financial proposal is all-inclusive and shall take into account various expenses incurred by the consultant/contractor during the contract period (e.g. fee, health insurance, vaccination and any other relevant expenses related to the performance of service, etc.). All envisaged international travel costs should be included in the financial proposal. This includes all travel to join duty station/repatriation travel.
