WHO ARE WE ?

Doctors of the World is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups in Belgium and in the rest of the world. We want universal health care coverage where every person has access to care, without barriers.

In Belgium and around the world, our projects are aimed at all people who have no or no access to health care. In particular, they are structured in five axes: people on the margins of society, children in vulnerable situations, women, etc, migrant or displaced persons and victims of crises or conflicts.

To carry out our mission, we rely on three pillars :

  • Heal : give real access to care to the population.
  • Change: more than helping, we want to change things in the long run.
  • Testify : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the powers (local, regional and (inter)national) with facts, figures and realities.

Our projects follow a series of values common to our entire organization: Social justice, Empowerment, Independence, Commitment, Balance.

CONTEXT

Tunisia ratified the Palermo Protocol in 2003, additional to the United Nations Convention against transnational organized crime, and in 2016 it adopted an organic law on the prevention and fight against trafficking in persons (Law no°2016-61 of 3 August 2016). The Act established the National Anti-Trafficking Mechanism (INLCTP) whose mission is to develop a national strategy to prevent and combat trafficking.

Tunisia knows two forms of trafficking (according to the’exploratory study of the’Organisation Internationale pour les Migration /OIM of 2013) :

  • Internal trafficking: which mainly affects Tunisian children, but also women. Tunisian girls and boys are being exploited for the purposes of forced labour and sexual exploitation. The boys are exploited for the sale of small objects on the street and criminal activities. As regards adults, women are trafficked for the purpose of sexual exploitation’.
  • An international trade : The study had hypothesized that Tunisia could be a transit country for transnational trafficking networks and had identified groups of’ individuals as being at risk of trafficking and to be subject to the’ preventive measures. These included, among others, migrants in an irregular situation or applicants for’asile. This hypothesis has since been confirmed, particularly in the consequences of the crises and conflicts that’ experienced the countries of’Subsaharan Africa and more recently Sudan.

Doctors of the World (MDM) intervenes on both forms of trafficking by providing direct assistance and protection to Trafficking Victims (VT) and through community-based activities in an objective of’involvement of communities and’social inclusion of survivors. As a partner of the’National Mechanism to Combat Trafficking in Persons, MdM is part of the National Mechanism of’ Orientation and supports the detection of, ’ identification and’ orientation of victims of trafficking (153 VT in 2021-2022) but also capacity building of institutional partners and civil society (23 people in 2021).

MdM estimates that the actual number of victims of trafficking is largely underestimated due to’ an insufficiency of the detection capacities of the actors of protection and to an insufficiency of the mobilization of the communities in the prevention and detection.

Within the framework of the’ accompaniment offered to victims of trafficking, psychological first aid (PSP) plays an important role. They enable’ to mitigate the immediate and long-term negative psychological impact of the traumatic experiences that these people have undergone, whether through the validation of emotions, and, emotional support or’ support to the mechanisms of’adaptation and resilience.

Description of the consultancy

The objectives of the mission:

  • Develop a training module for trainers in psychological first aid for the staff of Doctors of the World who will have to deploy it to four targets : i) Medibus volunteers ; ii) Community Relays (ReCos) ; iii) Health care professionals ; iv) Associative partners
  • Develop a guide of the trainer/trainer including the methodology and pedagogical tools that will be deployed as well as the tools of’assessment of learning
  • Develop a training support for the final beneficiaries of the training (volunteers, community relays, associative partners and institutional partners) as well as the tools for’apprenticeship evaluation.

An assessment of the training needs of these target audiences may be provided for in the mission.

DELIVERABLES

Deliverable 1 : A methodological note including the training methodology, the pedagogical tools proposed and the tools for’assessment of’apprenticeship as well as’a detailed calendar.

Deliverable 2 : A training support intended for the staff of MdM (training of trainers) as well as’a guide of the/of the trainer

Deliverable 3 : A training support for the final beneficiaries of the training, the tools for’assessment of training needs and the tools for’assessment of learning

Deliverable 4 : A report from the mission

EXPECTED PROFILE

  • Master in clinical psychology
  • Expertise in migration and human trafficking
  • Experiences of similar missions
  • Perfect mastery of French, mastery of’other languages is an asset ;
  • Spirit of’analysis and synthesis capabilities ;
  • Excellent editorial qualities.

A technical offer including :

  • A methodological note with the number of days necessary for the’ accomplishment of the mission (number of days worked), the detailed calendar and the choices of approaches, methods and tools of the work.
  • An updated and detailed CV with at least three references from similar missions.

A financial offer including :

  • A detailed financial proposal also taking into account the costs related to the’organisation of the mission (travel costs, perdiem, accommodation etc.). Your offer must contain the VAT amount* as well as the percentage of withholding tax.
