Objectives of the mission
Overall, the objective of the mission is to clarify the understanding of the causal relationships established in the logics of the projects, provide rapid feedback to enable projects to readjust for better implementation and generate knowledge to improve future interventions of donor and government electricity programs.
More specifically, it will mainly be :
1 ) Design and implement an Learning Plan for the benefit of Senegal’s Electricity Compact and interventions from donor and government electricity programs ;
2 ) Provide quick answers to the learning questions formulated for better implementation of projects ;
3 ) Establish a better understanding of the causal relationships established in the logics of the projects as well as the theory of change of the Compact in order to improve them ;
4 ) Provide a knowledge base ( document lessons learned and good practices ) drawn from learning to improve future interventions of donor and government electricity programs ;
5 ) Provide a strategy for effective knowledge appropriation and capitalization of lessons learned ;
6 ) Develop a post compact learning plan for the electricity sector
Applicant profile
*PC3- Expert in electricity sector reform*
*Qualifications and skills*
1. A Bac level diploma + 5 or more in legal, political or economic sciences or in a related field
2.A general experience of ten ( 10 ) years or more in public sector reform
3. Two ( 2 ) or more references in the last ten ( 10 ) years in project evaluations in the field of institutional reform of the energy sector in African countries of the West or similar countries.
4. A good command of French, oral, written and spoken
5. A master’s degree in English.
