WHO ARE WE ?

Doctors of the World is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups in Belgium and in the rest of the world. We want universal health care coverage where every person has access to care, without barriers.

In Belgium and around the world, our projects are aimed at all people who have no or no access to health care. In particular, they are structured in five axes: people on the margins of society, children in vulnerable situations, women, etc, migrant or displaced persons and victims of crises or conflicts.

To carry out our mission, we rely on three pillars :

  • Heal : give real access to care to the population.
  • Change: more than helping, we want to change things in the long run.
  • Testify : we do not remain silent. Thanks to our experience and our presence on the ground, we challenge the powers (local, regional and (inter)national) with facts, figures and realities.

Our projects follow a series of values common to our entire organization: Social justice, Empowerment, Independence, Commitment, Balance.

CONTEXT

Over the past decade, the migration issue has become a central political issue for both shores of the Mediterranean. Due to the political and security instability in the countries of sub-Saharan Africa, the deterioration of economic conditions as well as climate change, EU countries have identified more than 50,300 irregular entries via the central Mediterranean route in the first five months of 2023 (more than double qu’ in 2022).

Tunisia is today’ a country of reception, transit but also of privileged departure given its geographical location. It welcomes tens of thousands of people on the move, migrant·, refugee·, asylum seeker and candidate· at the start, many having arrived after a difficult journey, often marked by exposure to violence, and many more, to abuse and deprivation.

These people – for a large part very young – do not know how to assert their rights to access services and do NOT’are aware of the mandates and roles of actors. They pose different challenges for inclusion in protection systems: health care including Mental Health and Psychosocial Support (SMSPS), etc, fight against Gender-based Violence (GGBV), legal assistance, education, accommodation and access to housing but also access to’ employment and taking into account their specific vulnerabilities. Even more, this situation puts them in the position of passive victims and not of’acteur·s of their own lives.

The support and service network of institutional and civil society actors working in protection suffers from various gaps in technical and structural capacities, including, coordination and’inclusion of the most vulnerable. The response to recent crisis situations, which are often disorganized and inadequate, has further demonstrated this state of affairs.

In addition, unaccompanied children, without the protection of their parents or families, are particularly vulnerable to trafficking. Traffickers exploit this vulnerability by manipulating children to subject them to various forms of exploitation, including sexual, professional or criminal, thereby creating a major risk to their physical and psychological well-being and long-term trauma. Child victims of trafficking can be difficult to identify, because being often in fear and mistrust towards institutions and with little knowledge of the available protective devices.

With its know-how and experience with these audiences, Doctors of the World (MDM) aims to contribute to a more appropriate and coordinated response to protection by strengthening the capacities of actors to analyze and respond to the needs of children and young people on the move, to act in a more coordinated and synergistic network and to anticipate urgent needs arising from contextual disturbances. Doctors of the World (MDM) intervenes on both forms of trafficking by providing direct assistance and protection to Trafficking Victims (VT) and through community-based activities in an objective of’involvement of communities and’social inclusion of survivors. As a partner of the’National Institute for the Fight against Trafficking in Persons, the,MdM is part of the National Mechanism of’Orientation and supports the detection of, ’ identification and’ orientation of victims of trafficking (153 VT in 2021-2022) but also capacity building of institutional partners and civil society (23 people in 2021).

Description of the consultancy

Overall objectives :

  • Develop a training module for trainers on the protection of unaccompanied minors and child victims of trafficking intended for the staff of Doctors of the World who will have to deploy it to four targets : i) Medibus volunteers ; ii) Peer educators ; iii) Health and child protection professionals ; iv) Associative partners
  • Develop a guide of the trainer/trainer including the methodology and pedagogical tools that will be deployed as well as the tools of’assessment of learning
  • Develop a training support for the final beneficiaries of the training (volunteers, community relays, associative partners and institutional partners) as well as the tools for’apprenticeship evaluation.
  • Deploy training to the staff of Doctors of the World
  • Prepare a final report of the mission

An assessment of the training needs of these target audiences may be provided for in the mission.

An extension of the mission may possibly be provided if the needs of the final beneficiaries require to develop more’ a support without exceeding a total duration of 15 days.

Specific objectives :

  • Strengthen the knowledge of MdM staff on the national and international legal framework as well as international instruments relating to the protection of CHILD’s ;
  • Strengthen the knowledge of MdM staff in monitoring compliance with the international commitments undertaken by the Tunisian government for the promotion, respect, and, the realization and protection of children’s rights ;
  • To increase the knowledge of MoM staff on child trafficking (forced labour, sexual exploitation) and on protection and care arrangements ;
  • Present the’ Risk Reduction (RoR) approach to the care of unaccompanied minors in street situations (this aspect of the training can be co-constructed with technical references from MdM, the/consultant will also be able to rely on the document relating to the Theory of Change of MdM in Risk Reduction (RdR).

DELIVERABLES

Deliverable 1 : A methodological note including the training methodology, the pedagogical tools proposed and the tools for’assessment of’apprenticeship as well as’a detailed calendar.

Deliverable 2 : A training support intended for the staff of MdM (training of trainers) as well as’a guide of the/of the trainer

Deliverable 3 : A training support for the final beneficiaries of the training, the tools for’assessment of training needs and the tools for’assessment of learning

Deliverable 4 : A report from the mission

EXPECTED PROFILE

  • Degree in law, political science, health or other degree relevant to the mission
  • Expertise in the protection of’fancy ;
  • Knowledge of the’ Risk Reduction (RoR) approach with unaccompanied minors in street situations ;
  • Experiences of similar missions ;
  • Perfect mastery of French, mastery of’other languages is an asset ;
  • Spirit of’analysis and synthesis capabilities ;
  • Excellent editorial qualities.

A technical offer including :

  • A methodological note with the number of days necessary for the’ accomplishment of the mission (number of days worked), the detailed calendar and the choices of approaches, methods and tools of the work.
  • An updated and detailed CV with at least three references from similar missions.

A financial offer including :

  • A detailed financial proposal also taking into account the costs related to the’organisation of the mission (travel costs, perdiem, accommodation etc.). Your offer must contain the VAT amount as well as the percentage of withholding tax.
