REACH was born in 2010 as a joint initiative of two international NGOs ( IMPACT Initiatives and ACTED ) and the United Nations Program for Operational Satellite Applications (UNOSAT). The objective of REACH is to promote and facilitate the development of information products that improve the decision-making and planning capacity of the humanitarian community in emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) needs and situation assessment facilitated by REACH teams; b) situation analysis using satellite imagery; (c) provision of databases and (web) mapping facilities and related expertise.

IMPACT Initiatives is a humanitarian NGO based in Geneva, Switzerland. The organization manages several initiatives, including the REACH initiative. The IMPACT team is made up of specialists in data collection, management and analysis and GIS. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarters is based in Paris and is present in around thirty countries. The two organizations have a strong complementarity formalized in a global partnership, allowing IMPACT to benefit from ACTED’s operational support in its areas of intervention.

COUNTRY PROFILE

A country ranked 163 out of 191 in the Human Development Index (HDI), Haiti is experiencing a deterioration in the socio-economic, political and security context which has recently contributed to exacerbating structural problems. This deterioration results in particular in the impoverishment of households, linked to a particularly high price inflation rate while the country depends 60% on food imports and the rise in insecurity.

Initially concentrated in certain neighborhoods of the city of Port-Au-Prince, the activities of armed gangs intensified and spread throughout most of the metropolitan area (ZMPAP), as well as in departments such as Artibonite, thus exposing a significant proportion of Haitian households to abuses and internal displacements.

Haiti is one of the 10 countries in the world most exposed to natural disasters. The 2021 earthquake, which struck Haiti on August 14, had devastating effects on people’s livelihoods and the country’s infrastructure. In addition, during the year 2022, social unrest due to the fuel crisis and the cost of living swept across the country.

In full growth, and in partnership with the Working Group on Monetary Transfers (GTTM), the IMPACT Haiti team is looking for an Evaluation Officer (senior) to follow up on the project to revise the Basket of Minimum Expenditures (MEB) by implementing for the second time in Haiti, the Joint Market Monitoring Initiative (ICSM) whose first implementation ended in April 2022.

As part of his/her mission, the evaluation manager will be hosted by ACTED, IMPACT’s global partner, and will be under the direct responsibility and management of the ACTED national director and his delegates for all questions. administrative, security, logistics and finance. He/she will therefore fully comply with ACTED’s rules and regulations regarding security, administration and human, logistical and financial resources.

We are currently looking for an evaluation manager to support our team in Haiti.

Title : Evaluation Officer (Senior) – Joint Market Monitoring Initiative (ICSM)

Duration of the contract : 6 months (Charge) / 1 year (Senior manager)

FUNCTIONS

Under the direction of the Country Coordinator, the evaluation officer is responsible for:

1) Planning and implementation of the research stages for the Joint Market Monitoring Initiative (ICSM), among others: research design, drafting of TORs and tools relating to the methodology, training of enumerators, monitoring of data collection, support of data teams for data cleaning and analysis, report writing, dissemination, monitoring and evaluation

2) Ensure external and internal commitment : Relaunch and implement the coordination of the Joint Market Monitoring Initiative (ICSM) jointly with external partners (donors and humanitarian actors, Cash Working Group in particular), in particular for participation humanitarian partners in the design of the research, in the monitoring of collections and the quality of the data;

3) Participate in the identification of logistical, HR and financial needs relating to the project: identification of logistical needs; collection monitoring; participation in the financial management of the project (budget management). This may include direct supervision of evaluation teams.

DETAILED FUNCTIONS

1) RESEARCH PLANNING AND IMPLEMENTATION:

  • Identification of research needs and review of secondary data : anticipate knowledge gaps before executing a research cycle and conduct review of secondary data;
  • Plan the design of research cycles in accordance with the country strategy and IMPACT standards;
  • Design research methodologies in accordance with IMPACT principles as well as the information needs of partners;
  • Build , in coordination with the GIS and data teams, data collection tools ;
  • Prepare the terms of reference and ensure their validation by headquarters;
  • Involve relevant partners in research design and planning;
  • Jointly with the operations team, prepare and implement enumerator training
  • Monitor data collection: ensure data quality, document any changes in methodology,
  • Participate, with the data team, in cleaning and analyzing primary or secondary data
  • Ensure that your line manager and IMPACT headquarters are informed of any significant changes;
  • Ensure the writing of research-related products , in accordance with IMPACT requirements;

2) EXTERNAL AND INTERNAL ENGAGEMENT

  • Ensure that relevant partners are consulted and involved at all stages of the research cycle: evaluation preparation, data collection, data analysis, review of research products, dissemination of products and lessons learned;
  • Represent IMPACT in relevant meetings and working groups ; present research results to relevant third parties in order to improve their use and impact and follow up with partners;
  • Support the conduct of monitoring and evaluation for each research cycle;
  • Generate and document robust lessons learned at the end of each research cycle;
  • Participate in capacity building of IMPACT teams when relevant and necessary;

3) LOGISTIC, HR, ADMINISTRATIVE AND FINANCIAL MANAGEMENT

  • In close coordination with colleagues in line management, finance and the grants department, monitor and regularly update the use of goods, financial and human resources, in full compliance with IMPACT guidelines; this includes maintaining oversight of budgetary availability and expenditure for evaluation activities;
  • Support the line manager, finance colleagues and grants in drafting narrative and financial reports for the projects concerned;

Where applicable, hierarchical management of members of the national and international evaluation team;

  • For staff under his responsibility, conducting evaluations, providing regular feedback, preparing team work plans, participating in career management;
  • Contribute to the induction of new staff, including training in basic technical skills for research design, implementation and analysis;
  • Supporting line managers and specialists in developing and implementing capacity training plans for team members.

REQUIRED CONDITIONS

  • Academic Excellent academic qualifications, preferably including a master’s degree in the relevant discipline (economics, sociology, international relations, political science, etc.)
  • Research Skills Proficiency and proven experience in research methods. Excellent analytical skills.
  • Security environment Ability to operate in a complex and difficult security environment or previous experience in contexts with high security challenges an asset;
  • Software Skills Proven knowledge of the Microsoft Office suite, including Word, Excel and PowerPoint. Advanced skills in R, or other statistical analysis software are an advantage. Experience with InDesign, Tableau or Power Bi is a strong asset;
  • Years of professional experience At least 1 year of relevant professional experience (2 years for Senior Manager). Experience in the humanitarian field highly desirable;
  • Experience in field research or monitoring and evaluation is highly desirable;
  • Familiarity with the humanitarian coordination system an asset;
  • Team Management Skills Team management experience and skills highly desirable;
  • Communication and Reporting Skills Excellent communication and writing skills for writing effective reports;
  • Ability to carry out several tasks simultaneously within tight deadlines, over several research cycles;
  • Level of independence Proven ability to work independently;
  • Intercultural work environment Ability to work in an intercultural environment requiring flexibility;
  • Language skills Fluency in French required, fluency in English is an asset;

COMPENSATION AND BENEFITS

  • For this position, the salary is between 2,400 CHF and 2,520 CHF per month (before income tax), etc. as well as a monthly subsistence allowance of USD 300.
  • NB – IMPACT salaries are strictly determined by our salary scale based on the grade of the position and the level of education of the staff. A location-dependent security and/or isolation adjustment is then applied to account for the fact that some staff must work in difficult locations where living and working conditions are much more difficult than elsewhere.
  • Accommodation and food in a guest house.
  • Membership in a Swiss private pension fund (Swisslife – approximately 9.975% of gross staff salary), health insurance, life insurance and repatriation assistance
  • Airfare every 6 months and visa fees covered (in-country travel costs and business expenses are fully covered)
  • R&R after 2-3 months (airfare up to $500 + $200 living allowance) if duty station allows
  • Contribution to baggage transport: between 20 and 100 kg, depending on the duration of the contract (+ baggage and personal property insurance)
  • Annual leave of 36 days per year. Public holidays of the country of assignment. Leave for family or compassionate reasons, if applicable.
  • Pre-departure induction – 3 days at IMPACT Initiatives headquarters in Geneva + one week of pre-departure training at ACTED headquarters in Paris, including 4 days on-site security training;
  • IMPACT prioritizes the psychological safety of its staff and the health insurance provided covers, among other things, up to €1000 per year in psychosocial counseling costs.
  • This base is not a family duty station
