IMPACT INITIATIVES AND REACH

IMPACT Initiatives is a humanitarian NGO based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH initiative. The IMPACT team is made up of specialists in the collection, management and analysis of data and GIS. IMPACT was launched at the initiative of ACTED, an international NGO based in Paris and present in some thirty countries. The two organizations have a strong complementarity formalized in a global partnership, allowing IMPACT to benefit from the operational support of ACTED on its areas of intervention.

REACH was established in 2010 as a joint initiative of two international NGOs (IMPACT Initiatives and ACTED) and the United Nations Operational Satellite Applications Programme (UNOSAT). The objective of REACH is to promote and facilitate the development of information products that enhance the decision-making and planning capacity of the humanitarian community in emergency contexts, including, of reconstruction and development. REACH facilitates information management for aid actors through three complementary services: a) needs and situation assessment facilitated by REACH teams ; b) analysis of the situation using satellite images ; c) provision of integrated databases and web maps.

COUNTRY PROFILE

The DRC is facing an acute and complex humanitarian crisis. Recurrent conflicts in the provinces of Kivus and Ituri, health shocks and natural disasters, and, as well as the chronic poverty suffered by a large part of the population, these are reasons for the high level of humanitarian needs. According to the 2021 humanitarian needs overview, 21.8 million people (including 4.8 million displaced people) in DRC are in need of humanitarian assistance, up from 2020 (15.6 million). The country also hosts more than 500,000 refugees from neighbouring countries, a particularly vulnerable population. At the same time, the’ humanitarian needs overview 2021 highlights that 19.6 million people need’ food security assistance and 4, are in need of,4 Million people across the country suffer from acute malnutrition. Many parts of the country also remain affected by multiple epidemics, including measles, cholera, malaria and Ebola.

Since 2016, REACH – currently present in Kinshasa, Goma, Bukavu and Kalemie – has provided assessment, information management and mapping services in order to inform humanitarian planning in the DRC.

PROJECT

Since 2020, a significant lack of up-to-date and good quality’ information – in order to’inform the’s humanitarian needs as well as the direct operational planning of – partners has been highlighted in the field of food, health and nutrition security. To overcome these information gaps, REACH has developed since 2021 a SECAL team to carry out assessments in the field of food security in the provinces of’est of the DRC. Since 2022, the, REACH has also started to conduct SMART surveys alongside its FSL assessments, to provide robust and additional data to response partners in the eastern’ of the country. In early 2023, the public health unit was established to bring together all food security and nutrition projects, as well as’a new research activity on methods for estimating mortality at a distance in the province of Tanganyika. In 2024, REACH plans to continue these activities and expand into new public health research to better address information gaps and support public health actors in the East of DRC.

At the beginning of 2023, REACH carried out a first evaluation using the methodology “Analyse the’economie des households”, (Household Economy Analysis or HEA) which focuses on gathering in-depth information on household livelihoods and food consumption. In 2024, REACH plans to conduct 12 additional such assessments in the northern and eastern regions of the DRC. These collections are part of a large-scale project led by FEWSNET aimed at updating the basic profiles of all the livelihood areas of the DRC.

We are currently looking for an evaluation officer to support our REACH team in the DRC.

JOB PROFILE

Under the supervision of the Head of Public Health Research, the HEA’assessment officer will be responsible for any research activity related to the 12 HEA evaluations that will take place in the coming year.

The responsible HEA will be mainly responsible for analyzing the data and producing reports and results relating to this activity. She or he will also manage this evaluation cycle, in particular ensuring that preparations for each evaluation take place within the deadlines set ( logistically, administrative and research preparation ) and that there is no delay in the execution of the evaluation. The manager will work in close collaboration with the food security team in the DRC, which is made up of a national assessment officer and two field officers.

The person in charge of’assessment HEA will participate in a training on the HEA methodology in early January and also in the collection of data on the ground in at least one area of means of existence’. He or she will then be responsible for coordinating the field teams and monitoring the quality of the data for the next collection cycles.

FUNCTIONS

Under the functional supervision of the REACH research manager in the DRC**, the’assessment officer will coordinate and implement all research activities within the HEA portfolio**, including :

  • Planning and coordination of HEA data collection activities : in close collaboration with support teams in the DRC, including supervision of field activities in difficult conditions ;
  • The processing of data : Preparation of plans for cleaning and analysing qualitative and quantitative data, production of analyses (in close collaboration with the data team) ;
  • The development of’information products using InDesign presentation of the results ;
  • Close coordination, throughout the entire research cycle, with all the external actors involved in the research concerned within the humanitarian coordination structure in the DRC and supporting the integration of results in strategic planning documents, including key institutional actors in food security (CAID, etc, ministry of’agriculture, SECAL cluster, provincial service divisions, etc.) ;
  • Regular communication and collaboration with the units in charge of data management and reporting at IMPACT headquarters in order to’ ensure the application of the global standards and best practices of REACH and IMPACT in general ;
  • The management responsibility of’a team national field officers, and to ensure regular capacity building ;
  • Representation of IMPACT/REACH in the meetings of the clusters and the various coordination bodies, including, as well as in the technical working groups in the DRC.

As part of its mission, the person in charge of’assessment will be welcomed by ACTED and will be the responsibility of the country director of ACTED and its delegates. He or she will fully comply with the ACTED rules on security, human resources, administration and logistics.

CONFIDENTIALNESS

The’assessment officer will maintain the highest level of confidentiality of data collected in the field and ensure that’adherence to global personal data protection processes. She or he’assured to implement mechanisms to avoid the unauthorized sharing of information collected during his mission in collaboration with the data management team at headquarters.

ACCOUNTABILITY TO THE COMMUNITIES AND BENEFICIARIES

The person or persons in charge of’evaluation, like any other REACH staff member, shall, is responsible for ensuring that relations with the communities in which REACH and its partners work are conducted in a respectful and consultative manner. Particular attention must be paid to ensuring that communities are properly consulted and informed of the objectives, activities, and methodologies of’IMPACT projects.

PROFILE

  • Excellent academic qualifications, in Public Health, Nutrition, Food Safety, Economics, Statistics or other relevant topics ;
  • At least 2 years of ’relevant professional experiences in the humanitarian sector, food security and/or’economy, or development in research, ’information management or monitoring and evaluation ;
  • Experience with research or field activities in food security and/or’economics; and knowledge of HEA methodology will be a strong asset ;
  • Prior experience in team management, with required coordination, organization, and planning skills, including an ability to manage a significant workload, to supervise teams in other’ regions ;
  • Experience working on multi-stakeholder projects, with a high component of’external engagement ;
  • Experience in the management of’s evaluations in a crisis context and field experience in countries affected by crises ;
  • Experience with’analysis of qualitative and quantitative data ;
  • Mastery of French required, English a strong asset ;
  • Mastery of’ tools for statistical analysis such as R, SPSS, STATA, ENA or GIS software and graphics such as InDesign will be a strong asset;
  • Ability to work on multiple tasks with short deadlines and meet deadlines effectively, thanks to an excellent ability to multi-task and prioritize ;
  • Ability to take ownership of assigned tasks and demonstrate a dynamic team spirit ;
  • Flexibility as to the role and nature of work that may change depending on the context ;
  • Ability to operate in a multicultural environment ;
  • Positive attitude and ability to contribute to a positive image and overall credibility of the organization.

REMUNERATION AND BENEFITS

  • For this position, the salary is between CHF 2’160 and CHF 2’280 per month (before income tax), etc., as well as a monthly subsistence allowance of USD 300.
    • NB – IMPACT salaries are strictly determined by our salary grid according to the grade of the position and the level of education of the staff. A security adjustment and/or location-dependent isolation is then applied to take into account the fact that some staff members have to work in difficult places where living and working conditions are much more difficult elsewhere.
  • Accommodation and food in a guest house. NB – IMPACT is hosted by ACTED in this country
  • This base is not a family duty station
  • Membership of a Swiss private pension fund (Swisslife – about 9.975% of the gross salary of staff), health insurance, life insurance and repatriation assistance
  • Airline tickets every 6 months and visa fees covered (travel costs in the country and professional expenses are fully covered)
  • Contribution to the transport of luggage: between 20 and 100 kg, depending on the duration of the contract (+ luggage and personal property insurance)
  • Annual leave of 36 days per year. Public holidays of the country of assignment. Leave for family or compassionate reasons, if applicable.
  • Initiation before departure – 3 days at IMPACT Initiatives headquarters in Geneva + one week of training before departure at ACTED headquarters in Paris, France, including 4-day in situ safety training; and ;
  • Registration at Research Foundation Learning Programme impact Initiatives within the first 3 months after the start of the contract
  • IMPACT prioritizes the psychological safety of its staff and the health insurance provided covers, among other things, up to 1000 € per year of psychosocial counseling costs.
