Office/Unit/Project Description

The United Nations Development Programme (UNDP) serves as the integrator in the UN Development System, to realize the Sustainable Development Goals (SDGs). UNDP has a Global Policy Network (GPN), a network of field-based and global technical expertise supporting delivery of the signature solutions in UNDP’s Strategic Plan.

Within the GPN, the Bureau for Policy and Programme Support (BPPS) develops all relevant policy and guidance to deliver on UNDP’s Strategic Plan, providing technical advice to Country Offices, representing UNDP at multi-stakeholder fora and engaging in UN inter-agency coordination.

Climate change is the single greatest challenge humanity has ever faced. Climate change mitigation – or reducing greenhouse gas emissions – is essential to fulfilling commitments to the Paris Agreement and limiting the global mean temperature increase to 1.5° C above pre-industrial levels. UNDP, with more than 280 climate change mitigation projects and programs in over 110 countries, is a key actor supporting countries in their emission reduction plans, contributing to ambitious Nationally Determined Contributions. Activities in energy, as well as forests and agriculture, will be critical to meeting global mitigation objectives.

UNDP’s approach to forestry aligns with the SDG 15 and contributes to UNDP’s ‘signature solution’ on environment and nature-based solutions for development. Deforestation and forest degradation accounts for more than 10 percent of global greenhouse gas emissions and it is clear that the stabilization of global temperatures cannot be achieved without reducing emissions from the forest sector. UNDP’s Climate and Forests programme supports countries to conserve and sustainably manage forests and ensure sustainable and equitable development paths that lead towards carbon neutrality. In 2021, at UNFCCC COP26, over 140 world leaders committed to “halt and reverse forest loss and land degradation by 2030 while delivering sustainable development and promoting an inclusive rural transformation” through the Glasgow Leaders’ Declaration on Forests and Land-Use (GLD). The Forest & Climate Leaders’ Partnership (FCLP), was launched the World Leaders Summit at COP27 to maintain high-level political leadership on forests, land-use and climate, to rapidly scale action, and to ensure accountability for the Glasgow Leaders Declaration and linked initiatives. The FCLP will include a focus on strategically targeted voluntary initiatives where combined political attention and complementary approaches from multiple countries, partners and other alliances will make the greatest difference globally at delivering the systemic shifts required. It will be capped each year by a high-level ambition moment, held in the margins of the UNFCCC COP, allowing countries and partners to publicly showcase both national progress and the advancement of collective solutions to this global challenge. NDP has been asked to manage the funding for the FCLP Secretariat.

Duties and Responsibilities

Working as part of the FCLP Secretariat, the Engagement Analyst will have a core support role to engage with FCLP members, track their participation and involvement across FCLP action areas and to support FCLP meetings and high-level events. The tasks include:

  •  Manage communication with FCLP members, in collaboration with the Communications Analyst, including developing monthly newsletters with regular updates for FCLP membership on policy content, governance documents and forward looks to upcoming milestones and meetings.
  •  Track and monitor engagement with FCLP members, in collaboration with policy leads and Senior Engagement Lead to consult and facilitate the participation of forest countries.
  •  Supporting the delivery of FCLP events, including high-level meetings, collaborating with policy teams, events and communications managers as needed.
  •  Manage and deliver FCLP engagement strategy, with regular forward planning to identify opportunities for engagement with FCLP members and other stakeholder groups.
  •  Provide central point of contact for member engagement which includes tracking all correspondence, ensuring timely response and coordinating wider team inputs to avoid duplication and maximise synergies with FCLP members across policy areas.
  •  Manage FCLP mailbox and general correspondence in collaboration with relevant members of Secretariat.
  •  Maintaining core FCLP brief and providing support on briefing requests, including lines for the engagements of FCLP co-chairs and drafting correspondence on behalf of the co-chairs sherpas.
  •  Support FCLP Secretariat to manage meetings, including preparing agendas, sending invites and tracking responses, and taking notes and sharing readouts as requested.
  •  Supporting the FCLP in other tasks as required.

Institutional Arrangement

The Enagegement Analyst will be supervised by, and report to the Principal Technical Advisor for the Climate & Forests Programme. For the purposes of the FCLP Secretariat S/he will be managed by the Programme Manager and closely collaborate with the Secretariat Director, Communications Analyst, Policy Coordinator and other staff members. S/he will collaborate with policy leads and FCLP members as appropriate, as well as external communications partners as needed.

The assignment is home-based. If travel is required, such travel shall be at UNDP’s expense and processed in accordance with UNDP’s travel guidance and policy.

Min. Education requirements

Advanced degree in international affairs, media studies, political science or other relevant field. First degree with four (4) years of relevant professional experience is acceptable.

A minimum of two (2) years with advanced degree and/or a minimum of four (4) years with the first degree of relevant professional experience in a communication and/or engagement focused role.
