Emergency Response Manager, Mozambique At Norwegian Refugee Council


What we are looking for;

The Norwegian Refugee Council (NRC) is seeking a highly qualified Emergency Response Manager to provide support to our team in Mozambique Country Office. The role of the Emergency Response Manager is to be responsible for designing, developing, and implementing the Emergency Response programme, with focus on Rapid Response, in the Northern Region Mozambique Emergency Response.

The ERM guides and ensures capacity building and transferring knowledge to the technical team. The ERM will further develop and lead NRC’s Emergency Response portfolio in northern Mozambique.

What you will do;

  • Contribute to development of the country strategy and further develop the Emergency Response Mozambique strategy
  • Develop innovative program with localization, market-based approach and system approach.
  • Strengthen community-based approaches in the emergency response including protection analysis
  • Develop a robust emergency setup based on appropriate needs analysis with an integrated program approach
  • In close collaboration with the CC specialists contribute to the development of macro LFAs reflecting the emergency response strategies and approach
  • Responsible for developing and quality compliance of all donor proposals, budgets and donor reports related to emergency response
  • Follow up of compliance of donor contractual commitments within the emergency response; ensure high technical quality and synergies in project implementation
  • Develop and revise technical guidance and SOPs for emergency response, including cash programming Allocate resources to area offices as per developed implementation plan

What you will bring;

  • Minimum 5 years of experience from a senior level project implementation position in a humanitarian/recovery context
  • Experience from working in complex and volatile contexts
  • Management experience from Emergency response including rapid response mechanism
  • Experience/knowledge cash&voucher modalities
  • Experience in community-based approaches and protection
  • Effective communicator and trainer
  • Knowledge about own leadership skills/profile
  • Fluency in English and excellent writing and communication skills
  • Fluency in Portuguese and local languages highly desirable

What we offer;

  • Duty station: Pemba, Mozambique
  • Contract: 12 months (Renewable based on funding, performance and need for position)
  • Travel: up to 50%
  • Salary/benefits: grade 9 on NRC’s regional salary scale, with accompanying terms and conditions
