JOB PURPOSE:
To drive high quality humanitarian response through Emergency Food Security and Vulnerable Livelihoods (EFSVL) work alongside other GHT advisors. To contribute to research and development in EFSVL and proactively share learning and best practices internally and externally. Facilitate a learning and strategic agenda on livelihoods in protracted crisis as part of the FES team. To, along with other advisors, leads and managers, promote safe programming in all humanitarian responses. Be accountable for ensuring community participation shapes programme decisions, actively seek a partnership approach and worked following feminist principles including strong awareness of power dynamics
KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management
Management
people, budgets, assets, projects and decision making (30%)
- As the Oxfam expert on EFSVL, he/she will lead technical discussions on EFSVL and build portfolios of work aimed at strengthening the performance of the responses.
- Development management of HSPs and others, such as consultants, as needed to contribute to the work of EFSVL.
- Support on recruitment as required.
- Manage restricted projects and budgets in one or more EFSVL specialist areas and provide high quality technical input and support to the projects ensuring the overall success and delivery of the projects.
- Develop guidance and standards for humanitarian teams to use in planning and response in EFSVL.
- As necessary provide back-up support to the FES Advisor in the Program Support Team (PST) including working with country teams to strengthen EFSVL programs, support planning and preparedness including for anticipatory action, and on EFSVL proposal development as needed.
- Support scale up to Cat 2 and Cat 1 emergencies and ready to spend at least 6 weeks at a time in country as required for emergency response and strategic advisory support.

- To ensure documentation and evidence building of EFSVL in humanitarian projects, leading learning and knowledge management on EFSVL.
- With colleagues from the FES team and from across the confederation, support the production and communication of external facing documents, reports, blogs, briefs, webinars etc., to showcase Oxfam’s work and influence sectoral development.
- Provide internal visibility for Oxfam’s work on EFSVL through updates, GHTV inputs, webinars, talks, etc.
- Share materials on EFSVL to implementing teams; disseminate lessons learned and documentation to and from country offices to ensure Oxfam responses are aligned with existing evidence and learning. Work with FES colleagues to determine, based on evidence from the field, pathways to food security, including emergency cash transfers, market-based programming, livelihoods activities, anticipatory action, and social protection.

contacts, communication, advice, and consequences
- Ensure EFSVL projects under his/her management and or with his/her technical input are high quality and accountable programs.
- Provide technical support and leadership in food security analytical frames for Oxfam confederation. Link with the advocacy and communications colleagues in this area.
- Work closely with resilience, peace, and development programmes in Oxfam to ensure linkages between EFSVL and longer-term programs as part of a Rights, Resilience, and Response (RRR) and triple nexus approach. Engage with RRR colleagues and workplans to identify shared outcomes, ways of working, and activities, including on livelihoods in fragile and protracted contexts.
