Emergency Coordinator – Tunisia/Libya At CESVI – Cooperazione e Sviluppo Onlus


WORK CONTEXT

Cesvi has been operating in Libya since 2011 as the first Italian NGO to take action, in the aftermath of the Arab Spring, through humanitarian projects in Cyrenaica and Tripolitania. Nowadays Cesvi is one of best positioned NGOs in Libya, active in the coordination of various sector working groups – in particular protection – with a diverse donors’ portfolio, serving all vulnerable target populations.

In detail, Cesvi has been implementing programs supporting mixed migrants, IDPs and vulnerable host communities through service provision and support to CSO. This includes center-based and outreach protection activities (including child protection and GBV), warehouse management, non-food distributions, awareness-raising activities, psychosocial support, referrals to external services, cash assistance and non-formal education, community development and social inclusion at local level.

Current staff: 18 staff in Tunis, 170 staff in Libya.

Current projects:

– UNHCR: Protection and lifesaving assistance to refugees and asylum seekers (Tripoli)

– ECW: Education Cannot wait consortium providing education for children in Libya (Tripoli)

– EU-DG NEAR: PEERS II: Protection Enabling Environment and Resilience Services (Misrata)

– EU-DG NEAR CSO: Strengthen the capacity of CSOs and informal groups in the South and East of Libya (East and South)

– EU-DG NEAR: Youth centred dialogue for promoting peace and justice in Libya (national)

– AICS: Al Saha: Improving health services and psychosocial support for children in Libya (Sebha and Kufra)

CESVI is also one of the main actors responding to the Derna flood crisis; more specifically, CESVI has recently established a base in Shahat, to implement:

1) MHPPS

2) child protection activities

3) CVA (cash and vouchers assistance)

JOB DESCRIPTION

The collaboration will start in November 2023.

The primary duty station will be the Country Office in Tunis, with regular missions to Derna/East Libya, visa allowing.

The Emergency Coordinator will report to Head of Programme. S/he will overseas and be accountable for all activities linked to the Derna response and line managing relevant PMs, Technical (MHPPS-cash-edu) and ops staff.

The Emergency Coordinator is in charge of:

· Initial scoping visits to the affected areas

· Operations set up in coordination with national teams on the ground and SMT

· Coordination with stakeholders operative in the provision of humanitarian aid in the affected area

· Participation to coordination fora (clusters, UN coordination meetings, etc.)

· Dialogue with relevant local authorities

· Daily coordination and reporting to the Regional Manager, Head of Programme

· Provides daily updates and pictures, in coordination with Communication and Fundraising Unit in HQ

· Support visits of other CESVI staff deployed in the affected area

· Establish contacts and dialogue with local NGOs/CSOs working in the affected area, exploring possibilities of collaboration, including due diligence

· be in charge of coordinating the writing process of a project including needs assessments, budget and field visits

· Coordinate the start-up of CESVI activities, including staff & logistic set-up and coordination with project’s partners

ESSENTIAL REQUIREMENTS

  • Bachelor’s degree in a relevant field; Postgraduate degree preferred.
  • 7+ years of program management experience.
  • Experience in operations start-up and emergency programing.
  • Prior work in Libya or security-sensitive environments.
  • Willingness to work in remote, changing security conditions.
  • Commitment to gender equality and mainstreaming.
  • Proficient in project cycle management.
  • Skilled in report writing and proposal contributions.
  • Experienced in community engagement and program design.
  • Proficient in remote management and training.
  • Strong problem-solving, communication, and diplomatic skills.
  • Self-motivated, detail-oriented, and adaptable.
  • Networking and partnership-building capabilities.
  • Ability to handle pressure and promote collaboration.
  • High IT proficiency (Office package).
  • Fluency in English (written and spoken).

DESIRABLE REQUIREMENTS

  • Expertise in protection integrated cash assistance and mentoring.
  • Collaboration with CSOs and local NGOs.
  • Arabic language skills.

HEALTH SAFEGUARDING

CESVI pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage, including the anti-Covid19 vaccination.
