ECHO Programme Manager – South Sudan At Danish Red Cross


South Sudan is a relatively new country with many humanitarian and development challenges and a multitude of international and national development and humanitarian actors, including UN agencies and international and national NGOs.

South Sudan Red Cross (SSRC) has been supported through various projects and programs by nine Red Cross Red Crescent (RCRC) Movement partners in South Sudan. SSRC is one of the significant local civil society organizations in South Sudan with a presence of 21 local branches in all 10 states, a network of an estimated 19,000 volunteers and over 220 members of staff. SSRC’ operational capacities are still relatively weak in the light of the considerable humanitarian needs in the country.

Danish Red Cross (DRC) has been working bilaterally with SSRC for more than a decade. Support has been given mainly to development of a capacity for emergency preparedness and response, community based psychosocial programmes and to branch capacity development. Currently focus on the partnership is on integrated community resilience, psychosocial support and emergency response.

The purpose of Programme Manager position is to in provide operational support project management support to SSRC to design and implement quality project. The Programme Manager will be reporting directly to the Country Manager (CM) in South Sudan. Main responsibilities include: Supporting the ongoing ECHO/IFRC funded Pilot Programme Partnership (PPP), the DRC Country Team and other relevant partners in building capacity in SSRC, particularly project Planning, Monitoring, Evaluation, Accountability and Learning (PMEAL). The DRC Programme Manager is part of the DRC Country team within the Africa region. The Programme Manager will be supported by DRC programme and technical team respectively.

Responsibilities

Some of the key responsibilities of the Programme ECHO Manager:

  • Coordinate with SSRC, NLRC and IFRC implementing the ECHO funded PPP project.
  • Ensure annual planning or the activities, support SSRC with workplan development. Ensure quality timely, programme implementation and effectiveness, quality assurance (QA) and the compliance with regulations of DRC and ECHO- PPP.
  • Ensure timely reporting preparation for the donor (ECHO and IFRC).
  • Provide clarification and inputs to the documentation requested by the donor.
  • Support SSRC to develop reporting and funds transferring to branches for project implementation.
  • Support and prepare relevant visibility material for DRC, as per the ECHO PPP programme document.
  • Coordinate and liaise with SSRC and DRC staff associated the ECHO programmes, including DM, logistics, finance, ECHO Advisor, PQL and other relevant.
  • Support SSRC to conduct baseline, CVA and any other relevant assessment to implement the PPP project.
  • Ensure that project PPP project data is collected in a timely and accurate manner by SSRC PMEAL staff in field level according to the reporting and monitoring requirements.
  • Guide SSRC staff in developing appropriate monitoring tools, documentation of learning and best practices and share with DRC.
  • Coordinate the monthly, quarterly, and annual reporting processes.
  • Provide advice and support to the CM, country team Managers and relevant NS staff on compliance with donor regulations.
  • Represent DRC/CM in coordination and consultation meetings as relevant and needed.
  • Provide input to Danish communication and visibility materials as requested by the Communication Department.
  • Coordinate and facilitate ECHO monitoring visits and/or field visits to project locations together with SSRC.
  • Support the process of ECHO proposal preparations, if needed.

Experience and qualifications

  • Relevant degree level qualification or extensive professional experience in related field and or social sciences, Disaster management, Project management.
  • Minimum of 4-5 years of relevant experience working in operations management and coordination in the field.
  • Fluency in spoken and written English is a must.
  • Self-supporting in IT (user level).
  • Good writing skills.
  • Excellent communication, coordination, and facilitation skills in culturally and politically sensitive environments.
  • Experience in ECHO funded project management would be an advantage..

We expect that you have good analytical and negotiating skills. You possess excellent communication, coordination as well as networking and facilitation skills. You need to have assessment, consultation, planning and project management skills. In terms of personal qualities, good cultural understanding, and the ability to work in a challenging multicultural environment is essential.

Employment Conditions

The ideal starting date is as soon as possible. There is a 3-month probationary period, and the total length of the initial contract is 12 months with the possibility of extension. The salary including all allowances and pension payment will be between DKK 41,000 and DKK 45,000 per month, depending on qualifications and experience. Apartment in Juba is provided free of charge.

South Sudan is a non-family duty station with a paid 7-day Rest & Recuperation break permitted after every 8 weeks in-country.
