A list of qualified candidates may be established at the end of this recruitment process with the aim of filling similar positions of the same grade or lower grade in all the offices of the’ WFP in Madagascar.

The World Food Programme Madagascar of the United Nations (WFP/UN), as part of the implementation of its Country Strategic Plan, is looking for the needs of its Field Offices to Tulear (01), Ambovombe (03), Ampanihy (02), Manakara (01), Tsihombe (01), Bekily (01), Germany, services of 09 Drivers. The driver will drive light vehicles or any other means of ground transportation. The driver must ensure the transport of authorized personnel and goods in an efficient and safe manner. It can also perform simple administrative tasks in offices or warehouses.

WFP MANDATE AND INTERVENTIONS IN MADAGASCAR

In Madagascar, WFP is supporting the government’s efforts through a’assistance strategy aimed at responding to the humanitarian emergency, building community resilience and supporting sustainable development efforts. In collaboration with the institutions of the’State, non-governmental organizations (NGOs) and partners of the United Nations System, WFP organizes cash or in-kind transfers to meet the food needs of families affected by climate hazards, provides school meals that promote the access of girls and boys to’education, and provides food for families affected by climate change, supports the prevention and treatment of malnutrition, provides technical and financial support to groups of small agricultural producers to improve their production and market access.

WFP also provides the air transport service, providing humanitarian and development actors with safe, reliable and economical transport to’ other regions of Madagascar.

ORGANIZATIONAL CONTEXT

These posts are to be filled in regional offices, country offices, section offices or field offices. Holders shall report to the person or persons in charge(e) of the logistics administration or person or persons in charge(e), or to his or her alternate(e), or, and drive light vehicles, trucks, vans, motorcycles or any other means of land transport. They may also be required to operate speedboats or other types of marine navigation vessels. The position may require the performance of simple administrative tasks in offices or warehouses.

TASKS AND RESPONSIBILITIES

Under the direct supervision of the Responsible (s) ( e ) of the administration or his or her deputy ( e ), and under the general supervision of the head of the Field Office, the driver will be responsible for the following tasks at the WFP Field Office :

  • Ensure the transport of authorized personnel, and possibly translate simple exchanges with interlocutors speaking the local language on this occasion, and ensure the delivery of various items or goods in accordance with authorized routes and United Nations safety and security regulations to provide security services safe and efficient.
  • Welcoming official staff and visitors to the airport or other points of entry and assisting them in completing the usual visa and customs formalities so that they can reach safely and easily safe access to authorized destinations.
  • Keep the maintenance logbook of vehicles strictly up to date and communicate to the line manager a daily state of their mechanical state, and, to ensure efficient vehicle use and fuel consumption in support of accurate accounting and cost-effectiveness.
  • Verify that the assigned vehicle is maintained in a clean and functional condition, including all equipment, that maintenance is done within the specified time, and, that all travel authorizations are on board the vehicle and that it is well equipped with the mandatory equipment, and, and that mechanical problems are reported, where appropriate, to the line manager in order to ensure the provision of the required services in a safe and efficient manner.
  • Comply with the rules and regulations in force concerning deliveries on the ground and in the event of an accident, and immediately report to the line manager any problems that occur in order to seek instructions and facilitate informed decision-making on the way forward.
  • Apart from conduct-related functions, perform simple related administrative tasks (such as filing, photocopying or inventory management) if necessary, including delivery or collection of various items, mailing and payment of telephone or other invoices, to provide administrative support.
  • Carry out any other tasks within the framework of this operation deemed useful and entrusted by the WFP hierarchy.

MINIMUM QUALIFICATIONS REQUIRED

  • Completion of secondary education. Official driver training and driver’s license or valid driving certificate authorizing the use of the assigned vehicle in compliance with local regulations.
  • At least 02 years of experience as a driver, preferably in an embassy, United Nations system organization or other international organization, and good driving history. Experience driving vehicles of different makes and models, including vans and other types of motorized vehicles.
  • Desirable experience of preventive driving.

REQUIRED EXPERIENCES

  • Knowledge of the rules and practices to be followed as a driver, roads/waterways and local conditions as well as safety issues.
  • Knowledge of vehicle loading capacity and other parameters.
  • Knowledge of the Highway Code/Navigation code.
  • Knowledge of safety standards and equipment (extinguishers, floating safety accessories, etc.).
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals.
  • Basic emergency assistance skills and knowledge of first aid.
  • Knowledge of radio, e-mail, telephone and other applications, and ability to use these means of communication.
  • Ability to assess the good mechanical condition of vehicles and to carry out small repairs.
  • Ability to listen to service recipients and demonstrate a strong sense of responsibility, courtesy and tact.

OTHER SKILLS AND KNOWLEDGE

  • Good written and oral communication from French.
  • Having an advanced level of French (level C) is essential for the’ performance of its functions.
  • Mastery of the’computer tool (MS Word, MS Excel, Internet, etc.) is essential.
