Organizational Context
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 192-member National Societies. The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
The IFRC has been present in Armenia since 1989 with large scale humanitarian programmes for 25 years.
The IFRC re-opened a country office in Armenia at the end of 2020 and is a part of the South Caucasus Country Cluster Delegation based in Tbilisi, Georgia that covers three countries in the South Caucasus.
Job Purpose
Under the supervision of the Finance and Administration Senior Officer, the incumbent of the position is responsible for providing support to the Armenia Country Office in driving the office vehicle(s) within Armenia as well as abroad when required and maintaining the office vehicle(s) in line with the IFRC standards. The position is based in Yerevan, Armenia. Duration of current position is six (6) months with possible extension.
Job Duties and Responsibilities
Vehicle Operation
- Safely drive and maintain the Federation vehicle(s) in a professional, conscientious, and safe manner in accordance with IFRC standards (Code of Conduct and Drivers Rules and Regulations).
- Ensure that the vehicle is checked daily and weekly (inspection reports) and that the vehicle is in a proper functioning order.
- Perform daily inspections according to the standard form for inspection for vehicle assigned or any other vehicle(s) as instructed.
- Ensure proper documentation and maintenance up to date of logbook on movement mileage and fuel consumption.
- Transport staff and volunteers to different IFRC and Armenian Red Cross operations locations.
- Keep a record of departure, arrival, mileage covered, and fuel consumed and other pertinent data records as per the internal control policy and procedure in place.
- Drive light vehicles to provide transport service to staff members and guests and to transport packages and other light loads as instructed.
- Keep the vehicle in good running order and carry out minor breakdown maintenances and repairs.
- Always ensure that there is enough fuel in the tank and check on the level of oil and water and do refilling as needed, replace flat tires, spare parts and gets them repaired.
Compliance & Security
- Understand and obey all traffic laws and regulations in the Republic of Armenia.
- At all times, be in possession of a valid driving license and make sure that the license is renewed when necessary.
- Be responsible for the safety and security of passengers, vehicle, and image of the IFRC.
- Ensure that all occupants (including driver) of the vehicle are wearing safety belts, and not proceed with the vehicle until this is the case.
- Ensure that the assigned IFRC vehicle is always equipped with the correct tools and equipment (emergency kit, functioning jack and handle, fire extinguisher, tool kit, warning triangle, a spare wheel with a properly inflated tyre and an approved first aid kit).
- Report all accidents, or other incidents involving other vehicles and/or pedestrians, to the Finance and Administration Senior Officer and/or the Programme and Operations Manager.
- Reports malfunctions or defects beyond his/her ability on the vehicle to superior for corrective actions.
- Ensure that the vehicle is kept clean, inside and outside, at all times and that the IFRC stickers are visible.
- Perform other job-related duties and responsibilities as assigned by Finance and Administration Senior Officer and the Programme and Operations Manager.
Other tasks & duties
- Collect and deliver mail, documents, pouches, and other communications items from and to the office.
- Assist in fulfilling vehicle management and maintenance related tasks.
- When needed, assist the Armenia Country Office staff in performing simple clerical duties such as making and answering telephone calls, making photocopies, keeping records.
Perform other duties as requested by the Programme and Operations Manager and the Finance and Administration Senior Officer.
Education
Required:
- Secondary education
Preferred:
- Relevant post-secondary training or diploma
Experience
Required:
- Minimum of 5 years’ experience in driving
- Valid international driving licence (manual gears)
- Previous experience working in a multi-cultural environment
- Clean driving record
Preferred:
- Previous experience within RCRC
