COOPI is looking for a Project Director in the Democratic Republic of Congo

Present in the DRC since 1977, COOPI has greatly increased the number of its interventions in the country, in response to the conflicts of the last 20 years. From Kivu, where the first intervention took place, COOPI’s activities extended to most crisis areas, in order to implement’y emergency programmes for the benefit of displaced populations and victims of war with a particular focus on nutrition, food security and the protection of’ childhood. In the post-crisis provinces, COOPI is committed to the implementation of multi-year projects in order to’ ensure a transition from emergency to development and guarantee harmonious and sustainable development.COOPI promotes a relevant response to the needs of local populations through a coordination structure in Kinshasa and various operational bases in the provinces. Each year, COOPI implements a dozen projects on funding from the European Union’, the Humanitarian Fund, the ICC and UN agencies.

Position objective

The COOPI Group and Social Development Center (SDC) is currently implementing a project entitled: « The implementation of community-based nutrition services (NAC) in the province of Kasai Central » in Democratic Republic of Congo financed by the World Bank through the UG-PDSS COOPI. The main objective of the project is to contribute to the reduction of stunting (prevalence of chronic malnutrition) in children aged 0 to 59 months over a period of 24 months in the province of Kasai Central in DRC, the project is being implemented in 12 health centers in the province of Kasai Central. The Project Director (DP) is responsible for the correct management of the project, in technical, economic, financial, human resources management and logistics, and, with a permanent presence in the field, in compliance with the contract and the project budget, the COOPI procedures and those of the funder. It ensures the’ obtaining of the results planned by the project in the respect of the budget. It organises coordination meetings with project partners,follows the’ status of progress of the activities of the project and the partners and proposes synergies. It particularly ensures that the grouping functions as a single entity. It proposes, adapts and implements tools for good risk management by all members of the group, in a context of high exposure to fraud and corruption.

Responsibilities

1) Project management:

  • Coordinate the planning, implementation, monitoring, evaluation of activities according to the’action planned by the project.
  • Manage the’ allocation of project resources – human, financial, material, and information – in collaboration with the relevant Directorates/Units of the Grouping ensuring compliance with the procedures of the funder and COOPI ;
  • Prepare the operational work plan and project documentation ;
  • Regular monitoring of the proper implementation of all activities in the field is carried out ;
  • Ensure, in collaboration with country coordination, that project monitoring systems are in place to monitor activity indicators ;
  • Prepare all required technical and financial reports and reports ;
  • Develop a report on the capitalization of the experience developed in the project ;
  • To ensure good institutional relations with beneficiaries, project partners, local authorities and the donor ;
  • Directly represent or organize the regular representation of COOPI to nutrition, Kananga protection and associated technical groups clusters ;
  • Ensure external communication with the institutional partners, the local authorities and the International Community ;
  • Writing narrative and financial reports.

2) Administrative/financial responsibilities:

  • Planning the expenses to be made ;
  • Control the consistency of expenditure with the project budget, and, and regularly the expenses made and supervise the accounting and cash management and project account using the COOPI management tools ;
  • Prepare the’achat plan of the project.

3) Logistics/security responsibilities:

  • Supervise and organise the proper preparation of material resources necessary for the’ execution of the project ;
  • Ensure the proper management of assets acquired for the project ;
  • To monitor the effective compliance with security procedures by all members of the project/base team ;
  • In conjunction with the Country Coordinator and the logistics coordinator, analyse the security situation of the project intervention area and decide on the actions to be implemented, if necessary, in relation to the safety plan.

4) Human Resources:

  • Engage the project staff and manage the staff assigned to the project and its evaluation ;
  • Organize and facilitate project team coordination meetings.

Candidate profile

Essential

  • BAC+5 minimum-level university degree in a relevant field (nutrition and/or public health and/or project management, MBA sociology or equivalent) ;
  • At least 7 Years of professional experience in project management preferably in African countries, with a strong focus on the implementation of the field ;
  • Strong communication skills (oral and written) in french ;
  • Experience in managing large consortia/groupings ;
  • Excellent writing skills and knowledge of the Office package ;
  • Excellent ability to work in basic conditions and adapt to the life of the field ;
  • Excellent organizational capacity ;
  • Flexibility, strong sense of initiative and autonomy in work ;
  • Excellent ability to work under pressure ;
  • Ability to work in a sensitive and complex political and security context and in a multicultural environment ;
  • Good knowledge of World Bank, UN, EU, ECHO donor procedures ;
  • Excellent ability to work in a team and by objectives and to train employees as needed ;
  • Excellent negotiation and communication skills.

Desirable

  • Project management experience with large budgets ( more than 10M ) ;
  • Relevant professional experience in the DRC or in other countries in post-conflict situations ;
  • Experience in managing behavior change projects ;
  • Experience in Nutrition Projects COOPI Experience.
