WHAT DO WE DO …

The HULO Cooperative is a Humanitarian Logistics Cooperative created in June 2021 by 9 humanitarian organizations: ACTED, Action Against Hunger (ACF), the French Red Cross (CRF), Handicap International / Humanity and Inclusion (HI), Médecins du Monde (MDM ), Oxfam Intermón, Plan International, Première Urgence International (PUI), and Solidarités International (SI). Currently, it has 14.

Its objective is to increase the impact of humanitarian aid by strengthening links and solidarity between humanitarian logistics actors and improving performance through the pooling of logistics resources and expertise. and supply chain. Hulo’s “shared initiatives” are already underway in three French-speaking African countries (Burkina Faso, Central African Republic and DRC), in Iraq, Lebanon and Colombia. Activities on the ground consist of shared purchasing, shared human resources, a web platform allowing the pooling of resources, and shared environmental initiatives. These initiatives save time and money, improve the quality of goods and services provided, and therefore provide more effective assistance to those who need it most.

The Operations team is currently made up of around ten people at headquarters, including the Operations coordinator, then a Regional coordinator based in Dakar, 6 Country Coordinators and their deputies.

SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, for nearly 40 years, has been providing assistance to populations victims of armed conflicts and natural disasters by responding to vital needs, drinking, eating and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI implements through its interventions expertise in the field of access to drinking water, sanitation and promotion hygiene but also in the essential aspect of food security and means of existence. Present in around twenty countries, the SI teams – 2,000 people in total made up of expatriates, national staff, permanent staff at headquarters, a few volunteers, etc. – intervene with professionalism and commitment while respecting cultures.

DESCRIPTION OF THE OFFER

Main objective :

The mission of the Deputy Country Coordinator (M/F) of the hulo Cooperative is twofold:

  • He/she will be responsible for implementing shared initiatives in the country in close collaboration with the Country Coordinator.
  • He/she must therefore continuously lead, structure and guarantee the involvement of the organizations participating in each shared initiative.

Furthermore, he/she may be required to support the Country Coordinator in certain representation activities.

Main Challenges:

Responsibilities and main activities:

  • Mission 1: Implementation of pooling initiatives (including pooled purchasing and calls for tender initiatives) with organizations present in the country
    • Propose an implementation plan for each pooling initiative including:
    • Compilation of needs
    • Theoretical implementation planning
    • Obtaining formal agreement from each participant
    • Drafting of all the documents necessary for each stage of the shared initiative (calls for tenders or others)
    • Management of reminders and monitoring of the progress of each initiative
    • Updating indicators
    • Organize, facilitate and document meetings with participants.
  • Mission 2 : Reporting / Capitalisation
    • Ensure good documentary quality of shared initiatives carried out:
    • Documentation of each step of each shared initiative
    • Writing minutes of each meeting

In conjunction with the Country Coordinator and the Business Analysis and Reporting (BAR) department, ensure the collection and processing of data from the Cooperative’s member organizations.

YOUR PROFILE

Formation :

  • Academic level BAC+ 3 minimum
  • Humanitarian specialization is a plus.

Experiences and technical skills:

  • Knowledge of purchasing procedures for humanitarian organizations (e.g. management of calls for tenders or calls for expressions of interest, purchasing thresholds, quality control, etc.) or proof of at least one management experience purchases in a humanitarian context.
  • Good understanding of the challenges of humanitarian supply chain management. (Humanitarian Supply Chain Management) and the pooling/pooling of services.
  • Ability to initiate, develop and maintain good relationships with groups and individuals.
  • Ability to travel, be resilient and tolerant of stress and work in challenging conditions.
  • Knowledge of humanitarian standards of accountability and good practices.
  • Excellent command of Microsoft tools.

Languages: French

IF WILL OFFER YOU THE FOLLOWING CONDITIONS

A salaried position: Depending on experience, from EUR 2475 gross per month (2250 base salary + 10% annual leave compensation paid monthly) and a monthly Per Diem of USD 800.

SI also covers housing costs and travel costs between the expatriate’s home country and the duty station.

Breaks: During the mission, a system of alternation between work and leave is put in place for 7 working days every three months (with USD 850 allocated by Solidarités International). To these break periods is added one additional day of rest per month worked.

Social and medical coverage: Expatriates benefit from insurance that reimburses all health costs (including medical and surgical costs, dental and ophthalmological care, repatriation) and a welfare system including war risks. The costs of vaccination and essential anti-malaria treatment are reimbursed.

Living conditions in Goma are very good with easy access to a wide range of restaurants, cafes…
