Médecins du Monde has been involved in Madagascar since the end of the 1980s on emergency, recovery and development programs. In recent years, MdM has strengthened its roots in the country on the themes of sexual and reproductive health, cyclone and drought emergency responses, and on the prevention and treatment of gender-based violence. The mission today includes coordination in the capital with a project base, as well as 3 field bases (Ambovombe, Androy region, Mananjary, Vatovay region, and Tamatave, Atsinanana region). The mission has also diversified its donor portfolio and increased its annual budget since 2021, which today leads to dividing the former finance/HR coordination position into two separate positions in order to ensure the quality of financial monitoring and HR support. required.

The current programs within the mission are as follows:

  • Pediatric surgery program in Tana (funding from the L’Oréal Foundation),
  • SSR program for sex workers on the Tana – Tamatave axis (AFD and Initiative funding until 2025) with several national partners,
  • Urgence Sud response program (ECHO, BHA funding) with several international and national partners (ACF, CARE, ASOS),
  • SSR program for Adolescents and Young People in Tana (funded by Monegasque Cooperation until mid-2025),
  • Batsirai post-cyclone recovery program in Mananjary (European Union funding until mid-2024) with the Luxembourg Red Cross and the Malagasy Red Cross, emergency health/nutrition response program in Mananjary and Nosy Varika (UNICEF and Center funding French Crisis).

Job Description

Under the hierarchical responsibility of the Deputy General Coordinator for Programs, your role will be to coordinate the writing of project proposals and activity reports intended for institutional donors. You also ensure the dissemination of donor rules to the coordination teams. Finally, you will participate in the planning and monitoring of activities and the management of the internal and external communication of the mission.

More specifically, your main responsibilities are as follows:

Writing project proposals and activity reports

  • Support the deputy general coordinator for programs, medical coordination and the headquarters team in the coordination and drafting of project proposals and reports intended for institutional and private donors
  • Distribute the retro-plannings and documents to be completed to the various departments concerned
  • Ensure the writing of certain parts of proposals and reports and help compile contributions from the various program and support departments, as well as potential project partners
  • Develop logical frameworks for project proposals and reports, in collaboration with the assistant program coordinator and medical coordination and using the “Monitool” monitoring tool
  • Work in close collaboration with the program, logistics, HR and finance departments, to ensure consistency between the different components of the proposals and reports (the logical framework, the financial part, the logistical annexes and the narrative)
  • Ensure that project proposals correspond to MdM’s strategy in Madagascar and donor requirements
  • Act as mission focal point for queries related to project proposals and reports
  • Update the donor monitoring document in conjunction with the general coordinator and the financial coordinator

Monitoring and evaluation of projects

  • Participate in the formulation of capitalization supports, linked to the activities of current projects
  • Coordinate internal and external evaluations of projects at field level, in conjunction with the desk manager
  • Support the mission in preparing external audits
  • At the request of the general coordinator, represent MdM during meetings with different stakeholders
  • Coordinate, with other members of the coordination team and project teams, the collection and collection of necessary data and analyzes
  • In collaboration with headquarters and the deputy general coordinator for programs, supervise the implementation of relevant and reliable internal control systems linked to the requirements of institutional donors

External communication and prospecting

  • Support program managers in writing or revising fact sheets, presentations, articles, lessons learned documents and any other materials and media resources relating to the mission’s external communications
  • Support program visibility and communications initiatives by going into the field to collect images, success stories and other communications content
  • Ensure harmonious communication and collaboration with partners
  • Participate in the mapping of possible financing in the country or on a regional scale

Required profile

  • Higher education (degree in international cooperation, humanitarian studies, international relations, project management or other related field, etc.)
  • Experience in grant management in a humanitarian context
  • Experience with multi-donor budgets in a humanitarian and development context
  • Experience in training and capacity building
  • Ability to work independently
  • Flexibility, responsiveness and anticipation
  • Excellent written and oral communication skills
  • Excellent organizational skills, including time management and the ability to meet deadlines
  • Understanding and identification of institutional donor cycles and procedures (in particular for AFD, ECHO/EU, CDCS and BHA/USAID)
  • Ability to evaluate the quality of documents submitted to donors based on their directives and team constraints
  • Excellent knowledge of the Windows environment
  • Languages: Excellent command of French and English, both written and spoken, essential

Terms of employment

  • Gross monthly salary of 2,991 euros
  • 13th month equivalent paid in 2 installments – from 6 months of actual work seniority
