Duration : 7 months renewable, take over as soon as possible

Conditions : Salaried contract, gross monthly salary from 3,400 € to 4,120 €, according to experience, per diem monthly from 650 €, medical coverage at 100% + repatriation insurance + provident, etc, accommodation, international and local transport as part of the mission. This mission’ is not open to family departure.

TGH Presentation

“Actor of sustainable and shared solidarity

Founded in 1994, TGH is a French international solidarity organization based in Lyon. The association designs and implements emergency, rehabilitation and development programmes in the following sectors: water, hygiene and sanitation, civil engineering, food security and rural development, etc, socio-educational and psychosocial. TGH currently operates in 12 countries in Africa, Asia, Europe and the Middle East.

Presentation of the mission

Since the outbreak of the conflict in Sudan in April 2023, TGH – has been present in Sudan and in Darfur in particular since 2004 – has developed multi-sectoral projects in consortium with other international NGOs in order to meet the needs of populations affected by the crisis in Darfur, Khartoum and Jazeera State.

In the continuity of the support provided to the populations victims of the Sudanese crisis and aware of the interdependence of the Sudanese and Chadian contexts, TGH is, since November 2023, registered in Chad where more than 450,000 displaced persons have found refuge, especially from Darfur, as well as’ about 100,000 thousand returnees from Chad. TGH intends to set up multisectoral projects (in particular in Water, Hygiene and Sanitation, etc, Food Protection and Security) to meet the needs of displaced persons at the Sudan-Chadian border in the provinces of Ouaddai and Wadi-Fira as well as’s local communities extremely affected by the massive influx of population in their underserved area and very poor resources.

The Sudanese’ coordination team works from N’Ndjamena and another team is present in Adre, on the border with Sudan, and both are involved in cross-border operations. In order to develop its activities in Chad, TGH decided to open a post entirely dedicated to Chad with the role of’open the mission and consolidate it.

Job description

The Country Director shall work closely with the Country Director Sudan but shall be independent and report directly to Headquarters.

It will be responsible for the’opening, development, planning, supervision and quality of the programs implemented in Chad by TGH, and, develop the mission’s strategy and recruit the resources necessary for its operation, while pooling existing ones to support the’ Sudan team.

The Director of the country, at the beginning of his mission, will not’ support team to the’ except for a Logistics Coordinator based in N’Ndjamena but under the responsibility of the Country Director of Sudan. This is’ a multitasking post that requires a significant dose of’adaptability.

Main responsibilities

Representation and Coordination :

  • Representing TGH to humanitarian actors (United Nations, ICRC, etc.), international and national NGOs
  • Participate in inter-agency and/or inter-NGO coordination meetings
  • To create links with other international and national NGOs present in Chad (with a focus in the regions of’Est), to build a network of potential partners.
  • Ensure the proper sectoral and geographical coordination of TGH with the actors already present.
  • Represent TGH as a Programme focal point at mission level.

Project development

  • Develop the TGH strategy in Chad, especially in the EAST’ of the country
  • Develop project proposals (potential donors : CDCS, CIAA) and identify short, medium and long-term funding opportunities.

Monitoring context and security

  • Monitor developments in the political and security context, communicate them to the people concerned (members of the Desk, Operations Directorate, Country Directorate of TGH in Sudan, Logistics Department, Liaison…).

Link with the Sudan Mission

  • Monitoring and coordination of cross-border activities with the TGH Mission in Sudan in response to the Sudanese crisis.

Safety and security of operations

  • Developing relevant security documentation, its relevance is regularly checked on the basis of the work already carried out by the’ Sudan team and shared by partner NGOs on site.
  • Ensure that all security incidents are at the headquarters and management of the Sudan mission.
  • When handling serious or critical incidents, actively participate in the incident management team of TGH Sudan and TGH Chad.
  • Evaluate, review and regularly update safety management plans, standard operating procedures and contingency plans.
  • To support and, where appropriate, lead the process for the assessment of security risks to programs.

Safety, working and living conditions

The working conditions in N’Djamena do not present a major safety risk to date.

Currently, TGH Sudan’s coordination in N’Djamena is housed in a building consisting of several apartments, much of which is rented by other international NGOs and UN agencies. TGH has an independent office and’a driver who, with his vehicle, ensures the movement of expatriates in the city.

Profile

  • Experience in an international NGO.
  • Experience working in high-risk areas, including disasters and fragile and conflict-affected states (at least 3 years of field experience).
  • Proven written and analytical skills.
  • Highly developed interpersonal, collaborative and communication skills, including influence, negotiation and mentoring skills.
  • Indispensable mastery of the French language and the English language in writing as well as in oral. The Arab is an asset.
  • In-depth conceptual understanding of security risk management and risk assessment processes.
  • A previous experience in Sudan or Chad is an asset.
  • Ability to work with standard computer hardware and software.
  • Proven ability to use digital technology and tools to streamline the management of political security processes (, SOP, etc. ) and information sharing.
  • Willingness to work and travel frequently in often difficult and insecure environments.
