The Aga Khan Foundation, (AKF) is seeking a Director of Finance/Operations for the USAID-funded Education Resilience Activity (ERA) in Pakistan. ERA aims to support Pakistan’s basic education ecosystem to enhance inclusive sustained access to quality basic education for marginalized children. ERA is envisioned to engage with local organizations and provincial and district-level education departments in flood- and conflict-affected districts of Pakistan.

The Director of Finance/Operations will be based in Islamabad and report to the Chief of Party.

Applicants will be interviewed and hired contingent upon funding.

MAIN DUTIES AND RESPONSIBILITIES

  • The Director of Finance/Operations is responsible for the financial management of this award.
  • The Director shall oversee all financial systems to ensure appropriate financial controls, account management, and reporting requirements that are in line with USAID policies and procedures.
  • The Director shall provide guidance to field and subcontract finance partners, managers, and COP on financial management of the project in compliance with applicable requirements.
  • The Director shall also oversee the project’s human resource management, logistics, procurement, administration and information technology, and reporting functions to ensure compliance.
  • The Director shall provide leadership and support during project start-up and close-out with regard to setting up the project office, bank account, operations and logistics, staff administration, etc.
  • The Director shall also facilitate coordination with other stakeholders including the government as needed to support the implementation of the project.

Minimum Required Qualifications & Experience

  • A master’s degree in business administration, Finance, Accounting, or another relevant field from an accredited, recognized university.
  • At least seven years of experience managing finances for large development programs including working with large donors.
  • Extensive experience with project operations and financial management, including financial controls, accounting, and audits, as well as reporting on accruals, pipeline, and expense validation and reimbursement to service providers.

Knowledge of USAID policies and business practices and with direct experience managing the finances and administration of a USAID-funded project is highly preferred.
