Gavi, the Vaccine Alliance is a public-private partnership committed to saving children’s lives and protecting people’s health by increasing equitable use of vaccines in lower-income countries. In 2020, Gavi raised USD10.5 billion from its investors to deliver on its 5.1 strategy from 2021-2025. As the convener of COVAX, the vaccines pillar of the Access to COVID-19 Tools (ACT) Accelerator, together with the Coalition for Epidemic Preparedness Innovations (CEPI), the World Health Organization (WHO) and UNICEF, Gavi has secured more than US$ 13 billion in funding for COVAX Advance Market Commitment (AMC) an innovative financial mechanism dedicated to fund access to Covid-19 vaccines to 92 economies. To date COVAX has shipped more than 1.96 billion COVID-19 vaccine doses to 146 economies. As COVAX ins sunsetting, Gavi is working with partners to integrate lessons learnt and strengthen the PPR architecture to help the world being better prepared.

Gavi is now preparing the road to its next replenishment for 2026 – 2030, in a challenging context of poly-crisis for the international community. Support from existing investors and engagement of new investors will be critical to enable the organization to meet its objectives. In this context, Gavi will be building on and strengthening its strong relationships with new donors and emerging markets such as BRICS countries, which are all investors to Gavi and COVAX, and Gulf countries.

THE ROLE

Gavi is looking for an experienced, passionate, and driven Director to lead the Department. The Director reports into the Chief Resource Mobilization and Growth Officer and provides leadership, strategic direction and management of Gavi’s relationships with investors and stakeholders.
ii) The director position aims to realize the opportunity for Gavi to take a forward-looking and comprehensive approach to proactively engage investors in Middle East, Asia, Africa and Latin America, Resource Mobilisation and Growth and emerging economies through partnership models. Under the Director leadership, the department is responsible for engaging with investors in Africa, Asia, Latin America and Middle East and Gulf regions, maintaining and developing relationships with governments and key stakeholders and leading advocacy strategies in these markets, including by leveraging civil society organizations and private sector stakeholders. It aims to secure long-term support for Gavi and for immunization from sovereign investors and fundraising from private sector investors. Thereby to ensure that the organization has financial resources and political support to execute its mission and to meet its objectives. To do that, the Department develops and maintains strong intelligence of the national and regional landscape and political economy environments and works with the Department to propose innovative financing instruments and partnerships fit for context. In addition, the Director ensures rigorous management of contributions to Gavi, including through investor-led evaluations and reporting. The Director works closely with the Director for Development Finance to build relationships regional developments banks and for the development of innovative finance tools for Emerging Gavi investors.
In the context of the preparation of Gavi next replenishment for 2026 – 2030, the Director supports the design and implements a strategy to mobilize political, diplomatic and financial support from investors in Middle East, Asia, Africa and Latin America for Gavi that will enable the organisation to deliver against the SDGs. Diversifying Gavi investors base is a key feature of Gavi resource mobilisation strategy and critical to ensure long-term sustainability of the organisation. Emerging Investors represent a significant and growing market for Gavi in terms of manufacturing base and prospects, and financial resources from both the public and private sector.

ii) The Director engages with investors in Middle East, Asia, Africa and Latin America and stakeholders to shape policy making and important multilateral process, especially in the context of the G20. These countries are strong champions of immunization, with a leading voice shaping global health nexus, and it is critical to ensure longstanding and growing relationships with Gavi.
The Director links with investors and stakeholders to steer Gavi governance processes and especially Board meetings.

Key functions and deliverables:
• Shape a comprehensive engagement strategy and build strong investors relationships and partnerships in Middle East, Asia, Africa and Latin America, Resource Mobilisation and Growth;
• Provide organisation-wide leadership, guidance and co-ordination in envisioning, developing and implementing strategies to mobilise core resources as well as funding for specific initiatives in in Middle East, Asia, Africa and Latin America;
• Support Gavi’s involvement in global processes through partnerships, especially G20, with investors in Middle East, Asia, Africa and Latin America, Resource Mobilisation and Growth;
• Leadership, overall management and development of the team;
• Engage across regions to harness capital and skills; ensure systematic analysis of funding trends, develop funding targets and forecast income projections to ensure effective resource mobilisation, notably development of appropriate instruments and key alliances and partnerships with senior Governments representatives, senior corporate executives and influential business platforms;
• Support the Chief Resource Mobilisation and Growth by providing senior-level strategic business development and leadership to foster fundraising.

MAIN DUTIES/RESPONSIBILITIES

Shape and monitor strategy to mobilise support from investors in Middle East, Asia, Africa and Latin America, Resource through a partnership approach

• Develop and implement comprehensive market-specific approaches to engage key stakeholders – governments, foundations, the corporate sector, and agencies, research institutions, civil society and other key influencers –with the aim of building visibility and support for Gavi and broadening financial support;
• Sustain public and private investors diversification with a range of instruments adapted to the markets; especially innovative financing instruments;
• Build new partnerships with Investors in Emerging Markets for Gavi;
• Influence key multilateral processes and especially the G20;
• Lead on key strategic resource mobilisation projects and replenishment and fundraising events,
• Develop fundraising with private sector.

Lead the Team

• Provide a leadership role in the Resource Mobilisation and Growth team;
• Lead and empower a team of resource mobilisation professionals, managing and supporting donors relationships and generating new business in growth markets;
• Provide on-boarding and on-going support, coaching and mentoring to team members; lead and coordinate the team’s work; and cultivate a productive, collaborative working environment within the team.

Strengthen investors portfolio management & maintain critical relationships in growth markets

• Lead the development of best-practices of investors portfolio management; develop appropriate metrics and processes to ensure efficiency in resource mobilisation;
• Represent Gavi in corporate outreach and government relationship building; engage with growth market donors, civil society leaders and key influencers at senior political and executive levels;
• Pitch and negotiate complex funding agreements;
• Engage with Gavi Board members from donor countries under the Department purview, particularly in view of Board and Committee meetings; support the CEO and the Chief, Mobilisation and Growth officer with relationship management with Board and Committees donor representatives and constituencies.

Provide strategic advice and support to Gavi’s senior leadership

• Provide executive advice and support to top management to help design and manage replenishment efforts and public and private resource mobilisation strategies.

QUALIFICATIONS

ACADEMIC

• Advanced level university degree in public or business administration, finance or other relevant fields.

WORK EXPERIENCE

• Minimum of 15 years significant and progressively responsible professional work experience with solid experience in sovereign and private fundraising with Investors in Middle East, Asia, Africa and Latin America;
• Extensive background identifying and articulating strategic issues, trade-offs and priorities;
• Solid credibility in fundraising, business development including client relations, and political advocacy in the region of interest;
• Familiarity with political and technical governmental decision-making processes in the region;
• Understanding of both public and private sector perspectives;
• Experience in managing teams and consultants and large scale, high profile projects.
