This opportunity is open to WHO staff members who hold continuing and fixed-term appointments in all staff categories, and who have served at least two years in their current position, as specified in the Policy on STDAs.

DESCRIPTION OF DUTIES
The main responsibilities related to the development assignment are as follows:
- In case of acute emergency, act as a regional focal point a/ for country demands on procurement such as required date, product availability forecasts (shortages/surpluses), delivery times, budgets and other information requests; b/ between WCOs, Dubai Hub, Regional Procurement and Supply Services Section (PSS) and Operations Support and Logistics (OSL)/ HQ to ensure the adequate sourcing and streamlining of supply chain requirements and avoid duplicated orders before procurement actions are finalized;
- Prioritize the purchasing activities, ensure the optimum quality of the goods purchased with the procurement Officer and follow up the administrative purchasing processes, in line with the procedures stated in WHO e-Manual;
- Ensure the supply administration and database operations are implemented according to the procedures, rules and guidelines;
- Participate in creating and updating the project orders planning together with the OSL Operations Team and the OSL Supply Team Lead;
- In liaison with GPL/KL, OSL/HQ and PSS/EMRO, develop and maintain Supply Chain monitoring tool for items in assigned portfolio from planning till reaching the country;
- Provide technical support to the WHE/OSL Supply Team according to the upcoming needs of WHE Department;
- Propose the proper procurement methods, requirements, and potential suppliers. Initiate correspondence to verify data, answer queries, alert supervisor of any gaps in the transactions, and recommend solutions;
- Provide guidance to Program Assistants of WHE units on the proper service contractual modalities and the required approval/clearances;
- Provide technical support to requesting units on the preparation of solicitation documents (Request for Proposals (RFPs), Requests for Expression of Interest (EOIs) and Request for Information (RFIs), evaluation of bids, preparation for clearance process and for the contractual documents related to procurement of services;

- Ability to work independently, manage and prioritize in difficult and complex situations and especially under pressure;
- Ability to develop, implement and apply procurement operational guidelines.
- Demonstrated negotiation and supplier/customer relationship, management skills.
- Very good organizational skills, ability to meet deadlines under pressure.
- Proven problem solving, good analytical skills and strong attention to details.
- Ability to cope with heavy workload, meet deadlines and work under pressure.
- Excellent knowledge and experience of procurement procedures of WHO or other UN system organization
- Good experience in the practical application of price/costs analysis techniques and processes within WHO or the UN system.
REMUNERATION
Your current contractual arrangements and benefits will not be affected. If your developmental assignment involves a short-term move to another duty station, you will receive the hotel component of the first 60 days DSA rate of the duty station where you will be temporarily based throughout the entire assignment. Travel costs in economy class will be covered.
