A major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 establishments and services in the health, medico-social and training sectors. She is also at the head of 12 regional health and social training institutes.
Internationally, the CRF operates in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster Risk Management.
In the same way as in the professions that it develops and implements in France, the French Red Cross internationally places all its missions in a sustainable humanitarian action plan. This results in an articulation of emergency, post-emergency, crisis exit and reconstruction activities aimed at maximum efficiency. The objective is to carry out actions with lasting effects and to allow populations to regain their complete autonomy.

As part of a job creation, we are looking, for a period of 12 months, for a DESK Manager M/F
in charge of supporting the Head of Delegation and the country team in the management of programs of the French Red Cross (CRF) in the Central African Republic and in the strategic and financial development of the mission, in accordance with the strategic orientations for the international action of the CRF. The budget of the French Red Cross in CAR in 2024 is around EUR 23 million with a team on the ground of around a hundred employees.
Due to the budgetary volume of the CRF delegation in the CAR and the current challenges, the desk position is currently planned for a fixed period and dedicated to a single country. The configuration will be adapted in the future according to changes in the context, FIU programs in the country and developments in the region.
Under the responsibility of the Head of the Africa Department:
– You represent the FIU internationally according to your scope of responsibility and liaise with the various partners (institutions, donors, international organizations, partners of the CRCR Movement);
– You contribute to the development and implementation of the FIU’s programmatic and financial strategy internationally and in the Africa zone and ensure its implementation within your geographical scope;
– You support the delegation in developing the intervention strategy in the country and its implementation (development and monitoring of the budget, mobilization of appropriate resources, adaptation to the changing context);
– You contribute to the programmatic development and diversification of financing in the CAR by supporting the Delegation in its strategic reflections and the development of partnerships, by ensuring the relay of prospecting and negotiations at headquarters and with the European representations of donors;
– You ensure the coordination of operations and the support provided in the field by headquarters for effective management of programs and management in your geographical area;
– You deploy, in conjunction with the head of delegation and the field team and with the support of the appropriate departments at headquarters, the means and monitoring necessary to improve management processes on the mission;
– You make the link with the field and ensure regular feedback of information to the Head of the Africa department and more broadly to the International Operations Department;
– You collaborate with other desk managers in the Department in analyzing the work environment, improving our response capabilities and the coherence of operations;
– You lead, supervise and coordinate the activities of your team in conjunction with the technical and support departments; you directly supervise 2 people at the start of the position.

With higher education in political science, international solidarity or other related field, you have proven experience (at least 5 years) in the management of humanitarian operations.

You have been required to develop and manage field missions in Africa and also potentially have experience coordinating humanitarian programs at headquarters. You demonstrate strong capacity for strategic thinking and development.

You have a solid understanding of operational issues, you know the main donors in the humanitarian sector and master project methodology.

You have an eye for detail and analyze problems precisely with the aim of providing solutions. Autonomous and proactive, you deploy the necessary means to facilitate the work of your teams and the achievement of results, including in terms of communication and coordination.

Fluency in French and English is essential.

Experience with an actor from the CRCR Movement will be an asset.
