POSITION TYPOLOGY

PLACE OF ISSUE :

Dakar, Senegal with frequent field visits (30%)

This Desk covers the following countries: the Central African Republic (CAR), Mauritania, Mali and Burkina Faso.

FUNCTIONAL AND HIERARCHICAL LINKS:

The Program Manager is a member of the operations management team, he/she reports to the Operations Director and his/her primary role is to ensure that all ALIMA projects and missions under his/her responsibility benefit from a strategy clear and scalable operational and the good operationalization of this strategy.

The Program Manager works under the direct responsibility of the Director of Operations.

In Dakar, he/she leads a team made up of a finance desk referent, an HR referent, a logistics manager, a desk doctor and a lessor referent.

He supervises and supports ALIMA Country Representatives and Heads of Mission.

He works closely with the heads of local NGOs in the countries of intervention, and ALIMA partners in general.

MISSION AND MAIN ACTIVITIES

The responsibilities of the Program Manager revolve around the following main areas:

1.He is responsible for the development of a good strategy on the missions which are under his responsibility, thus allowing ALIMA to be able to achieve its mission; in this context he/she ensures good contextual and humanitarian monitoring in order to properly nourish this strategy. The Program Manager supervises the development of an annual operational strategy for each mission; he/she monitors the implementation of the strategy and proposes necessary adjustments depending on the evolution of the humanitarian context. Active monitoring of the missions within his remit as well as the region must therefore be ensured by the Program Manager in order to anticipate and monitor the evolution of new needs; he and his team will be able to propose to the operations management responses to its needs (both for missions already covered and for new countries).

2.He is the guarantor of effective security management on the missions which are under his responsibility; The Program Manager permanently assesses, in close collaboration with mission heads and security advisors, the level of exposure of our projects/teams to insecurity and takes measures to reduce/eliminate said risks.

  • He/she supports the different teams to ensure sufficient understanding of the intervention context as well as security issues
  • He/she ensures that the various supports necessary for good security management are put in place across all missions and projects.
  • Supports and facilitates the search for ways to implement safety recommendations

3.He/she supports partnerships set up in countries in order to better achieve operational objectives, whatever the types of partnership (with national, international organization, etc.). The Program Manager also takes stock of existing partnerships, ensuring that they are useful for achieving operational objectives and in compliance with the agreements signed with each partner. He or she may identify partnership needs as long as they are useful to achieving the desk’s objectives and ALIMA’s mission.

4.He/she actively participates in the reflection on the role of ALIMA and the operational and strategic orientations of the association.

  • He.She participates in the construction of Alima’s operational plan through his analysis of situations encountered on the ground.
  • He.She gets involved in discussions related to the development of Alima. He/She participates in meetings with the executive and the CAs of partner NGOs.
  • He/she actively participates in the liveliness of internal debates and exchanges (feedback, positioning of ALIMA, etc.)

5.He.She supervises his desk team as well as the mission managers.

The main mission of the Program Manager is to compose a committed and competent desk team and coordination teams. He also ensures the supervision of the entire desk team and mission managers in collaboration with the technical referents concerned. The Program Manager is responsible for ensuring compliance with all policies on ALIMA missions (finance, logistics, HR, etc.). He/she supports the teams in order to be able to anticipate conflicts and arbitrate them if necessary in accordance with the organization’s procedures. In a non-exhaustive manner he/she ensures:

  • Good internal and external communication at the DESK,
  • Monitoring and supporting people on your team, including heads of mission/country representatives, using the tools at your disposal
  • the organization of its service (necessary adaptations, etc.)
  • Organization and planning of meetings necessary for activity and team cohesion
  • Conducts recruitment interviews for CP and CDM positions in particular, as an operational technical referent and ensures support and assessment of its teams.

6. He/she is responsible for overall financial visibility as well as the resources available for its operations. The Program Manager ensures the quality of ALIMA’s operations. In this sense, he/she facilitates, alongside the heads of mission and all other colleagues, the mobilization of the resources necessary to achieve the objectives. In addition, he/she arbitrates, if necessary, the allocation of resources in accordance with the vision of the organization and guarantees the accountability of the organization.

7. Abuse prevention

EXPERIENCES and QUALITIES

Experiences:

  • Good experience in humanitarian medical operations.
  • Knowledge of the aid environment, health policies and experience managing projects in insecure environments are mandatory .
  • At least two years of field experience in coordination positions are required.
  • Demonstrate solid experience in team management and piloting humanitarian projects
  • Experience working in an NGO headquarters is a plus.

Technical skills / Required qualities.

  • Proven and demonstrated analytical and policy skills, excellent judgment and diplomacy

  • Strong interpersonal, written and oral communication skills in English and French

CONDITIONS

Duration of the contract: Indefinite-term contract under Senegalese law; with trial period of 3 months renewable once, i.e. 6 months maximum. PLEASE NOTE THE PERSON IN THE POSITION WILL TRAVEL APPROXIMATELY 30% OF THE TIME.

Starting position : June 2024

Salary : The equivalent in CFA Francs approximately €3,700 to €4,000 net (after income taxes deducted at source) monthly depending on family composition.

  • Five weeks of paid leave per year and recovery day system for field trips;
  • Two return trips per year to the supported country of residence, including 1 return trip per year for their beneficiaries;
  • Coverage of school fees for dependent children, within the framework of the ALIMA policy and ceilings in force;

If an international candidate (recruited internationally)

  • Housing allowance of 2 to 5% of gross depending on family composition;
  • Initial installation bonus in Dakar from an amount of €3,000, subject to change depending on family composition and according to the policy in force;
  • Additional health coverage and evacuation covered by ALIMA for the employee and their dependents.
