Doctors of the World, an activist medical association of international solidarity, has been committed for more than 40 years to treat the most vulnerable populations here and there, to witness the obstacles noted with regard to access to care, to obtain lasting improvements in health policies for all.
An independent association, we act beyond care by denouncing the attacks on dignity and human rights and by fighting to improve the situation of precarious populations.
In France as internationally in nearly 30 countries, our actions aim to facilitate access to the health system by working on 5 priority themes structuring our fights and our pleas : emergencies and crises, sexual and reproductive health, risk reduction, migration, rights and health and health-environment.
Present in the DRC since 1994, MdM has historically intervened in various regions of the country ( Kinshasa, North and South Kivu, Tanganyika ) notably on emergency programs : response to epidemics and measles vaccination ( Tanganyika ) with the full implementation of the minimum package of activities ( PMA ) in primary care health ( SSP ), and support for health centers ( CS ) affected by different crises. As early as 2002, MdM was present in the province of Tanganyika in the ZS of Manono, Kabalo, Nyunzu, Kongolo, in addition to Kalemie and Nyemba. In addition, MdM has been involved for more than 10 years in Kinshasa on sexual and reproductive health and rights ( SDSR ) and protection of street children.
MdM has a coordination office in Kinshasa in charge of representation vis-à-vis partners, Congolese and international authorities and overall human resources management.
Currently MDM is implementing projects in the DRC on 3 main areas of intervention :
- Emergency project allowing access to basic health care in the province of Tanganyika in two health zones
- Development project in the province city of Kinshasa, allowing the promotion of rights and sexual and reproductive health ( DSSR ) in four health zones ( Selembao, Kingabwa, Kingasani and Binza Meteo ). The PROMEKIN project was far behind in starting its activities.
- Environmental health development project ( SE ) aimed at reducing the impact of pesticides, on the health of market gardeners and consumers in three health zones in the city of Kinshasa ( Masina 1, Masina 2 and Nsele )
DESCRIPTION OF THE POST :
Under the direct supervision of the financial coordinator, your main mission is to manage and control the mission budget and to carry out financial monitoring. You technically support the financial and operational teams. You will act as the financial coordinator in the event of absence.
More specifically, your responsibilities are as follows :
Budget management and control
- Update the financial monitoring tool monthly and offer a monthly analysis
- Host monthly meetings
- Alert the financial coordinator in case of budgetary doubt
- Participate in the preparation of the provisional and annual budget
Donor management
- Monitor donor funding
- Participate in the preparation of the lessor budget
- Support the preparation of all donor reports
- Participate in the preparation of internal and external audits
Financial management
- Validate accounting operations
- Supervise the preparation of supply requests
- Guarantee compliance with the country’s legal and financial obligations
Team training and support
- Train teams in establishment and budget monitoring
- Build the capacity of the administrative and financial team

Monthly gross salary of 2822 euros
13th month equivalent paid in 2 times – from 6 months of effective working time
Expatriation premium of 10% of gross salary per month

Departure alone
RESEARCH PROFIL :
Bac + 3 management or accounting
2-year experience including one year in the international association field as administrator.
Control of accounting, financial and budgetary management
Knowledge of donor procedures and project drafting capacity
Ability to work in a binding environment
Good knowledge of logistics procedures
Very good command of Word, Excel and SAGA
Ability to read, build and analyze a budget
Languages: mastering French orally and in essential writing, English is an asset.
