BACKGROUND AND JUSTIFICATION OF THE POST:

These positions are to be filled in regional offices, country offices or section / field offices. Holders are generally responsible for one or more of the Program Policy Officer or the Head of the field office in question.

Holders at this level are expected to show responsibility and’ spirit of’ initiative to answer questions autonomously while’s have only general orientations. They need to be judgmental in dealing with unforeseen operational problems on a daily basis. They are expected to manage resources and support and coordinate support staff.

MAIN FUNCTIONS AND RESPONSIBILITIES (indicative and non-exhaustive list) :

  1. Contribute to the development of monitoring plans, of review and’assessment that will produce the most relevant and strategic information to achieve the expected results (such as’enunciated in the Country Strategic Plan (CSP) and other global and regional plans), while complying with the requirements of the WFP for its assessment and follow-up ;
  2. Contribute to evidence-based decision-making on program design and implementation, including by making monitoring results accessible, by, review and evaluations ;
  3. Assist WFP management in responding to recommendations from monitoring, reviews and evaluations to ensure that corrective action is taken as required ;
  4. Contribute to capacity building of monitoring and’ evaluation staff and WFP partners through training and sharing of’information ;
  5. Take responsibility for’integrate protection and gender perspectives in all areas of work, in order to ensure equal participation of women and men ;
  6. Contribute to the development of’ systems and tools for monitoring and’assessment of the needs of’food assistance in accordance with innovative methodologies and best practices ;
  7. Contribute to the development of the’analysis of food security and vulnerability as well as to the production of reports supporting the’s food needs assessment in accordance with policies, WFP procedures and guidance in this area, to enable effective decision-making on’ development of national strategies, policies and programmes ;
  8. Provide assistance in the coordination of data collection and monitoring systems, ensuring that high quality standards are maintained ;
  9. Liaise with implementing partners (internal and external) to monitor ongoing activities, ensuring effective collaboration, and, speed and’ efficiency and noting the potential risks for the’ execution of projects ;
  10. Support capacity building of WFP staff, partners and national government to conduct vulnerability analyses to effectively inform preparedness and response activities ;
  11. Provide support to partners concerned with food security and nutrition issues to enable the sharing of’ experiences,’sessages from operations as well as best practices ;
  12. Act as necessary in the framework of the interventions of’urgences assigned to respond within the time limit to the need for’s emergency food assistance ;
  13. Respond to others as needed in the program.

DESIRED EXPERIENCE:

  1. Demonstrated mastery of the’ use of several statistical tools and methods for the’ food safety analysis.
  2. Develop practical expertise in’analysis and food security mapping by participating in multiple country assessments, including data design, collection and analysis.
  3. Previous experience in humanitarian or development contexts ;
  4. Having experience within’a UN agency or other humanitarian organisations is an asset.

QUALIFICATIONS AND EXPERIENCE REQUIRED:

MINIMUM LEVEL OF’STUDIES REQUIRED:

Higher university degree in economics, food security, statistics, data science, public health/nutrition, geography or a related discipline, or undergraduate university degree with additional’years of professional experience and/or related training/courses.

Desired experience:

Have at least six years (6 years) of’ experience including three years (3 years) of’ professional experience, at increasingly high levels of responsibility, in management, management, management, management, management, management, monitoring and’evaluation of food security and nutrition programmes ;
