The Democratic Republic of Congo (DRC) remains shaken by the consequences of decades of civil wars. In precarious situation, displaced people suffer from chronic food insecurity’ or diseases related to the lack of’ access to’au,’ hygiene and sanitation. Acted has been present since 2003 and works primarily to respond to emergencies, build resilience, co-build effective governance and promote inclusive and sustainable growth. Presenting today’ mainly in the areas of South Kivu, Tanganyika and North with projects funded by BHA (Bureau for Humanitarian Assistance), FH (Humanitarian Fund), ECHO (European Civil Protection and Humanitarian Aid Operations) And FCDO (Foreign, Commonwealth & Development Office), Acted provides a flexible and responsive’ emergency response to acute and complex humanitarian crises by intervening with the most vulnerable populations. With seven projects underway in our different areas, Acted seeks to meet their immediate needs in terms of’access to housing (shelter), food security, and, essential household items or the’access to the’eau, while ensuring the promotion of’a protective environment.

Acted currently has three different projects in the South Kivu Zone. A multisectoral’ emergency project in food and non-food aid, in CCCM and also in agricultural recovery. A rapid response project managed by the SAFER consortium operating throughout the South East region. And a project on the’Assistance d’urgence en Abris et articles maisonnes essentielles with displaced populations and hosts. With regard to the Tanganyika Zone, Acted is currently carrying out two projects, one on the theme of COORDINated’Action for multisectoral programming in camps and outside camps and another carried out in a consortium with the aim of supporting agricultural recovery activities and food assistance for vulnerable people. Finally, for the North Zone,Acted also has a multisectoral response project on’food assistance, agricultural support, economic recovery and’ Water, Hygiene and Sanitation (EHA) support.

Acted is committed to acting today and investing in the future with the contribution of a large network of partners, local organizations, global networks and various clusters that provide their expertise, their experience and their voice for the smooth running of the mission and the achievement of its impact objectives. In the DRC, Acted is therefore active in humanitarian coordination with existing clusters and working groups, as well as entities such as OCHA.

Main roles and responsibilities

The Country Logistics Manager is a key member of the’ country management team. Under the authority of the Director.rice/Representative Country, he/she is responsible for the management of the’achats chain intended for the implementation of the program, as well as the management of cross-cutting logistics needs such as fleet, fuel, premises, goods and communications. He/She will have to guarantee the conformity of all the Logistic operations of the country with the procedures of the donors and’Acted, the best practices and the national regulations, with a focus on the value principle of’argent. He/She will also have to pilot, provide technical support and contribute to the skills development of the Country Logistics teams.

Main responsibilities

1. Management of the’achats chain

  • Purchases : S’ ensure that any need is met in accordance with the defined timeline, the required quality standards, and the appropriate’achats scenario.
  • Stocks and deliveries: in the country, S’sassure d’a network of storage and adapted stock management criteria

2. Cross-cutting logistics management

  • Fleet and means of transport : Deploying efficient means of transport in the country
  • Fuel : Manage the’fuel supply across the country
  • Equipment : Deploy an effective plan for the allocation and maintenance of equipment in the country
  • Premises : Ensure working conditions and housing appropriate to the’team in each premises, permanently, through an effective global approach of services and maintenance
  • Communications and IT and telephone management : Develop an effective IT plan in the country based on the global criteria of’Acted

Qualifications and skills required

  • At least 2 to 3 years of’ professional experience in logistics,’ supply chain management and/or security management and procedures ;
  • Capacity to train, mobilize and manage international and national staff ;
  • Flexibility and ability to perform multiple tasks under pressure ;
  • Ability to work in unstable and frequently changing security environments ;
  • Advanced mastery of written and spoken’anglais ;
  • Previous experience abroad’ is an asset.

Conditions

  • Salary defined by the Acted salary grid according to the level of’studies,’expertise, the level of safety and the level of experience : between 3300 and 3500€ monthly net (before income taxes)
  • Monthly living expenses allowance 300$
  • Housing allowance up to’ 75% of the average rent (benchmark made by Acted) or Guesthouse accommodation and food supported by Acted
  • Social security, mutual insurance (MSH) and repatriation assistance (SOS International) supported by Acted
  • Transport to the mission and return ticket fully supported every 6 months (to the’address specified on the employment contract)
  • Visa fees supported by Acted
  • One week of preparation for departure including 4 days of immersion safety training
  • Possibility of’having a call of 30 minutes with a consultant in taxation
  • Psychological support (meet with a professional.le)
