Annual Gross Remuneration: AED 197,400.00 to AED 299,400.00

Duration of Contract: 12 months

The International Renewable Energy Agency (IRENA) is an inter-governmental organization headquartered in Abu Dhabi, mandated to promote the widespread and increased adoption and sustainable use of all forms of renewable energy in the pursuit of sustainable development, energy access, energy security and low-carbon economic growth and prosperity. IRENA’s mission is to play a leading role in the ongoing transformation of the global energy systems as a centre of excellence for knowledge and innovation, a global voice of renewable energy, a network hub for all stakeholders and a source of advice and support for countries. At present, IRENA has 168 Members (167 States and the European Union) that acceded to its Statute, and 16 additional States in the process of accession and actively engaged.

With its mandate that focuses primarily on renewable energy and our broad membership, IRENA plays a critical role in examining and verifying global renewable energy statistics information and building an authoritative dataset.

Working as part of the Renewable Energy Statistics team, the consultant will lead the revamp project of the existing data system for the collection, storage and dissemination of global renewable energy statistics. Additionally, the consultant will be in charge of maintaining, monitoring the performance of the database and implementing improvements as needed.

OBJECTIVE: Development, revamp and maintenance of the entire renewable energy statistics data management system and contribute to the wider data products of the statistics team as needed.

Specifically, this will involve participating in the following tasks:

Reviewing, documenting, suggesting, and implementing improvements to the current workflows related to data collection, validation, reformatting, storing and dissemination and the overall data management process.

  •  Design and develop new workflows based on identified priorities and functionalities including the development of new forms, sheets, access/SQL database queries, functions
  •  Design and development of the revamped database components including the user interface forms (frontend), and the backend including database tables, forms, queries, relationships based on identified functionalities and priorities
  •  Migrating the data from the current database environment into the new revamped environment
  •  Design and develop new questionnaires (data input forms for member states) based on requirements set by the statistics team and in accordance with the reviewed and improved workflows.
  •  Setting permissions for checking and validating data and the production of statistical reports on the database side and the data input forms.
  •  Automate routines for the collection and validation of data throughout the workflows.
  •  Providing support on the production of annual yearbooks of statistics, online data services and other statistical products
  •  Implementation of improvements to the data dissemination products including query tools, statistics web pages and other data products
  •  Documentation of all components related to the revamp project including new data workflows, updates made to the questionnaires and the database system (developer and user manuals)
  •  Contribute to the wider data products of the statistics team as needed.

Eligibility

Candidates must have valid UAE residence visa and Emirates ID and currently reside within UAE.

Qualifications:

Education: High school diploma or equivalent. University degree in computer science, information technology or similar discipline is a plus.

Experience: Several years of experience implemented and delivered in data management solutions to clients; Experience in relational databases in cloud-based environments such as MS Azure SQL database; Advanced knowledge and experience in database development and management.

Language: Fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage.

Others: PowerPivot/PowerBI data modelling is a plus; Analytical skills and a high level of attention to detail; Knowledge of the energy sector is an advantage; Working knowledge of Microsoft Access is a plus; Experience in developing queries in SQL programming; Experience in developing web-based front end for databases; Excel templates/formats delivery with VBA; Advanced Excel VBA programming and formulas in Excel; Proven 5+ years of experience in ASP.NET
