Data collection consultant within geospatial analysis of HIV service locations At Alliance for Public Health


IBF “Alliance of Public Health” (hereinafter the Alliance) is a leading professional organization that, in cooperation with key public organizations, the Ministry of Health and other government bodies, fights against a number of epidemics, including HIV/AIDS and TB in Ukraine, manages prevention programs and provides quality technical support and financial resources to organizations on the ground. The mission of the Alliance is to reduce the spread of infections and mortality and to reduce the negative impact of epidemics by supporting public response to them in Ukraine, as well as by spreading effective approaches to prevention and treatment in Eastern Europe and Central Asia.

The procurement of consulting services is carried out within the framework of the project “Improving the cascade of HIV treatment for key population groups through differentiated detection of new cases and involvement in treatment, building the potential of the Public Health Center of the Ministry of Health of Ukraine and strategic information in Ukraine” with the support of the Centers for Control and Prevention diseases (USA) under the US President’s Emergency Plan for AIDS Relief (PEPFAR).

It is planned that, based on the results of the competitive selection, a consultant or a research company will be selected to carry out the activity specified in the announcement.

Purpose: Collection of data on the locations of HIV-related services, as of April 2024, at the level of regions of Ukraine and the city of Kyiv. Data collection is carried out in territories under the control of the Government of Ukraine at the time of the activity.

Task:

  1. Develop a data collection protocol that will include a detailed description of the data collection approach, indicators to be collected, and data sources.
  2. Develop an electronic tool for collecting data on HIV service locations (in Excel format), which will include, but not be limited to, the following indicators:
    1. Region
    2. Settlement
    3. Location address (in the format oblast – district – settlement – ​​street – house number – office number if available)
    4. Territory of service provision
    5. Type of location:
      1. office of a non-governmental organization
      2. syringe exchange point
      3. substitution maintenance therapy site
      4. Office of Trust
      5. a primary health care center that provides services related to HIV
      6. a specialized institution for assistance in connection with HIV
      7. another medical facility that provides HIV care
      8. maternity hospital / perinatal center / family planning center
      9. women’s consultation
      10. dispensary (narcotics, tuberculosis)
      11. point of psychological/social assistance
      12. rehabilitation center
      13. another kind
    6. Type of location (stationary / mobile)
    7. Name of the active HIV project at the location (if necessary)
    8. Type of service provided (for example, HIV prevention, HIV counseling and testing, HIV diagnosis, treatment support, HIV treatment, ART dispensing; the list of service types will be agreed with the Customer)
    9. Target/key group for which services are provided
    10. Services specific to CG (yes/no)
  3. Collect data in accordance with the indicators provided for in the tool by using publicly available information or by requesting relevant institutions and organizations. If necessary, information can be clarified with the responsible persons of programs/projects/organizations/institutions, etc
  4. Process the collected data using a unified coding approach, followed by the provision of a systematized and unified database in Excel format.
  5. Provide a technical report on the main actual indicators collected, sources used, etc.

Main final products :

  1. Data collection protocol
  2. Final database in Excel format
  3. Technical report on the results of the activity

Terms of performance of the activity : Until June 21, 2024 inclusive.

Evaluation criteria:

  • Experience conducting desk research and data collection similar to the approach outlined in the announcement
  • Experience of conducting research in the field of combating HIV with the involvement of various types of service providers
  • Awareness of current HIV prevention, testing and treatment services in Ukraine
  • Cost of works

All contestants must submit their proposals, which will include the following:

  • Summary of the performer
  • A copy of an extract from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organizations
  • A cover letter that will include the vision and proposals for the implementation of the activity, the time frame and the target budget
