Creation of a data collection methodology for the production of a thematic barometer on child protection At Islamic Relief France


1. General context of the mission

Founded in 1991, Secours Islamique France (SIF) is a non-governmental international solidarity organization with a social and humanitarian vocation acting in the fields of humanitarian assistance and development aid, in France and around the world. We intervene with the most vulnerable people, in emergency situations by offering support to meet the basic needs of the most exposed people, and in development by providing populations with the necessary means to facilitate their autonomy. In addition, we engage in awareness-raising and rights defense efforts by carrying out advocacy actions.

The realization of children’s rights, in particular the right to protection, is one of our operational priorities and we carry out advocacy actions to ensure that children’s rights are effective across the world.

Secours Islamique France is an active member of Groupe Enfance, the collective of French NGOs engaged in advocacy for the realization of children’s rights and the promotion of an approach based on children’s rights; as well as the Education Coalition which promotes universal access to education.

The SIF plans to produce a barometer, that is to say a regular publication, on the theme of “social inclusion of children – focus on protection against violence”. The objective of the SIF is to analyze the evolution of the problem over time, on the basis of internal data and secondary data, and to disseminate this analysis with each edition of the barometer. Thus, the barometer will make it possible to highlight and provide information on good practices in child protection and to disseminate advocacy recommendations to reduce violence against children.

This mission aims to support the SIF in defining the data collection methodology for the production of this barometer.

2. Mission objectives

GENERAL OBJECTIVE: define the methodology for producing a SIF barometer, taking into account transversal issues of gender and participation of children and young people.

  • Specific Objective 1: In collaboration with the Advocacy service and the Department of International Operations and Programs (DPOI), identify the relevant indicators to measure in order to analyze the evolution of the barometer problem over time (based on of our Education and Child Well-being strategy)
  • Specific Objective 2: In collaboration with the DPOI and in particular the MEAL service, identify the internal quantitative and qualitative data of the SIF and the secondary data to be compiled and aggregated, for the measurement of the defined indicators and the constitution of the baseline
  • Specific Objective 3: identify gaps in terms of internal SIF data and define the methodology and collection tools to develop/modify.
  • Specific Objective 4: Define the relevant data collection method for a bi-annual publication.

3. Methodological approach

  • Deliverables
    • Creation of a detailed methodological note:
    • identifying the relevant indicators to measure to analyze the evolution of the selected barometer issue over time
    • identifying the internal quantitative and qualitative data of the SIF and secondary data to measure the achievement of the selected indicators
    • presenting the baseline
    • identifying gaps in terms of internal data and identifying the methodology to address these gaps
    • defining the data collection method for regular publication of the barometer
    • An appendix containing all the sources and possible additional information.
  • Conduct of the mission

The consultant will carry out the study under the supervision of the advocacy service of Secours Islamique France. He will be in direct contact with the Deputy Advocacy Manager who will monitor the execution of the mission.

The consultant will interview relevant people at SIF headquarters (MEAL, technical, programs, management systems and advocacy) and with relevant SIF missions to gather useful contributions to the execution of their mission.

On-site presence at our premises in Massy (91300) will be required for steps requiring access to internal SIF data.

An office will be made available to the consultant.

The consultant will have at least 4 follow-up meetings with the internal steering committee of the barometer: before the start of the mission, during the presentation of the detailed work plan of the mission, upon submission of the provisional methodological note and the delivery of the final deliverable, as well as regular exchanges according to needs by email and telephone, but also in the SIF premises in Massy.

  • Period and duration of the mission

The mission will be carried out by the consultant after the date of signature of the contract over the period of June/July 2024 (to be determined). The mission is estimated to take 30 working days.

4. Technical and financial offer

The study operator is Secours Islamique France. The consultancy contract will be concluded between the consultant and Secours Islamique France.

The consultant will propose a technical offer of 6 pages maximum which must include:

  • Their presentation, references related to this type of mission, their CV;
  • A methodological note presenting its approach, the supports used, and the means necessary for the successful completion of the study;
  • A forecast schedule;
  • A financial offer.

5. Profile sought

Bac +5 level training in a field in statistics, economics, or law/political science, humanitarian action/development or equivalent

Experience of at least 5 years in humanitarian work, international solidarity, defense of human rights in MEAL or program functions

Field experience of at least 3 years

Expertise on children’s rights issues, particularly child protection issues

Knowledge of planning, monitoring and evaluation approaches in humanitarian and development contexts

Experience in organizational development on MEAL

Knowledge of tools and methods for qualitative and quantitative data collection and data analysis (including visualization) and use of information for external reporting

Ability to define clear objectives and seek information

Excellent analytical skills

Critical thinking, good written and oral communication skills and interpersonal skills

Very good command of English, both oral and written

Mastery of the office pack, and data collection and analysis tools
