Mission and objectives

The WHO Country Office is the focal point for WHO activities in Romania. It was established in January 1991 in Bucharest in order to carry out a series of priority activities. The priorities for the Country Office are set out in the biennial collaborative agreement between WHO/Europe and the host country, and the Office implements the agreement in close collaboration with national institutions and international partner agencies.

Context

In the context of the WHO Health Emergencies incident management system, at the county level, the UNV will provide coordination of refugee health services in counties with a high number of people from Ukraine as listed above. In the context of the WHO Health Emergencies Incident Management System (IMS), at the county level, the incumbent will provide coordination for all WHO strategic categories and related public health programmes.

Task description

Within the delegated authority and under the supervision of WR and the National Refugee Health Response Coordinator or his/her designated mandated representative(s), the UNV County refugee health response coordinator will:

  •  Activity 1: Mapp and analyse the refugee response health activities in designated county.
  •  Activity 2: Create and lead county-level HWG for designated county.
  •  Activity 3: Assess and propose support for 1y and 2y care refugee-inclusive services.
  •  Activity 4: Provide monthly report to the national coordinator of health activities.
  •  Activity 5: Compile County data and submit to national coordinator.
  •  Activity 6: Work with county level authorities to support the MoH response.
  •  Activity 7 (Bucharest only): Support the health clinics at RomExpo.
  •  Any other related tasks as may be required or assigned by the supervisor. In addition, the UNV will:
  •  Maintain detailed records of activities and provide comprehensive reports on a monthly basis to the HQ and regional office.
  •  Support the National Refugee Health Response Coordinator and perform any other incident-specific related duties, as required by the functional supervisor.
  •  During deployment, the duty station may change, and duties may be modified, based upon the technical needs of the Programme. Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
  •  Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
  •  Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  •  Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities’;
  •  Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  •  Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  •  Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/expected outputs:
  •  As an active WHO team member, efficient, timely, responsive, client-friendly and high-quality support rendered to WHO and its beneficiaries in the accomplishment of her/his functions, including: 1. mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. 2. the development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counterparts, including Implementing Partners (IPs).
  •  Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment.
  •  A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

Requirements

Required experience

3 years of experience in the area of managing crisis and emergencies to support services delivery; some of which gained in outbreak and health emergencies context, is required.  Additional training or experience in a broad range of related fields, stress management, critical incident stress and cross-cultural communication.  Prior relevant work experience in WHO/UN system, health cluster partners, relevant nongovernmental or humanitarian organizations, is desirable. The incumbent must be a dynamic, multifunctional individual, who supports the Host Agency with professionalism, dedication and client orientation, and who must be willing to work on both programmatic/substantive aspects, and to provide operational/logistical services. The following qualifications are required. Functional Knowledge and Skills:  Good knowledge of managing situations during emergency/crisis.  Proven experience of working with national and local authorities.  Proven knowledge of the national context with regards to reception, protection and inclusion of migrants and refugees.  Ability to work through networking and partnership.  Proven experience in managing people and projects.  Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships.  Fluency in Romanian and English is required.  Excellent oral and written skills; excellent drafting, formulation, reporting skills.  Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development.  Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel.  Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment.  Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines.  Ability to manage crisis situations involving diverse actors and stakeholders.  Ability to effectively work in multi-cultural environments under stressful conditions.

Required education level

Romania is a country located at the crossroads of Central, Eastern and Southeastern Europe.
