Counsellor(era) National(e) for the Installation at the’Schelle – Mauritania At Consultancy Services Options


Options is looking for a national(e) advisor(era) for scaling based in Mauritania to join the team in implementing the ExpandPF program funded by USAID.

Summary of the goal and the’objective of the role

The National Advisor for the Scaling of ExpandPF in Mauritania is responsible for implementing the Options approach aimed at strengthening the adoption and scaling up of PHIs and measures health self-management at the national level, working in close collaboration with other partners of the consortium in Mauritania to ensure strategic links with other interventions.

He / she will be responsible for ( e ) managing all interventions at the national level linked to the scaling of PHIs, as well as ensuring strong team collaboration with other team members in the country. He/it will coordinate between the lines of work related to the strategy and the implementation of Scale Up and will engage with the project team to ensure that there is a unified approach between countries.

The main tasks of the position will be as follows :

  • Provide strategic technical leadership of the’Options role on ExpandPF
  • Contribute to the effective implementation of’a high quality program that produces its results
  • Contribute to the establishment of’ excellent relationships with the consortium, governments and the client and promote’learning.
  • Contribute to the planning and budgeting of the programme, monitor and report on its results against plans
  • Contribute to the responsible financial management, compliance, due diligence and security of the business

Specification of the person

  • Master’s degree in medicine, public health, health economics, health management or a related field.
  • At least ten years of professional experience, with significant experience in providing technical assistance in the health field
  • Strong understanding of the health sector in Mauritania, including relations between the national and subnational levels
  • Professional experience and knowledge of priority SSR / FP issues faced by women and girls in Mauritania
  • Existing relationships and understanding of key players in family planning in Mauritania, including regional organizations ( PO and FP2030 )
  • Considerable experience in leading to the implementation of donor-funded programs, particularly those funded by USAID
  • Excellent skills in’influence, with an ability to identify and seize opportunities to’get adhesion and support from decision makers.
  • Mastery of written and spoken French
  • Mastery of written and spoken’anglais
  • A commitment to’s to the principles of’Options programs, namely safeguarding, the principle of ‘Do No Mal’ and creating a political environment conducive to voluntary family planning.
