Basel Institute on Governance

The Basel Institute on Governance is an interdisciplinary center associated with the University of Basel located in Switzerland. Founded in 2003 as an independent and non-profit institution, it has a multidisciplinary team that works with public and private organizations in different parts of the world, in order to combat financial crimes and tangibly improve the quality of governance worldwide. .

The Basel Institute on Governance’s Green Corruption Program focuses on the application of our knowledge and experience in relation to the prevention of corruption and the application of anti-corruption and anti-money laundering standards to the environmental sector. The program covers corruption and financial crimes related to the illegal trade in wildlife, forestry and timber products, fishing and mining.

Project: Prevent Green Corruption

Basel Institute’s primary approach to preventing corruption has encompassed corruption risk assessments, internal control reviews and the implementation of mitigation measures working closely at every step with partner national authorities and other relevant stakeholders. This includes both independent implementation of these activities and a learning-by-doing approach, through training and mentoring, in close collaboration with our government counterparts.

Work description

The Corruption Prevention Consultant implements the Basel Institute’s corruption prevention component as part of the Green Corruption Program in Latin America, with an emphasis on Ecuador. This will involve working closely with environmental agencies to jointly carry out corruption prevention activities, including, but not limited to, compliance training, internal controls reviews, corruption risk assessments, institutional strengthening and advice on the implementation of measures. to reduce risks.

Main responsibilities

  • Design and develop decentralized in-person training and short videos, regarding the substantiation of sanctioning processes of the Ministry of Environment, Water and Ecological Transition (MAATE) of Ecuador.
  • Support the application of techniques for the identification, evaluation and treatment of risks, in coordination with government agencies with environmental competence that benefit from the countries in which we work.
  • Provide assistance in the implementation of corruption risk mitigation measures in environmental management, in order to meet the team’s objectives and deadlines.
  • Develop the activities required to achieve the objectives of the prevention team.
  • Participate in meetings and commitments of the prevention team, within the framework of its objectives.
  • Travel to the countries in which the beneficiary agencies are located, when required and whose cost (transfer and stay) will be covered by Basel.
  • Coordinate and articulate links with associated NGOs or development cooperation agencies, in order to strengthen corruption prevention efforts in the environmental sector.
  • Share best practices and experiences with other members of the Basel Institute team and other partners, as appropriate.
  • Provide all relevant inputs required for the internal monitoring and evaluation of the Green Corruption Program.

Report

The specialist will report to the Senior Corruption Prevention Specialist of the Green Corruption Program in Latin America. She will work closely with other team members in the region, as well as corruption prevention specialists from other countries working at the Basel Institute.

Qualifications

  • University degree in law, with a specialty related to the environment.
  • Postgraduate studies in the environment, public administration, public policy, or another field relevant to the position.
  • 5 years of experience in teaching related to the environment, environmental legislation, among other topics relevant to the position.
  • At least 5 years of relevant experience in the public sector of Ecuador.
  • Experience in formulating policies, guidelines or standards.
  • Knowledge of the organization, rules and operation of MAATE.
  • Demonstrable knowledge of the forestry or environmental sector in Ecuador.
  • Knowledge and experience in the timber value chain will be considered an advantage.
  • Excellent time management, organization and planning skills, and ability to multitask and prioritize.
  • Attention to detail, problem-solving skills, and ability to ensure follow-through on assigned tasks.
  • Strong skills in building and maintaining relationships. Fosters a climate conducive to establishing positive working relationships with stakeholders.
  • Motivated to work for a non-profit organization that operates internationally, including with partners in several countries.
  • Excellent oral and written communication skills in Spanish and good oral and written English.
  • Experience in having participated in the drafting of regulations (laws, regulations, etc.) will be considered an advantage.
  • Experience in academic research will be considered an advantage.
  • Availability to travel between Bolivia, Ecuador and Peru.
