  1. Context

Anchored in the UNDP country program ( 2021-2025 ), and based on the lessons of its portfolio ODD16 + ( 2018-2023 ), as well as on an analysis of vulnerabilities, stakeholder and capacity dynamics, UNDP, in collaboration with its national partners, has developed a new portfolio, entitled, “Governance as a lever for socio-economic development in Tunisia”. It will engage the institutions, civil society and the private sector to take advantage of accountable and effective governance to accelerate socio-economic development through an integrated zone-based approach that places people at the center of local solutions. The intervention of the portfolio starts from the principle that a just society, without corruption,and where vulnerable people are included in the search for solutions through partnerships between public institutions, civil society and the private sector, could accelerate progress towards Tunisia’s Vision 2035 and its National Development Plan 2023-2025.

In order to support the government’s efforts to implement planned reforms and to master the aforementioned challenges, the proposed portfolio aims to contribute to sustainable development in Tunisia, and this through support for the following expected results :

  • Effect 1: Transparency and accountability are effectively strengthened to prevent corruption at the local and national levels and to promote the equitable delivery of quality services to the population.
  • Effect 2: The rights of vulnerable people to local development and a decent life are guaranteed through inclusive access to services and economic opportunities.
  • Effect 3: People have access to their rights and build confidence in more responsive, people-centred and human rights-respecting security and justice services.
  • Effect 4: Data produced and analyzed to ensure adaptive management, quality programming and strengthening of the program results.

In this context, UNDP is recruiting a Justice Coordinator(rice) to oversee the execution of the justice and human rights activities under the’Effect 3 of the portfolio. This effect is ORGANISED around’interventions aiming to improve the’access of citizens to security and justice services, through interventions targeting the local level, as well as’interventions promoting the accountability of said sectors. With regard to the actions planned in the field of justice and human rights, UNDP is launching a Project Initiation Plan (PIP). Overall, this PIP, d’a duration of 12 months, aims to clarify the support that UNDP will provide to’ access to rights and justice allowing the strengthening of the’ Rule of Law in Tunisia, as well as in the contribution to strengthen the confidence of the population towards the institutions.

2- Duties and responsibilities

The main responsibilities of the Justice Coordinator(rice) are :

Share high-level technical expertise

  • Contribute to policy strategic advice in the field of’ rule of law, justice and human rights, and facilitate dialogue with partners on these topics. Contribute to relevant, high impact advocacy campaigns that are implemented in collaboration with key partners.
  • Contribute to the’ analysis of the political, social and economic situation in which’ fits the portfolio.
  • Contribute to the identification and development of technical standards based on regional and international best practices in the field of’ rule of law, justice and human rights.

Support the implementation of portfolio activities, especially under Effect 3 – Justice.

  • Ensure, in coordination with the CTP Justice and Human Rights, the planning and implementation of project activities effectively, in accordance with budgets, approved work plans and other project documents and according to UNDP programmatic priorities and objectives. Supervise and coordinate the work of the project team and consultants. Provide advice and support the identification and development of technical expertise. This includes expert supervision and evaluation.
  • Provide timely technical advice and guidance for project implementation, in accordance with UNDP operational standards and procedures.
  • Manage and monitor the financial resources of the project and analyse its progress’ in order to identify risks and other implementation problems. To ensure the regular collection of data for the preparation of reports on activities, products and results under the’Effect 3; to contribute substantially to the preparation of narrative and financial’activity reports, and, including reports to technical and financial partners. Technically advise on risk mitigation measures for’ with a view to resolving implementation issues. Update the risk matrix.
  • Coordinate and participate in quality control mechanisms, improving the technical quality of portfolio results, its products, publications, working papers and policy brief.

Develop strategic partnerships and support resource mobilization.

  • To establish and promote the dialogue and the’ engagement of all the institutions concerned, including to establish contacts and develop strategic partnerships with other UN agencies, governmental institutions, donors, NGOs, etc, universities, civil society and’ other stakeholders and beneficiaries at the national, regional and local levels.
  • Participate in meetings with technical and financial partners, prepare and present portfolio results and follow up with relevant counterparts as required
  • Implement strategies for the mobilization of resources to achieve the results of the portfolio, and, in particular by facilitating liaison with potential funding agencies and institutions to strengthen linkages and fund-raising. Identify new funding opportunities to support the development of new programmatic priorities for the portfolio.

To support knowledge management and the sharing of’information within the UNDP country office.

  • Organize training of project staff to strengthen their capacities in technical issues in the field of the’ rule of law, justice and human rights.
  • Identify, evaluate, synthesize and document lessons learned and best practices directly related to portfolio objectives and activities. Develop knowledge sharing materials and answer related questions.
  • Substantially contribute to knowledge and thematic networks related to the field of’ rule of law, justice and human rights.
  • Develop and implement a staff learning’ plan.

Actively contribute to the tasks of the portfolio coordination team

  • Support learning exercises and ensure the active participation of members of its relevant team
  • Contribute to the preparation of complete and relevant reports on the progress and results obtained in the context of the various Effects, contributing to monitoring and analysis of results throughout the portfolio.
  • Participate in monthly coordination meetings to ensure and strengthen the coherence of the portfolio, learn from experience and discuss potential adaptations according to the governance structures of the portfolio.
  • Support the preparation and implementation of the annual joint planning process for the portfolio, which will bring together all stakeholders in the region concerned and partners to ensure the implementation of the four results of the portfolio according to an integrated and thematic approach.
  • Participate in regular discussions on strategic themes and contextual and forward-looking analyses.

The holder/holder will be required to perform other tasks within his functional profile and deemed necessary for the proper functioning of the Office and the Organization.

4-Institutional provisions

The/coordinator[trice] will act under the strategic guidance and advice of the Deputy Resident Representative and under the daily and operational supervision of the/the/the Team Leader of the Democratic Governance cluster. He/it will also work closely with the Justice and Human Rights CTP of the country office to ensure the coherence of the’ commitment of UNDP in justice and the rule of law with the national and international partners. According to the’ integrated approach of the portfolio, he/she will work in a transversal way, in collaboration with all the teams responsible for the implementation of the three Effects, as well as’ with the team of coordination of the portfolio on strategic issues, related to’learning, monitoring and’assessment and knowledge management.He/she will actively participate in joint planning,’learning exercises, production and’analysis of data across all portfolio effects.
