1. Office / Unit / Project Description ( max 300 words )

The achievement of the commitments made by Morocco within the framework of the Paris Agreement requires the involvement and effective contribution of all the actors, development of new skills in climate finance, MRV. etc. as well as capacity building for institutions responsible for climate issues at all levels.

To meet this need, Morocco has created the Climate Change Skills Center « 4C-Morocco » which is a platform for strengthening the skills of relevant actors in different sectors ( public, economic, research & training, civil society, local authorities, … ), and a hub for the development and dissemination of skills in climate change ( CC ) open to its national and African environment.

The operational strengthening project of 4C Morocco aims to provide technical assistance and support the country’s efforts to adapt to new international challenges, through three key support areas:

  •  Morocco’s programmatic framework for the implementation of the NDC ;
  •  Morocco’s transparency framework for monitoring the implementation of the NDC ;
  •  Support framework for south-south cooperation through the Blue Fund of the Congo Basin.

It is in this context that the UNDP, in collaboration with the 4C, recruits a ( e ) Coordinator ( trice ) e ( of Project full-time for the remaining duration of project implementation ( 1 year ) per annual contract. She / he will be based ( e ) in Rabat.

2. Scope of Work

The ( national ) national ( e ) Project Coordinator will be recruited ( e ) and selected ( e ) on the basis of an open competitive process.

He / She is responsible for coordinating and managing all aspects of project implementation. It is the backbone of all the actions to be taken for the implementation of the activities planned within the framework of this project. He / She must work in close collaboration with the national project director and the various partners, ensuring communication between the different entities linked to the project for the proper execution of its various components.

Thus, the ( national ) national ( e ) Project Coordinator is responsible for ( e ) : Daily project managementAdministrative and financial monitoring and human resources management made available to the project :

According to a results-oriented Management approach, the ( national ) e ( e ) of Project is responsible for working to ensure that the project achieves the expected results ( Products ), within the time allowed, with the required quality standards and within the framework of the budget allocated in accordance with the project document and the annual work plans.

The ( national ) national ( e ) Project Coordinator oversees the establishment and monitoring of an effective management system for the various working documents, financial agreements and reports in accordance with national execution procedures. He / she is responsible for the expenditure registers and local accounts as well as the equipment made available to him. He / she is also responsible for implementing the audit recommendations.

The ( national ) national ( e ) Project Coordinator will have to play a leadership role and ensure the motivation of the project staff. He / she must ensure the clarity of the responsibilities of all the human resources committed and the establishment of a capacity building plan according to the needs identified. He / she will be responsible for monitoring the results of the teams on the basis of a clear and transparent human resources assessment system. It also comes back to the/the ( director ) National ( e ) Project Coordinator to set up an internal communication system to ensure the proper flow of information between all levels of project intervention.

Coordination and mobilization of partners at national, regional and local level and Coordination with other programs dealing with the same theme :

The ( national ) national ( e ) Project Coordinator is responsible for coordinating and promoting the project to all partners ( Ministries, Regions, Local Authorities, Local Authorities, Local Authorities, Private sector, Deconcentrated services, Media, universities and grandes écoles, and professional associations … etc. ). He / she should work to strengthen collaboration with all these organizations through awareness-raising and advocacy while creating a climate of trust, commitment and cooperation. He / she will ensure the concretization of the various conventions established with the partners and the transfer of skills to the national partners. He / she will disseminate to the partners all the results, recommendations and capitalization products produced within the framework of the project.

The ( Director ) National ( e ) of Project will ensure the proper coordination of the project with the initiatives, projects and programs of other donors and partners as well as with national government strategies in order to ensure complementarity and optimization of resources.

Ensure annual project planning : The ( national ) national ( e ) Project Coordinator is responsible for ( e ) preparing, in full consultation with the UNDP and the national partner, the annual work plan in the required format and including the annual targets of the project for approval by the steering committee.

Project progress reports : The/the ( director ) National ( e ) Project will be responsible for carrying out progress reports as well as preparing mid-annual and annual reviews as well as the final project report. He / she is also responsible for mission reports, minutes of the steering committee and important meetings as well as the preparation and continuous updating of problem logs, risks and lessons learned.

Teaching capital and knowledge management : The/the ( director ) National ( e ) Project Coordinator will adopt an approach and tools for capitalizing project results and setting up a knowledge management platform. He / she will give full priority to feeding these platforms with the necessary information and the dissemination of information and will ensure the relevance of the approach adopted.

Monitoring and validation of studies launched within the framework of the project.

The implementation of the project requires the carrying out of several studies and consultations by external organizations through short-term contracts; The/the ( director ) National ( e ) Project must play a first-rate role in: ( i ) identification of needs, while respecting gender equality, ( ii ) consultation with the partners concerned by these consultations, ( iii ) the development of the terms of reference, ( iv ) the recruitment of consultants and ( v ) facilitation and monitoring of the mission of consultants .

Facilitation of field missions.

The ( national ) national ( e ) Project Coordinator will be called ( e ) to facilitate all missions authorized within the framework of the project and through the programming of the mission, the organization of meetings, visits and activities planned in the field as well as ensuring the smooth running of the logistical aspects relating to these missions.

The ( national ) national ( e ) Project Coordinator reports regularly to the Project Officer ( e ) of the UNDP Environment, Energy and Climate Change Portfolio Morocco for all related questions to the project. The ( national ) national ( e ) Project Coordinator will be responsible for compliance with the procedures for national implementation ( NIM ). He / She will play a liaison role with the 4C, the UNDP and all the partners and stakeholders of the project.

Throughout the implementation of the project, he / she will ensure gender equality and the empowerment of women on an individual, institutional and social level.

3. Institutional Arrangement

The ( national ) national ( e ) Project Coordinator is under the authority of the National Project Director and reports directly to him.

5. Minimum Qualifications of the Successful MFSA

Min. Education requirements

Master or Higher University Diploma ( Doctorate or PhD, State Engineer Diploma ) in one of the following areas: Environmental management, climate change, Sustainable development, Renewable energies, or any other area relevant to the project.

Min. years of relevant work experience

  •  Professional experience of at least 2 years in the field of sustainable development, environmental management.
  •  A significant experience of at least 2 years in the development and implementation and / or planning of cooperation projects with international donors ;

Required skills

  •  Have a good knowledge of the Moroccan environmental context, the national territorial organization and international conventions in the field of the environment and the DD / Climate ( CCNUCC, Kyoto Protocol, CDM, Paris Agreement, CDN, CBD ).
  •  Knowledge of public policies in general in Morocco ( sectoral strategies, SNDD, New development model, action plans, specific measures, operational actions, etc. ) ;
  •  Technical skills confirmed in the areas of climate change and Sustainable Development in general ;
  •  Good operational knowledge of the Moroccan institutional and professional actors concerned by the project ;
  •  Solid experience in gender-sensitive management, consultation and setting up of partnerships with various social, professional and institutional actors, including private ones;
  •  Mastery of planning and monitoring and evaluation methods and tools for projects ( Results-based management, Environmental and Social Standards, Gender analysis, etc. ) ;
  •  Skills in team coordination, including in complex, multi-actor and multi-donor environments ;
  •  Skills in the development and implementation of participatory processes to facilitate dialogue between the various stakeholders ;
  •  Advocacy experience ;
  •  Skills in the use of IT and office automation tools.

6. Travel :
