  • Take advantage of the use of technology to increase equity and access to skills development opportunities and improve the efficiency of skills development systems; and
  • Actively promote the generation and use of evidence to inform skills development decisions.

About this job:

We are looking for a consultant to coordinate projects and carry out studies on the educational inputs of Bolivia. Technical support includes i) coordinating projects on the vitality of languages and on the state of bilingual intercultural education in Bolivia; ii) produce teacher surveys, managers and students of EIB schools; iii) review the teacher assignment rules in Bolivia and policies to increase efficiency and equity in teacher distribution.

This is what you will do:

  • Coordinate projects to ensure compliance with deadlines.
  • Work with multiple teams to ensure satisfactory compliance with key products for Bolivia’s education portfolio.
  • Review the literature on language viability and bilingual intercultural education.
  • Prepare terms of reference and organize meetings, events and missions.
  • Prepare surveys for teachers, students and managers on the implementation of bilingual intercultural education.
  • Analyze secondary data on teacher assignment in Bolivia.
  • Review teacher selection, assignment, and transfer rules, including policies to attract teachers to vulnerable and remote schools.
  • Review teacher retirement policies.
  • Collect primary data on teacher assignment in Bolivia through surveys and interviews with the Ministry of Education and, if necessary, local educational units.
  • Review academic reports and texts on teacher assignment policies, including teacher optimization strategies and demand projections by educational profiles.
  • Write technical reports and prepare presentations on the consulting findings.
  • Participate in technical meetings with the IDB team and with teams from the Ministry of Education.

This is what you need:

  • Education:Bachelor’s or equivalent in economics, social sciences, sociology or other fields relevant to the responsibilities of the function.
  • Experience:At least 2 years of progressive experience in social policy analysis, especially with educational policies.
  • Languages: Mastery of Spanish and English, oral and written is required. It is preferred to have additional knowledge of French and Portuguese.

  • Research background and analytical skills are required.
  • Organizational, coordination and logistics skills, with the ability to look to the future, address and prioritize a wide range of problems and activities for their timely completion; proven ability to take the initiative and work independently, and work in a dynamic and accelerated work environment.
  • Demonstrated ability to work effectively in complex, multidisciplinary and multicultural teams; superior interpersonal skills, customer orientation, diplomatic skills and mature judgment, as well as sensitivity to social and cultural problems.
  • Proven ability to write clear and analytical reports and well-structured presentations.

Requirements:

  • Citizenship: You are a citizen of Bolivia or citizen of one of our 48 member countries, with residence or legal permission to work in Bolivia.
  • Consanguinity: He has no family members (up to the fourth degree of consanguinity and second degree of affinity, including the spouse) who work at the IDB, IDB Invest, or IDB Lab.
