Consultant Viii – Partnership (Sub-Awards) Surge Support At International Medical Corps


1. BACKGROUND TO THE ASSIGNMENT:

Currently, IMC is working with over 70 local and international organization across the globe through the sub-award mechanism.

The GCM Partnership/Subawards Consultant (GCM Consultant) will support an assigned number of the Country Program missions in its management and oversight of the Country mission’s robust partnership engagements. The Consultant will facilitate the Country Program team’s delivery of high-quality partnerships that are strategic with IMC’s mission, compliant with IMC and its donor requirements, and to provide quality services for the communities served, aligned with commitments made to IMC’s institutional and private donors.

The Consultant is expected to work in close collaboration with HQ Grants and Contracts (GCM) department in supporting assigned Country Program missions and with other cross-functional departments, such as Finance, Technical Unit, Emergency Response team, Resource development, Humanitarian Response Training Unit, and Global Supply Chain. The Consultant is required to holistically oversee all steps of the partnership management lifecycle, ensuring that partnerships are appropriately integrated into the overall project cycle management. The Consultant will work closely with the Roving Sub-Grant Manager and the Senior Director of Grants and Contracts through a consultative process.

2. PURPOSE OF THE ASSIGNMENT:

The objective of the assignment is to provide subject matter expertise (SME) support to assigned number of Country Program missions that are currently engaged or to be engaged in partnership and/or issuing sub-awards.

The Consultant is expected to provide strategic specialized training, professional advice, troubleshoot and mitigate risks, and assist through the entire sub-awards, MoUs, service agreements, and teaming agreement administration process from the start to finish.

3. SCOPE OF THE ASSIGNMENT:

  1. Serve as a resource for technical leads to proactively identify potential partnerships with representatives from civil society (e.g., L/INGOs, host authorities – e.g., Ministry of Public Health offices at the national, regional and local level), private sector, and other groups as identified by country and home office SMEs.
  2. Support and facilitate systematic partner feedback on IMC’s management of the partnership relationship, including the documentation of, and response to partner feedback.
  3. Support in-country partnership management processes to ensure for a well-planned, timely, coordinated, and coherent partnership management cycle.
  4. Assist with program design; contribute to the relevant proposal content to ensure appropriate budget resourcing for partner’s projects. When necessary, co-facilitate and guide competitive and non-competitive partner selection process to identify partners (new or existing).
  5. When necessary, support Partner Due Diligence Review (Vetting) processes, including completion of the risk assessment report for approval. Risk assessment should be in collaboration with relevant SMEs for that specific intervention.
  6. Serve as resource in determining appropriate partnership instrument, drafting agreements, assessing the due diligence/risk assessment, specific project and donor requirements (i.e., obtaining donor approvals as necessary) in coordination with HQ for review and approval.
  7. Support and co-lead Partnership Project Opening, Review and Closing Meetings, together with the lead technical PoC responsible for that specific partnership.
  8. Support coordination of timely and effective partner program, finance, and compliance review and reflection (monitoring), and work with the country team to address any project performance issues. As needed, coordinate narrative and financial reporting processes, including review and feedback.
  9. Liaise with finance and technical teams to ensure timely funds transfers, proper financial follow up and support for partners; work with finance to address any challenges in payments and raise proposed disallowed costs to SMT.
  10. Work collaboratively with partners and IMC staff to constructively resolve any issues that may arise. Where partner performance issues are identified, facilitate timely action to address any areas of non-performance as they may arise.
  11. Co-lead the review of partner’s performance (including basis of partner feedback), and of the partnership, including successes, challenges and lessons learned, fostering ongoing partnerships beyond the sub-award project cycle.
  12. Ensure IMC understands partner capacity strengthening priorities and identifies opportunities and plans for IMC to support partner capacity strengthening efforts.
  13. Collaborate with technical coordinators to integrate technical capacity sharing approaches, including how IMC can learn from local partners.
  14. Promote and identify ways for continual learning between IMC staff and partners.
  15. With the support of the Senior Director, Grants and Contracts, the Consultant will also be a leader in building and promoting a culture, attitudes, and values conducive to collaborative partnerships among the team, based on a clear and shared understanding of IMC’s role, approach, and core partnership principles,
