Purpose of consultancy: Support to the Regulatory Agency for Medicines and Health Technologies of Angola in the implementation of the Institutional Development Plan and strengthening of the pharmaceutical regulatory system in Angola

Background WHO supports countries to strengthen health systems to achieve Universal Health Coverage and the 2030 SDGs. Within the framework of action for strengthening Health Systems, health regulatory systems play a key role in facilitating the efficient, effective, and appropriate use of health products to attain the desired health results.

The country is seeking a consultant to steward the process of implementing the recommendations from this Institutional Development Plan.

  •  Deliverable: 1- An inception plan detailing how the Institutional Development Plan recommendations will be addressed, in line with WHO guidance on health sector reviews expected

2- Report on the review process, including

a. coordination meetings held with needed key informants to collate needed information for the implementation process

b. performance against planned deliverables, comprising (1) progress made, (2) drivers of success, (3) issues/challenges that hindered progress, (4) unfinished business the sector needs to focus on moving forward

  •  Analysis of the implications of progress made, including

a. how well each recommendation has been implemented in alignment with national, regional, and global priorities

b. Capacity building

c. Status of implementation of the Institutional Development Plan (IDP) roadmap d. Mechanisms for alignment between Regulatory Agency for Medicines and Health Technologies and the Global Benchmarking Tool.

  •  Monthly report on the implementation, including the process, findings, and recommendations for the health sector to ensure alignment with National, Regional, and Global commitments.

5. Qualifications, experience, skills and languages Educational Qualifications:

Essential:. First university degree in international health and public health

Desirable:. Basic training in pharmacy or related field

Experience

Essential: Minimum of five years of work experience in the field of regulation of medicines and/or health products at senior management level in a low or middle income developing country.

Experience working in multiple regulatory functions, including marketing authorization, inspections, as well as international regulatory convergency activities.

Desirable: Work in in regulatory advisory groups at the global / regional levels

Skills/Knowledge:

Purpose of consultancy: Support to the Regulatory Agency for Medicines and Health Technologies of Angola in the implementation of the Institutional Development Plan and strengthening of the pharmaceutical regulatory system in Angola

Background WHO supports countries to strengthen health systems to achieve Universal Health Coverage and the 2030 SDGs. Within the framework of action for strengthening Health Systems, health regulatory systems play a key role in facilitating the efficient, effective, and appropriate use of health products to attain the desired health results.

Regulatory systems for medicines and other health products promote and protect public health by guaranteeing access of the population to these inputs are not hindered by inefficient regulatory processes, and they are of appropriate quality, safety, and efficacy.

The Government of Angola, through the Ministério da Saúde de Angola (MINSA) has been undertaking reforms in the management of medicines and health products. As a result, the Regulatory Agency for Medicines and Health Technologies (ARMED) was set up in 2021 as the entity responsible for regulatory, licensing, and supervisory actions regarding medicines for human use and health technologies. The National Program of Essential Medicines (NPEM) remains responsible for the overall policy, oversight, and coordination of medicines and other health products.

The Angolan regulatory system faces several challenges, after evaluation in 2022 by the RSS team of the WHO-Global Benchmarking Tool (GBT), this was classified as level ML1, with recommendations made to reach the ML4 level in 2027 in alignment with the goals of the Plan of National Development (PDN 2023-2027). To this end, an Institutional Development Plan (IDP) with a roadmap were agreed to guide the improvement of medicines regulatory system.
