Consultant to conduct a needs assessment on employer needs and job matching in Special Economic Zones (SEZs) At International Organization for Migration


Key deliverables:

  1. Detailed research methodology plan, data collection tools, and a report outline, incorporating insights from the past consultations on national skills testing and certification system.
  2. Meeting reports summarizing key takeaways from SEZ consultations and data collection.
  3. Presentation of key findings at a validation workshop with relevant stakeholders.
  4. Comprehensive need assessment report, incorporating findings from the consultative workshops on employer needs in SEZs as well as findings from past consultations on national skills testing and certification system, accompanied by evidence-based recommendations and an action plan.

Tasks:

  1. Conduct desk review to inform the research methodology and development of data collection tools, incorporating insights from the past consultations on national skills testing and certification system.
  2. Carry out data collection activities and participate in consultations with relevant stakeholders, including government officials, employers, recruitment agencies, returning migrant workers, and job seekers in SEZs.
  3. Prepare meeting reports summarizing the key takeaways obtained from the consultation workshops.
  4. Conduct a comprehensive analysis of the collected data to extract key trends.
  5. Analyze and integrate findings from the past consultations on national skills testing and certification system into the current assessment.
  6. Consolidate and present key findings at the validation workshop for stakeholder input and feedback.
  7. Develop a comprehensive report outlining the needs assessments of employers in SEZs and nationwide skills testing, certification and job matching mechanisms.
  8. Formulate evidence-based strategies aimed at enhancing job matching and improving skills testing and certification processes for returning migrant workers.
  9. Participate in coordination meetings and consultative meetings with IOM, MoLSW, and additional stakeholders as needed.And TOR is available here
