Consultant: Support for the development of a gender strategy At Children of the World


Terms of Reference

INTRODUCTION

BACKGROUND

Children of the World ( EdM ) is a Swiss organization working in the field of maternal and child health and in quality basic education. EdM’s mission is « to help and protect children without regard to race, sex, nationality, belief and political opinion, through international mutual aid or development cooperation actions. 1 ». For EdM, integrating the gender approach into its programs is an ethical issue linked to respect for human rights and in connection with its mission. It is also a strategy to better meet the needs identified in the field ( stake in the relevance and effectiveness of our interventions ). Thus, the association has adopted a gender policy ( 2016 ) and tools ( well experience gender ( 2017 ), PSEAH policy ( 2018 ), directive epicene and inclusive language ( 2020 ).It also offered training and spaces for reflection to approach the theme from various angles ( program reflections 21-24, gender reflections and education ). Most of the reflections and tools were developed internally, mainly at the headquarters of the association.

STAKES
The efforts cited have not been implemented systematically or in concert with all’EdM offices in the different countries of intervention. Thus, no one within’EdM n’a has a complete vision of the efforts made and possible difficulties encountered for the’integration of the genus within the association and the advances are very diverse according to the countries and sectors. Thus, some countries are making great efforts for the’integration of gender, such as Chad. Other’s, with a limited program, have not taken steps in this direction, such as Bangladesh.
Moreover, the main focus s’being focused on programs and – partly – on thematic areas, there has been no reflection on the institutional issues for the’integration of the genus within’EdM.
Finally, working time (5 to 10% depending on the year) and the role of the gender focal point at headquarters level are more accompanied than proposed, without budgetary capacity, ’s have not allowed to impel a dynamic of deep reflection and of ambitious’learning in the teams.
In order to improve the consideration of the genus within’EdM, given the specificity of its operation (wide autonomy of offices, sectors etc.) and the’experience so far’, L’association wishes to equip itself with’a gender strategy. It must be co-built with the different offices so that’elle can respond to the issues highlighted and that all can’ appropriate. It must also remain generic enough to guide the’institution and allow a common monitoring while allowing the different field offices of’y to bring the specificities required to each political and cultural context (see concept of key contextualization to EdM).

On the basis of the developed strategy, specific’action plans will be developed in the future.
The strategy to be developed may be based on the’experience of Chad in this area, and, in particular, the office has already set up gender focal points and developed monitoring tools including the gender dimension.

OBJECTIVES OF THE MISSION

OBJECTIVE
The’objective of this mission is to allow EdM to have at its disposal a kind strategy including the programmatic and institutional dimensions, built in a participatory way, starting from the existing’, recognized and implemented in the various country offices by all.

EXPECTED RESULTS
1. Overview of gender-related standards in education and health in development cooperation and at country level (including donor requirements)
2. Development of’a narrative on the consideration of gender within’EdM :
a. Analysis of the existing’
b. Diagnosis of issues /deficiencies by sector based on the Chad (education) and Bangladesh (health) programmes
c. Diagnosis on the’integration of gender at the institutional level
3. Gender strategy available, developed collaboratively and taking into account country experiences, sectoral reviews and institutional diagnosis
4. Proposal of’a framework and procedures (including follow-up modalities) for the preparation of’ actions plans autonomously by EdM (possibly at the institutional meeting)
5. Recommendations on the modalities of treatment management followed by the theme gender within’EdM (governance)
6. Optionally, identification of the recurring themes brought to the attention of the focal point and/or the consultant.

METHODOLOGY

FRAMING
This working time will consist, between the· consultant and EdM, in specifying the issues and objectives of the mission and, if necessary, in adjusting the proposed methodology. This step will frame the progress of the mission, from the terms of reference and the’offre selected. This step will also intervene in support /possible additions to support the process.
This step will allow the· consultant to develop a scoping note specifying the objectives, methodology and the refined schedule of the mission.
Framing can be done remotely.

MOBILIZATION OF· CONSULTANTS/EDM STAFF
Following the methodology chosen, the· consultant can count on the EdM staff present on site to conduct the’ analysis of gender issues in the country considered on the basis of a canvas provided by the· consultant and coaching at distance.
In the absence of availability, local· consultants could be mobilized to facilitate ana-lysiums in the two implementation countries, Chad and Bangladesh.

DRAFTING DOCUMENTS
It is’ to produce the expected documents formalizing the gender strategy of the’association EdM. An intermediate deliverable will be made before the end of the mission for review, amendments and validation.

ANIMATION D’A WORKING DAY
The consultant· will be mobilized· to animate, with the’ support of focal points kind of’EdM, a day with the· representatives of the coordination offices during the’institutional workshop to be held from 19 to 25 June 2024 in Geneva (date to be confirmed).

COACHING
Sessions (remote) will be planned to support the implementation of the strategy or for any question related to the’ development of action plans.

REPORT AND OTHER EXPECTED PRODUCTS

The expected products are as follows :
• A scoping note specifying the methodology, the proposed work plan, as well as the financial proposal.
• 2 A report on the current practices of’EdM and the standards in the field
• A draft version of the gender strategy, integrating in annex the framework and process to implement the’actions plans
• A final version of the gender strategy incorporating comments and formally validated
• A report of coaching

PROFILE OF LA / DES CONSULTANT·

– Diploma in social sciences with gender specialization or equivalent experience
– Mastering concepts related to gender and equality between men and women, in particular gender aspects in the development world
– Mastering the challenges linked to gender integration in organizations
– Have prior experience in supporting NGOs
– Have a good editorial level and synthesis capacity
– Have successfully carried out other similar missions duly referenced
– Excellent level in French and English; understanding Spanish a plus
– Understanding of intercultural issues related to gender
The· candidate will have to be force d’ impulse in order to contribute to create a sustainable dynamic in the change of practices and for the formalization of a strategy adapted to EdM.

CONDITIONS FOR SELECTION OF OFFERS

A committee responsible for the selection of tenders will meet to examine and classify all tenders, according to their relevance, originality, cost and quality-cost criteria.
The application of’expert·s based in’un of our countries of’ intervention represents an asset.
Individual or group applications (tandem) can be submitted.

DURATION OF THE MISSION

The mission will begin in early March 2024. A first version of the strategy will be available on June 15, 2024.

PUBLICATION POLICY

The rights to the documents produced will be held by Enfants du Monde. The· consultant will consider confidential any information that’iel will collect as part of its mandate.
