Result of ServiceConsidering the volume and complexity of the commissioning work ³ n of the Climate Change Fund established through © s of articles 13 and 14 of Law 5875, National Climate Change, the project requires the support of a/a Consultant in Sustainable Finance that collaborates in the implementation ³ n of the actions associated with the execution ³ n of said component of the Paraguay + Green project. The Consultant in Sustainable Finance will collaborate with the following activities and preparation ³ n of documents:â € ¢ Proposal for a regulation ³ n legislation on structural elements of the FCC â € ¢ Operation Policy ³ n of the Fund in terms of © REDD terms â € ¢ Administrative Model of Operation ³¢ Operating Regulations ³ n of the Fund (Includes Procedures) â € ¢ Crà © ido and Risk â € ¢ Investment Policy ³ n and Fondeo â € ¢ Policy and Management System> Environmental and Social Risks â € ¢ Launch of the FCC â € ¢ Dissemination ³ n of the FCC and its postulation modalities ³ n through © s of stakeholder seminars â € ¢ FCC broadcast and presentation modalities ³ n with indigenous peoples (execution ³ n of preparation workshops ³ n of projects) â € ¢ Inclusion ³ n of Information ³ n of FCC in páMADES website â € ¢ Document on financial mechanisms and instruments to encourage the participation ³ in the FCC of the different stakeholders.â € ¢ Document on economic incentives ³ micos for participation ³ n in the FCC. â € ¢ Economic incentives document ³ chemical to deforestation ³ n that encourages the participation ³ n of various actors in the FCC. â € ¢ Economic Incentive Document ³ Mico for reforestation ³ n after fires, sustainable land use, sustainable livestock and agriculture. â € ¢ The preparation ³ n of intermediate and annual technical reports to be presented to local authorities and the Green Climate Fund (FVC) on the FCC. â € ¢ The revision ³ n of technical documents and manuals on the FCC. â © € The revision ¢ n and preliminary analysis of projects that are presented for financing to the FCC. â € ¢ The preparation ³ n of support material and technical documents for use in intercultural, inter-institutional and inter-agency training and workshops.â € ¢ Revision ³ n of RT of Auditors to verify the operation ³ n of the FCC. â € ¢ Preparation ³ n of audit materials to monitor FCC disbursements â € ¢ Audit and monitoring of FCC-funded projects. Duties andResponsibilities

The United Nations Environment Program (UNEP) is the main global environmental authority that establishes the global environmental program, promotes the consistent application of the environmental dimension ³ n of sustainable development within the United Nations system and acts as an authorized advocate for the global environment. Its mandate is to coordinate the development ³ n of a consensus on environmental policies by keeping the global environment under review and ± by bringing new issues to the attention ³ n of governments and from the international community to take action. The UNEP Office for Latin America and the Caribbean (LACO), located in Panama City, Panama¡,works closely ³ n with the 33 countries of the region ³ n and its activities are¡n integrated into the Medium-Term Strategy and Work Program approved by the United Nations Environment Assembly (UNEA). In November 2019 and with the support of UNEP, the Green Climate Fund approved ³ a disbursement of $ 50 million for Paraguay as payments for results (RBPs for English © s) for deforestation ³ n avoided during the period 2015-2017. The implementation ³ n of the RBP program in Paraguay, called “Paraguay + Verde”, is carried out jointly by the agencies of the UN-REDD Program (UNDP, UNEP and FAO) with the administrative support of the UNOPS offices in Paraguay.The Paraguay + Green program will support the generation ³ of new reductions in CO2 emissions through the implementation © n of the National Strategy for Forests and Sustainable Growth (ENBCS). The program has a component to strengthen the capacities of state institutions for monitoring and managing forests, including the development and implementation ³ n of fire and deforestation early warning systems ³ n, territorial planning ³ n and participation ³ n of indigenous peoples, private sector and rural communities and the promotion of sustainable forest management and the promotion ³ of good agricultural and livestock practices.Additionally, the program will boost the National Climate Change Fund¡tico (FCC) and the creation ³ n of economic promotion instruments for the implementation ³ n of activities that result in the reduction ³ n of emissions from deforestation ³ n and/o degradation ³ n of forests. Due to the complexities inherent in the execution ³ n of activities and the need to coordinate the actions of the United Nations agencies and the Public Institutions involved in the project, A Project Executing Unit (UEP) has been formed in UNEP. The PEU has the role of ensuring that the project is executed in accordance with the provisions of the operational plans and the budget. The Project Executing Unit (UEP) of the Paraguay + Green project is made up of a project coordinator, a specialist in gender ©,a safeguards specialist, a communications specialist, a knowledge management specialist, a sustainable finance specialist, an administrator, and a management assistant ³ n. The sustainable finance specialist is in charge of executing ³ n of the shares, designing ± or financial instruments and planning ³ n of commissioning ³ n, anchoring and integration ³ n to the market of the shares of the Climate Change Fund (FCC) established through articles 13 and 14 of Law 5875, National Climate Change (genuinely called TAG1> Project Component 2). Design ± or special conditions for indigenous peoples and policies that reduce the gender gap © and support female economic empowerment ³. Qualifications / special skillsACADà ‰ MICO â € ¢ Bachelor of Social Sciences, Economic Sciences ³ Mica, Environmental Sciences, Biology Sciences ³ gicas, Engineering or the like is required. â € ¢ Postgraduate studies, be it this Diploma or Master’s degree, in one of the following areas: finance, climate change, environment, or sustainability is desirable. EXPERIENCE â € ¢ Work experience of 5 (five) years ± minimum in the areas of climate change, carbon markets, climate finance, investment ³ n and safeguards, ESG standards (inglà © s, environmental, social and governance standards), socio-environmental risk analysis system, environment, NDC (inglà © s, nationally determined contributions) or the like, is required.
