Organizational Context
The Emergency Social Safety Net (ESSN) 1, the biggest cash programme in the world, provided unrestricted, unconditional cash assistance to the most vulnerable people living under Temporary Protection, International Protection (applicant status and status holder) or Humanitarian Residence Permit in Türkiye, and outside the camps. The ESSN enabled its recipients to decide for themselves with dignity how to cover their essential needs such as shelter, transport, utilities, food or medicine. This cash assistance not only strengthened the resilience of vulnerable people, but also allowed refugees to participate in the daily life of the community and contribute to the local economy.
With the funding of EU ECHO, the IFRC had been leading on the implementation of the ESSN in partnership with the Turkish Red Crescent (TRC) since 2020 till July 2023.
Under this programme, the IFRC Turkiye Delegation Communications Department committed to a specific and long-term Communications Strategy, the Above Standard Visibility Plan (ASV) with EU ECHO under which digital campaigns were launched and the Storytelling Project for young refugees was conducted.
The Storytelling Project started in 2021 and ended in 2023 where eight young refugees residing in different areas in Türkiye with a passion for storytelling and content creation benefited from several workshops and training sessions organized with external influencers and professionals to develop their skills.
As these refugees started producing their own content, their popularity grew and the visibility impact of this project started to show. Many national societies around the world were inspired by its concept and hence the IFRC has been asked to share learnings from this project mainly, but not exclusively with national societies.
As part of the overall IFRC Turkiye Delegation learning consolidation the IFRC is looking to develop a guide showing the process for successfully launching a storytelling project and documenting its lessons learned. To complete this work IFRC Turkiye Delegation is looking for a consultant to lead on the production of this guide with the guidance of the IFRC’s Communications department.
Job Purpose
As part of the overall IFRC Türkiye Delegation learning consolidation the IFRC is looking to develop a guide showing the process for successfully launching a storytelling project and documenting its lessons learned. To complete this work IFRC Türkiye Delegation is looking for a consultant to lead on the production of this guide with the guidance of the IFRC’s Communications department.
Develop a guide to document and share experience gained from implementing the Storytelling Project under the ESSN’s ASV. The learning generated will feed into other current/future ASVs and Communications Strategies for large programmes funded and implemented by various actors, namely donors like the European Union, and partners like national societies and the Turkish authorities. The ESSN being the largest humanitarian cash assistance in the world, the learning documentation will provide valuable insights on the implementation of a project within a programme in similar contexts by Communications teams.
It is expected that the selected consultant will:
- Conduct a desk review to familiarize themselves as an objective reviewer with this project’s concept and activities through reading and watching videos provided by the IFRC Communications Department.
- Conduct meetings/interviews with key people involved in the project’s implementation from all parties; donor, IFRC, TRC, the beneficiaries, workshop facilitators and others.
Job Duties and Responsibilities
- Review and document the design and implementation of the Storytelling Project in terms of:
- How relevant was the project within the ESSN programme and how was it set up.
- Document the different aspects of the Storytelling Project. This will include:
- Modalities of workshops: quality/quantity
- Content created with respect to sessions conducted
- Equipment provided
- What did we do differently and why (additions, changes and activities that were removed)
- Document the outcome of the project popularity that every refugee gained beyond the ESSN
- Consolidate best practices and lessons learned in design and implementation of a project within a large-scale and long-term programme.
- Provide practical recommendations for IFRC, TRC and other national societies, EU bodies and relevant Turkish governmental bodies on future and similar Communications projects.

- A PowerPoint/PDF presentation with key learnings
A final guide of a maximum of 20 pages, including graphics and/or photos covering the above-mentioned content. The guide should be handed over in a format ready for publishing.
