Purpose of consultancy

To contribute to the research, analysis, document production and other means to advance the development and implementation of the Global Sustainable Preparedness Support Network (GSPN). These activities will include contributing to resource mapping in countries for WHO Member States to better implement national priority health security actions.

Background

The WHO Multisectoral Engagement for Health Security (MHS) Unit is responsible for supporting countries in building multisectoral approaches for health security and implementing the Strengthening preparedness for health emergencies: implementation of the International Health Regulations (2005) Resolution passed by WHO Member States at the World Health Assembly in 2020 (WHA 73.8). As part of the Health Security Preparedness (HSP) Department, MHS Unit contributes to the implementation of the WHO Global Programme of Work (GPW 13). The Unit also supports countries in multisectoral approaches through the Multisectoral Preparedness Coordination (MPC) Framework as well as promoting specific cross-sectoral engagement with non-traditional health stakeholders such as parliamentarians, foreign affairs, local authorities (i.e. urban preparedness stakeholders), civil-military health collaboration, the private sector and non-state actors for health emergency preparedness.

Deliverables:

Contribute to the development and implementation of the Global Sustainable Preparedness Support Network (GSPN).

  •  Activity 1.1: Write and edit reports and other materials, as well as consolidate and analyze the various information and reports available with relevance to developing country-capacity building through GSPN.
  •  Activity 1.2: Contribute to the preparation of technical presentations, reports and articles, prepare and verify the contents of tables, graphs and charts.
  •  Activity 1.3: Contribute to the development of GSPN expert rosters and creation of mechanisms for provision of GSPN expert support, including deployments, webinars and Communities of Practice.
  •  Activity 1.4: Conduct stakeholder mapping for GSPN, identifying who are the stakeholders at national, regional and global level who can be most beneficial for engagement and inclusion in the network, and which stakeholders have the most to gain from GSPN involvement.
  •  Activity 1.5: Participate in the organization and implementation of meetings, workshops, seminars, etc. e.g., contribute in preparation of agenda and list of participants, speaker’s notes, and write meeting reports.

Contribute to WHO resource mapping activities for countries to better implement national priority activities.

  •  Activity 2.1: Contribute to WHO Resource Mapping (REMAP), particularly working with Francophone countries to ensure translation of REMAP materials and effective implementation of the REMAP process.
  •  Activity 2.2: Prepare and edit materials to develop WHO resource mapping (REMAP). This includes writing concept notes with a detailed agenda for resource mapping activities at country level and workshop reports that include descriptions of the sessions of the resource mapping workshop, the results of the workshop, and next steps and recommendations.
  •  Activity 2.3: Prepare documentation on country needs for human resource support identified through WHO Resource Mapping (REMAP) and develop linkages with the Global Sustainable Preparedness Support Network (GSPN) for the mobilization of expert assistance to fill the identified needs.

Qualifications, experience, skills and languages.

Educational Qualifications:

Essential:

  •  First level university degree in public health, international relations, finance or a related field.

Desirable:

  •  Advanced university degree in public health, public policy, international relations or a related field.

Experience

Essential:

  •  2 to 5 years of relevant experience working in health emergencies or international development in an international organization, non-governmental organization or government agency, including some experience in building networks and in financial reporting.

Desirable:

  •  International experience as well as relevant experience in project management and monitoring.

Skills/knowledge

  •  Excellent and demonstrated writing, oral presentation and communication skills.
  •  Excellent and demonstrated skills in research, analysis and network building.
  •  Positive attitude to learning new skills and working with a team.
  •  Capable of working under high pressure and tight time constraints.
  •  Focused on quality with attention to details.
  •  Knowledge of Microsoft Office Suite including Word, Excel, Powerpoint.

Languages required:

Essential:

  •  Expert knowledge of English.
  •  Intermediate knowledge of French.

The consultant is expected to travel.

Remuneration and budget (travel costs are excluded):

Remuneration:

Band level A-USD 3,955 – 6,980 per month.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):
