The IDB, through its Geographic Offices in each of the 26 borrowing member countries, is responsible for : a ) develop a close dialogue relationship with public and private sector institutions to identify the country’s development needs according to its context and local demand ; b ) develop, conduct and control the Bank’s regional strategies in the corresponding country; c ) formulate and coordinate projects, from design to execution ; d ) do research and, e ) do tax and macroeconomic surveillance.

Description

Regarding this position, the representation of the IDB in Haiti is looking for a consultant to support the Economist of Country and the Regional Economic Advisor. The role of the consultant will be to directly inform the Country Team and the Regional Economic Advisor ( REA ), in collaboration with the Representative of the country, and it will perform a wide range of functions to support the economic growth and social development of the country in its charge, providing economic monitoring and analysis of development needs and results within the framework of the Bank’s mandate.

What you will need

  • Training : master’s degree ( or equivalent higher diploma ) in economics or related careers.
  • Experience : At least 15 years of relevant professional experience. Extensive work experience and advanced knowledge of an operational specialty. Ability to develop, analyze and deal with questions relating to fiscal and macroeconomic policy. Ability to diagnose problems and offer concrete solutions. Minimum three years of experience in economic research and monitoring and analysis of economic data.
  • Languages : French / Bilingual Tongue, Ability to read, write and speak Spanish and English.
  • Basic and technical skills : Knowledge of standard debt analysis, balance of payments and fiscal and macroeconomic sustainability techniques. Good knowledge of political and development subjects in Haiti. An experience of working with or within the IDB is appreciated, including knowledge of its policies and processes. Good command of econometric software ( STATA, MATLAB, etc. ) and Microsoft Word, Powerpoint and Excel required.

  • Citizenship : You are a citizen of one of our 48 member countries.
  • Inbreeding : You have no family member ( up to the fourth degree of inbreeding and the second degree of affinity, including the spouse ) working at the IDB, at the IDB Invest or the IDB Lab.

Details of responsibilities

  •  Dialogue with the country

o Analysis and monitoring of the country’s macroeconomic development to inform the Bank, and support for the identification of risks and opportunities. Monitoring of the main problems at the micro-economic level which may affect the functioning of certain markets / sectors ( labor market, banking sector ).

o Maintain a thorough understanding of the development of the country’s economic, political and social situation.

o Monitoring and updating of data on the main social trends in the country, such as poverty, internal migration, urbanization, economic policy, etc.

o Contribution to the preparation of the document « Country Development Challenges » ( CDC ) which analyzes the development challenges of the country.

o Identification of research subjects for the Bank’s Local Country Strategy, and for the design and implementation of the Bank’s program in the country ; or identification of sensitive areas in the Bank’s dialogue with the country and of an agenda necessary to maintain this dialogue.

o Coordination of the evaluation, preparation and monitoring of the progress and results of the Country Strategy.

o Elaboration and participation in dialogue with national partners ( Ministry of Economy and Finance, Central Bank ), on policies and reforms in the strategic areas defined by the Country Representative ; support for dialogue with the private sector and other partners concerned.

o Monitoring of the actions of other multilateral agencies and development aid providers in the country, and support for their mutual coordination.

o Accompany the country economist in his field missions when necessary.

  •  Knowledge management

o Studies and advice on the capacities of the local market to provide growth solutions for the country and the region.

o Assessment in economic terms of the needs of the country and of the partners, in particular social needs.

o Monitoring of current events in the country, guidelines from the authorities and other institutions.

o Development and coordination of a strategy for the production, accumulation and dissemination of knowledge about the country.

o Dissemination of knowledge produced by the IDB through blogs and the use of social media.

o Co-responsibility for the organization of Reflection Wednesdays.

o Responsibility for technical support to the technical cooperation of the IDB which supports the Fund of the Republic of Haiti ( BRH ) for Research and Development.

o Support for the dissemination of the fragility study produced by the Coordination Framework for External Aid for Haiti’s Development ( CAED ).

o Responsibility for updating nowcasting calculations to provide updated growth projections.

o Identification of good practices and resources, internal and external to the IDB, relevant to the country.

o Provision of knowledge at the national level, complementary to other sectors of the Bank.

o Appui et participation aux Forums Économiques pour à la fois apporter, et recueillir des connaissances sur les facteurs qui affectent le pays ; et entretien des réseaux internationaux de partage et d’approfondissement des savoirs.

o Coordination avec les experts secteurs de la Banque, pour mettre en contexte leurs études, en s’assurant que les recommandations de politiques ou d’actions sectorielles soient en accord avec la réalité du pays.

o Appui à la conception d’un plan de travail annuel dans les domaines économiques du pays aligné sur le plan régional.

o Veille des initiatives régionales qui impliquent le pays concerné.

o Suivi de la production de ressources par d’autres institutions pertinentes, locales et extérieures.

o Appui l’élaboration des produits périodiques de l’équipe d’économistes en Haiti : the IAMCs, the monthly bulletins, the Haiti Progress Report and the weekly bulletins.

  •  Coordination interne

o Appui au personnel de négociation de la Banque qui traite des initiatives institutionnelles au niveau stratégique.

o Complement brought by a local vision to cross-cutting regional initiatives.

o Preparation of summaries for periodic reports and reviews on the economic, political and social situation of the country.

o Contribute to the preparation of briefings, reports and presentations for internal use and for visits by authorities, donors and others.

o Contribute to the development of the presentation of progress reports on Haiti (HPR) presented semi-annually to the Management Committee.

  •  Programming and design and execution

o Support for the development of the institution’s macro-economic guarantee documents and coordination with the Regional Economic Advisor to approve the documents.

o Support in the identification of risks and opportunities in operations.

o Provision of synthetic analyzes to support the programming dialogues.

o Support to country programming processes and their alignment with the Country Multi-Year Global Strategy (EPB).

o Support for the work of consistency of operations with national challenges and local intervention logic given the information available.

o Support to the project cycle of operations, by contributing to the quality of projects, to the address of central and/or strategic themes and to the diagrams of the results matrices.

o Analysis of lessons learned at the economic, social, political and institutional level at the end of the operations.

o Contribute to the review of Project Proposals (PP) and Operations Development Proposals (POD) that go to Eligibility Review Meeting (ERM) and Quality and Risk Review (QRR) ), respectively.

o Contribute to the compilation and organization of technical and operational inputs for briefings for the Office of Stewardship and other divisions of the Bank.

o Provide analytical data to Project Completion Reports (PCR). (Primary responsibilities that contribute to team goals – do not go into details)
